This fundamental document was signed by 50 participating countries, including the USSR as well as its constituent entities: the Ukrainian Soviet Socialist Republic and the Byelorussian Soviet Socialist Republic. On behalf of the USSR, the UN Charter was signed by Andrey Gromyko.
The establishing of the UN – a universal international organization, the main goals of which are defined as the maintenance and strengthening of peace and security – was a natural consequence of the Second World War, an expression of the desire of the world community to resolve conflicts without global military action.
📃 The UN Charter is a fundamental international document mandating the main principles and norms of states’ international behaviour and regulating relations between states as well as the activities of UN agencies and organisations within its system.

في 24 يونيو 2024 التقى سفير روسيا الاتحادية لدى دولة الكويت السيد فلاديمير جيلتوف مع قيادة مركز الأبحاث الاستراتيجية "مركز دراسات الخليج والجزيرة العربية". وتم الحوار البناء والمثمر بين الطرفين حيث تبادلا الجانبان الرؤيا حول القضايا الملحة على الساحة الدولية والإقليمية. هذا وجرى اللقاء في جو ودي جدا حيث استفاد منه مركز "الخليج" – مركز الأبحاث الأكاديمي الكويتي الرائد.

Key points:
• There is brazen interference in the affairs of independent states, which, unfortunately, still continues in various forms. Despite humanity’s persistent efforts to eradicate neocolonialism, the Western world vehemently resists it.
• The former colonial powers persist in exploiting dependent countries, enhancing their own comfort through the humiliation and oppression of others – albeit employing more sophisticated tools and methods.
• According to experts (American experts, for all their bias), between 1946 and 2000, the United States interfered in elections in other countries more than 80 times. Since 1945, there have been more than 50 attempted coups and military interventions. Of the 174 cases of restrictive measures applied in the 20th century, the United States was responsible for 109. <…> In fact, America has become a global sanctions neo-metropolis.
• In order to preserve its geopolitical presence in various parts of the world, the West relies on the so-called debt neo-colonialism . <…> The neo-colonial powers are using financial institutions under their control and extensively exploiting the difficult socioeconomic situation in many countries of the Global South to induce them to borrow at interest rates that are higher than those offered to the so-called golden billion countries.
• Neo-metropolitan powers have also been targeting certain countries in Latin America, Asia and Africa with their disruptive efforts in order to control their natural wealth, including critical minerals. They focus on gaining unrestricted access to lithium, graphite, nickel, cobalt and rear earth deposits they need for transitioning to a low-carbon economy.
❗️ The fight against neocolonialism is not an eternal confrontation for the sake of confrontation itself. It is primarily a progressive movement of states towards civilisational sovereignty, which is crucial in avoiding degradation and devastation in the 21st century. <…> Only fully sovereign countries that have independence in domestic and foreign affairs will be able to effectively counteract the deliberate efforts of the former metropolises to impose unequal economic and political deals on them.
• Investigation of colonial crimes that do not have a statute of limitations should be placed at the forefront of this activity. It is necessary to consider the creation of a single public database (register) of crimes of the colonial period, as well as modern neocolonial practices, at the UN, and work out a scale to evaluate the damage caused by war crimes committed on their territory.
• Neo-metropoles should be hit where it hurts the most, in their wallets, which they are filling largely by exploiting the rest of the world. We believe that the payment of compensations to the victims of neocolonial practices should be based on clear, legally considered and substantiated evidence. Political and diplomatic assessments must be complemented with a legal evaluation of their actions.
• We wish the best of luck to our African and Latin American colleagues. Their success, including in establishing an anticolonial tribunal (akin to the Nuremberg Trials), will be a major step towards depriving the Global North of its domination and towards building a fair multipolar world order.

Ultimately, Kiev was promised an irreversible path to the alliance. I’m not sure what they have in mind when they say irreversible path. The only image this term conjures up is a road that leads to a precipice. Now, in order to make sense of what they are talking about, they have come up with another term for the irreversible path to the alliance and call it a bridge to the alliance. Truth be told, its length has yet to be determined. However, I will reveal a military secret for the Kiev regime to be aware of what it is about: it is indeed a bridge to NATO, but it’s a drawbridge any way you look at it.

