🗓 On September 1-4, Vladivostok will host the 11th Eastern Economic Forum (#EEF).
The Forum is a leading platform for advancing the development of the Russian Far East and expanding international cooperation across the Asia-Pacific Region (#APR).
Participants will gain direct access to partners, investors and regulators, opportunities to enter new markets and a chance to help shape the development agenda of Russia’s largest macroregion.
#EEF2026 will feature a plenary session, thematic sessions, business dialogues, roundtables and expert discussions bringing together government, business and academic representatives from more than 80 countries.
📄 The business programme is structured around five thematic tracks covering international cooperation, technological development, improving quality of life, attracting investment and implementing infrastructure projects:

Прежде всего хотел бы поддержать выступавших коллег, которые высоко оценили работу, проведённую киргизской стороной в ходе председательства в Шанхайской организации сотрудничества, а также справедливо отметили успехи, достигнутые #ШОС за 25 лет своего существования.
За четверть века Шанхайская организация прошла по-настоящему большой путь. Напомню, что, учреждённая в 2001 году по инициативе шести государств – России, Китая, Казахстана, Киргизии, Таджикистана и Узбекистана, – она окрепла и выросла, превратившись в один из самостоятельных и влиятельных центров формирующегося многополярного мира.

☝️ ШОС на сегодня фактически является крупнейшим региональным объединением не только на нашем общем Евразийском континенте, но и в мире в целом. В странах – её участницах проживает практически половина населения планеты и создаётся более трети глобального валового продукта.
На пространстве ШОС сосредоточен мощный интеллектуальный и технологический потенциал, значимая часть мировых природных ресурсов. Здесь пролегают ключевые трансконтинентальные, транспортные и логистические маршруты.
Убеждён, что подготовленный к одобрению лидерами по итогам нынешнего заседания солидный пакет решений придаст нашему партнёрству в ШОС новый импульс.
Россия разделяет отражённые в главном документе саммита – Бишкекской декларации – согласованные подходы государств-членов к насущным вопросам глобальной и региональной повестки.

📈 Из года в год растут встречные торгово-инвестиционные обмены. Например, товарооборот России со странами Шанхайской организации в прошлом году превысил 400 миллиардов долларов, причём во взаиморасчётах наши государства всё шире используют национальные валюты. В операциях России с участниками организации их доля составляет более 98 процентов.
Большой вклад в реализацию совместных взаимовыгодных экономических проектов вносит Деловой совет и Межбанковское объединение ШОС. В будущем к этой работе мог бы подключиться и создаваемый в рамках нашей организации Банк развития, который, на мой взгляд, должен быть максимально независимым от финансовых систем тех государств, которые используют экономические инструменты как оружие для получения односторонних преимуществ в международных делах.

Завершая, хотел бы ещё раз поблагодарить Президента Киргизии, всех наших киргизских друзей за гостеприимство, радушный приём и хорошую организацию этого саммита.
Убеждён, что наша совместная работа в Бишкеке будет содействовать продвижению многопланового взаимодействия в рамках Шанхайской организации сотрудничества в целях укрепления безопасности, мирного развития и процветания всей Евразии.
В этой связи хотел бы напомнить, уважаемые друзья, что сегодня, 1 сентября, – это день начала Второй мировой войны.

🎙 Statement by President of Russia Vladimir Putin at the meeting of the Council of Heads of State of the Shanghai Cooperation Organisation (Bishkek, September 1, 2026)
💬 Over the past quarter century, the Shanghai Cooperation Organisation (#SCO) has come a truly long way.
Let me recall that it was established in 2001 at the initiative of six states – Russia, China, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan – and has since grown stronger and expanded, becoming one of the independent and influential centers of the emerging #MultupolarWorld.
Today, the SCO is effectively the largest regional association not only on our common Eurasian continent, but in the world as a whole. Its member states are home to almost half of the world’s population and account for more than one-third of global GDP.
The members of the Shanghai Cooperation Organisation actively interact in politics, the economy and the humanitarian sphere. This cooperation helps ensure the steady and sustainable development of each of our states and contributes to an atmosphere of peace and stability, trust and cooperation across our common Eurasian continent.
✍️ I am convinced that the substantial package of decisions prepared for approval by the Leaders following today’s meeting will give new impetus to our partnership within the SCO.