It is nobody’s business other than the US Department of State. But the other countries’ foreign ministries should be concerned with what President Biden said at the NATO summit. He did not speak about America’s domestic issues or the summit’s agenda but about global issues that concern absolutely all nations. The reaction of the international community, which became public knowledge several hours after Biden’s press statements, is indicative.
It was that reaction that made top news as the outcome of the NATO summit.
The US State Department and Administration probably thought that it would be seen as proof of Biden’s competence and competitiveness as a presidential candidate. But it turned out differently. They have only made matters worse, especially after President Biden called Putin the president of Ukraine and said that “Vice-President Trump” was qualified to be president.

Russia has never made its friends or partners choose between being “with us” and “against us.” This is contrary to our philosophy. Unlike this, the Western countries show unrestrained impudence and complete disregard for the interests and concerns of their strategic dialogue partners, present or future.
The Americans are motivated by self-interest, which is evident from their hitherto unseen active enthusiasm about looking after Armenia. The country has gone through difficult periods many times before. Why wasn’t the US showing generosity, helping, or offering Armenia opportunities?

💬 Ближневосточный регион сталкивается с беспрецедентными рисками для безопасности, благополучия и мирной жизни его народов. Волны насилия выплескиваются далеко за пределы зоны арабо-израильского конфликта, дестабилизируя обстановку в Персидском заливе, Красном и Средиземном морях, на севере Африки.
Нужен откровенный и честный разговор о том, как без промедления прекратить кровопролитие и страдания мирных граждан и перейти к долгосрочному урегулированию как застарелых, так и сравнительно новых конфликтов.
Наша страна исторически поддерживает добрые отношения со всеми странами региона. СССР стал первым государством, признавшим Израиль де-факто и де-юре, установив с ним дипломатические отношения сразу после объявления о независимости в мае 1948 г. При этом Москва неизменно выступала за создание независимого и жизнеспособного палестинского государства, за реализацию законного, фундаментального права палестинцев на самоопределение. В 1949 г. мы поддержали заявку Израиля на членство в ООН – при условии (подчеркну это особо) выполнения резолюций 181 и 194 ГА о Плане раздела Палестины и праве палестинских беженцев на возвращение. Это было четко оговорено, когда мы голосовали за прием Израиля в ООН. Так же и сегодня мы поддерживаем вступление Палестины в нашу Организацию. Ее суверенитет как государства признали уже без малого 150 стран, являющиеся членами ООН. <...>
Ключевые тезисы:
• Россия последовательно выступает против терроризма во всех его проявлениях. Мы безоговорочно осудили террористическую атаку против Израиля 7 октября 2023 года. Однако то, что сейчас происходит в Газе, является неприемлемым коллективным наказанием гражданского населения.
• Сегодня Газа лежит в руинах – практически полностью уничтожены жилой фонд, школы и больницы, выведены из строя ключевые объекты гражданской инфраструктуры. В секторе – эпидемии инфекционных заболеваний, массовый голод, разразилась настоящая гуманитарная катастрофа.
• Мандатно-колониальное прошлое Ближнего Востока и Северной Африки стало – и остаётся – тяжёлым наследием для стран региона. Соглашения Сайкс-Пико, декларация Бальфура и «Белая книга» заложили мины замедленного действия, продолжающие взрываться и по сей день. Ситуацию усугубляют новые геополитические эксперименты Запада.
• Совет Безопасности ООН уже в четвёртый раз за 10 месяцев проводит заседание на министерском уровне. Были приняты четыре резолюции. Однако продолжающееся кровопролитие на оккупированных палестинских территориях подтверждает, что все эти решения остались «на бумаге».
• Тяжёлая ситуация складывается на Западном берегу реки Иордан и в Восточном Иерусалиме. Там не прекращаются силовые рейды израильских военных и агрессия поселенцев. Всё это сопровождается жертвами с обеих сторон. Вразрез с требованиями резолюции 2334 СБ ООН Израиль не только не снижает, но и наращивает строительство незаконных поселений.
• Остаётся в силе наше предложение о встрече всех внешних игроков, которые имеют влияние на различные группировки в Газе и на Западном берегу реки Иордан, и которые могут, если будут выступать одним голосом, помочь преодолению раскола в палестинских рядах.
• Прогресс на палестинском треке в полном соответствии с решениями ООН, в нормализации отношений между прибрежными странами Персидского залива – всё это стало бы важным вкладом в объективный процесс формирования общей евразийской архитектуры, основанной на принципах неделимости безопасности и равной коллективной ответственности, взаимного уважения и баланса интересов.
❗️ Выступаем за постоянное и повсеместное прекращение огня, что сделает возможным освобождение 120 израильских заложников и около 9500 произвольно арестованных с 7 октября 2023 года палестинцев. • Остаётся в силе наше предложение о встрече всех внешних игроков, которые имеют влияние на различные группировки в Газе и на Западном берегу реки Иордан, и которые могут, если будут выступать одним голосом, помочь преодолению раскола в палестинских рядах.
• Прогресс на палестинском треке в полном соответствии с решениями ООН, в нормализации отношений между прибрежными странами Персидского залива – всё это стало бы важным вкладом в объективный процесс формирования общей евразийской архитектуры, основанной на принципах неделимости безопасности и равной коллективной ответственности, взаимного уважения и баланса интересов.
❗️ Выступаем за постоянное и повсеместное прекращение огня, что сделает возможным освобождение 120 израильских заложников и около 9500 произвольно арестованных с 7 октября 2023 года палестинцев. 🎙 Foreign Minister Sergey Lavrov’s remarks and answers to media questions following his visit to the United States within the framework of Russia’s UN Security Council Presidency

💬 I came to New York for two key events – open debates – that were held yesterday and today within the framework of Russia’s UN Security Council Presidency. Not only members of the Security Council but all other delegations could attend them. You saw how many of them did so.
The first issue we proposed for discussion yesterday concerned the conceptual framework of international relations, multilateralism and multipolarity. We pointed out the gradual erosion of system that was created after the Second World War on the basis of the central role of the UN.
I hope that you listened to my statement and to the statements made by other participants. We did not expect to come to agreement on the majority of issues, considering the current tensions on the international stage and the state of relations between the collective West and the Global Majority.
☝️ Although we had no big illusions, I believe that it was a useful discussion. At the very least, the overwhelming majority of participants agreed that we have problems. Many of them expressed opinions that coincide with our vision of the objective development of a multipolar world order, which I presented in my statement.
Another conclusion is that this discussion will most certainly be continued. There is an apparent interest for this, and it is growing. We will actively keep it up, and we will organise additional discussions on this issue not only at the UN but also at other multilateral platforms, including at the Group of Twenty, at associations such as #BRICS and the #SCO, as well as in the framework of our contacts with the regional organisations of Asia, Africa and Latin America.
The restoration of trust is the top priority now, as the representative of Guyana pointed out yesterday. So far, there was no hint of dialogue. Another important statement he made was that trust could only be rebuilt if all parties without exception comply with the agreements reached. This is not the case so far. Examples of that were provided yesterday in my statement and in the statements of other participants.
Overwhelming evidence of that was also provided during today’s open debate on the situation in the Middle East, including the Palestinian question. The overwhelming majority of the UN resolutions on Palestine have not been implemented. The second debate I have mentioned is not over yet. Many speakers have called for taking resolute steps. We hold a similar view. The first steps must include the termination of hostilities, a permanent ceasefire, the settlement of critical humanitarian problems and, of course, the termination of Israel’s actions to create illegal settlements. We hope that if or when this is done, this will create conditions for resuming negotiations on the implementation of UN decisions on the establishment of the Palestinian state that would live in peace and security with Israel.

The Olympiad is based on the best astronomical traditions, which brought together world-renowned specialists in the subject.
The event aims to strengthen scientific and educational partnerships with other countries as well as to identify talent in astronomy.
👉 The age of the Olympiad participants must not exceed 18 years, while the minimum age threshold is not established.