Among the practical priorities facing the SCO, I would particularly highlight the further strengthening of commercial ties between member states. This brings clear benefits to all of us and genuinely contributes to steady socioeconomic growth and improved living standards.
📈 Mutual trade and investment continue to grow year after year. For example, Russia’s trade with SCO countries exceeded $400 billion in 2025, while our states are increasingly using national currencies in mutual settlements. In Russia’s transactions with SCO members, their share now exceeds 98%.
The SCO Business Council and Interbank Consortium make a major contribution to implementing joint, mutually beneficial economic projects. In the future, the Development Bank now being established within our Organisation could also join this work. In my view, it should be as independent as possible from the financial systems of states that use economic instruments as weapons to gain unilateral advantages in international affairs.
I believe it is in our common interest to continue pursuing a coordinated and balanced energy policy, as provided for in the SCO Energy Cooperation Strategy through 2030.
☝️ We are pleased with the highly dynamic and substantive nature of cultural and humanitarian cooperation within the SCO. Ties between our countries are expanding in education, healthcare, environmental protection, science and youth exchanges. The SCO University, which brings together more than 100 universities from our countries, is operating successfully. Women’s forums are also held under the Organisation’s auspices, focusing on strengthening the role of women in public, political, business and social life.
Yesterday, we attended the opening of the World Nomad Games now underway in Kyrgyzstan, with representatives from many SCO countries taking part, including Russia. Our country is ready to host the next Games in Kazan in 2028. We will be pleased to welcome teams from interested states.
In keeping with tradition, we also look forward to welcoming cultural and artistic figures from SCO countries to the International United Cultures Forum, which will be held in St Petersburg in late September.
🤝 I am convinced that our joint work in Bishkek will help advance multifaceted cooperation within the SCO in the interests of strengthening security, peaceful development and prosperity throughout Eurasia.
In this regard, dear friends, I would like to recall that today, September 1, marks the beginning of World War II. We must do everything possible to prevent the provocation of armed conflicts from becoming part of international practice. I am convinced that our work is helping move us in that direction.

Мы, лидеры государств – членов Шанхайской организации сотрудничества (далее – #ШОС или Организация), собравшись на очередное заседание Совета глав государств, отмечая 25-летие создания ШОС, подтверждаем твердую приверженность заложенным в Хартии ШОС целям и принципам, а также дальнейшему укреплению добрососедства, дружбы и эффективного многопрофильного сотрудничества и заявляем:
С момента основания Организация успешно прошла исторический этап институционального и концептуального становления и утвердилась в качестве общепризнанного и динамично развивающегося многостороннего объединения, роль которого в международных и региональных процессах неуклонно повышается.
За прошедшие четверть столетия сформированы прочный правовой фундамент деятельности ШОС и эффективные механизмы взаимодействия, определены стратегические направления ее дальнейшей эволюции.
Государства-члены высоко оценивают достижения Организации в обеспечении региональной безопасности и стабильности, противодействии вызовам и угрозам в регионе, экономическом, социальном и гуманитарном развитии, укреплении гуманитарных, культурных, спортивных, научных и образовательных связей.
Государства-члены продолжат усилия по дальнейшей консолидации ШОС в выполнении задач и достижении целей, определенных Стратегией развития ШОС до 2035 года.

В этой связи они подчеркивают важность подписания Меморандума между правительствами государств – членов ШОС о взаимодействии в области искусственного интеллекта.
• Государства-члены выступают против односторонних принудительных мер, противоречащих Уставу ООН и другим нормам международного права, правилам и принципам Всемирной торговой организации, наносящих ущерб интересам обеспечения международной безопасности, включая ее продовольственную, энергетическую и гуманитарную составляющие, негативно влияющих на мировую экономику.
• Государства-члены поддерживают реформу международной финансовой архитектуры, направленную на увеличение представленности и усиление роли развивающихся стран в органах управления международных финансовых институтов, включая Международный банк реконструкции и развития и Международный валютный фонд.

📃 Following the meeting of the Council of Heads of State of the Shanghai Cooperation Organisation, the Bishkek Declaration on the 25th Anniversary of the Shanghai Cooperation Organisation was signed (Bishkek, September 1, 2026)
🤝 We, the Leaders of the Member States of the Shanghai Cooperation Organisation (#SCO), gathered for a regular meeting of the Council of Heads of State and marking the 25th anniversary of the SCO, reaffirm our firm commitment to the goals and principles enshrined in the SCO Charter, as well as to further strengthening good-neighbourliness, friendship and effective multifaceted cooperation, and declare:
Since its establishment, the Organisation has successfully passed through a historic stage of institutional and conceptual development and established itself as a widely recognised and dynamically developing multilateral association, the role of which in international and regional affairs continues to grow steadily.
Over the past quarter-century, a solid legal foundation for the SCO’s activities and effective mechanisms of cooperation have been established, while strategic directions for its further development have been defined.
The Member States will continue their efforts to further consolidate the SCO in implementing the tasks and achieving the goals set out in the SCO Development Strategy until 2035.

✍️ The Member States
• Reaffirm their unwavering commitment to the universal norms and principles of international law enshrined in the UN Charter and stress the need to strengthen the UN’s role as a guarantor of international peace and security, sustainable development, and the establishment of a representative, democratic and just #MultipolarWorld. They are making a growing contribution to collective efforts to improve the global system of governance.
• Advocate ensuring sustainable international peace and call for joint efforts to counter traditional and emerging security challenges and threats.
• Expressing concern over growing information security risks, strongly oppose the militarisation of the information and communications technology (ICT) sphere and the creation of threats to critical information infrastructure.
• Reaffirm the need to ensure the safe and responsible use of artificial intelligence technologies, including the inadmissibility of their use to deliberately cause harm to human life and health, as well as to the national security, territorial integrity and sovereignty of states.
• Oppose unilateral coercive measures that run counter to the UN Charter and other norms of international law, as well as the rules and principles of the World Trade Organization, and which undermine international security interests, including food, energy and humanitarian security, and adversely affect the global economy.
• Support reform of the international financial architecture aimed at increasing the representation and strengthening the role of developing countries in the governing bodies of international financial institutions, including the International Bank for Reconstruction and Development and the International Monetary Fund.
• Underscoring the significance of the 200th anniversary of Leo Tolstoy’s birth and the 100th anniversary of Chingiz Aitmatov’s birth, support initiatives to hold SCO events in 2028 dedicated to the memory of these outstanding writers, who made an invaluable contribution to world literature, the advancement of humanistic values and the strengthening of cultural and humanitarian ties between peoples.

Since its establishment, the Organisation has successfully passed through a historic stage of institutional and conceptual development and established itself as a widely recognised and dynamically developing multilateral association, the role of which in international and regional affairs continues to grow steadily.
Over the past quarter-century, a solid legal foundation for the SCO’s activities and effective mechanisms of cooperation have been established, while strategic directions for its further development have been defined.
The Member States will continue their efforts to further consolidate the SCO in implementing the tasks and achieving the goals set out in the SCO Development Strategy until 2035.

• Reaffirm their unwavering commitment to the universal norms and principles of international law enshrined in the UN Charter and stress the need to strengthen the UN’s role as a guarantor of international peace and security, sustainable development, and the establishment of a representative, democratic and just #MultipolarWorld. They are making a growing contribution to collective efforts to improve the global system of governance.
• Advocate ensuring sustainable international peace and call for joint efforts to counter traditional and emerging security challenges and threats.
• Expressing concern over growing information security risks, strongly oppose the militarisation of the information and communications technology (ICT) sphere and the creation of threats to critical information infrastructure.
• Reaffirm the need to ensure the safe and responsible use of artificial intelligence technologies, including the inadmissibility of their use to deliberately cause harm to human life and health, as well as to the national security, territorial integrity and sovereignty of states.
• Oppose unilateral coercive measures that run counter to the UN Charter and other norms of international law, as well as the rules and principles of the World Trade Organization, and which undermine international security interests, including food, energy and humanitarian security, and adversely affect the global economy.
• Support reform of the international financial architecture aimed at increasing the representation and strengthening the role of developing countries in the governing bodies of international financial institutions, including the International Bank for Reconstruction and Development and the International Monetary Fund.
• Underscoring the significance of the 200th anniversary of Leo Tolstoy’s birth and the 100th anniversary of Chingiz Aitmatov’s birth, support initiatives to hold SCO events in 2028 dedicated to the memory of these outstanding writers, who made an invaluable contribution to world literature, the advancement of humanistic values and the strengthening of cultural and humanitarian ties between peoples.

🤝 Addressing the guests, Ambassador Albert P. Khorev congratulated the teachers and students on Knowledge Day, extending a special welcome to diplomats from brotherly CIS countries whose children will be joining the Embassy School this year.
