A new analysis that began under the Biden administration is released by the C.I.A.’s new director, John Ratcliffe, who wants the agency to get “off the sidelines” in the debate.
The C.I.A. has said for years that it did not have enough information to conclude whether the Covid pandemic emerged naturally from a wet market in Wuhan, China, or from an accidental leak at a research lab there.
But the agency issued a new assessment this week, with analysts saying they now favor the lab theory.
There is no new intelligence behind the agency’s shift, officials said. Rather it is based on the same evidence it has been chewing over for months.
The analysis, however, is based in part on a closer look at the conditions in the high security labs in Wuhan province before the pandemic outbreak, according to people familiar with the agency’s work.
A spokeswoman for the agency said the other theory remains plausible and that the agency will continue to evaluate any available credible new intelligence reporting.
Some American officials say the debate matters little: The Chinese government failed to either regulate its markets or oversee its labs. But others argue it is an important intelligence and scientific question.
John Ratcliffe, the new director of the C.I.A., has long favored the lab leak hypothesis. He has said it is a critical piece of intelligence that needs to be understood and that it has consequences for U.S.-Chinese relations.

The Trump White House instructed the Pentagon to release the hold imposed by former president Joe Biden on the supply of 2,000-pound bombs to Israel, journalist Barak Ravid reported on 26 January for Axios.
Three Israeli officials told Ravid that 1,800 MK-84 bombs will be delivered by ship to Israel in the coming days.
The Pentagon notified the Israeli government about the release of the bombs on Friday, one Israeli official added.
"A lot of things that were ordered and paid for by Israel but have not been sent by Biden are now on their way!" President Trump announced on his social media platform, Truth Social, on Saturday.
President Biden halted the delivery of only one shipment of 2,000-pound bombs last May. Israel has used powerful bombs in many of its most horrific mass killings of civilians in Gaza, including the massacre of over 100 in Jabalia camp on 31 October 2023.

Israel Tasks UAE With Governing Post-War Gaza: Report
A consortium of private security contractors will operate the Netzarim corridor to control displaced Palestinians returning to their homes in the northern strip
The UAE and Israel agreed that the Gulf emirate would take over the management of the Gaza Strip after the war, Israel Hayom reported on 22 January.
Some have proposed the Palestinian Authority (PA), which governs parts of the occupied West Bank on Israel's behalf, be tasked with controlling the strip should the ceasefire between Israel and Hamas hold.
However, the two countries agreed the UAE would take over governance of the strip only following an “invitation” by the Palestinians.
The agreement comes after Israel's Strategic Affairs Minister Ron Dermer said in the Knesset on Wednesday that any initiative for the governance of Gaza seen as coming on behalf of Israel would be viewed as illegitimate. It would be “dead on arrival,” he said.
Dermer added that Israel is “working on it, and [he is] a partner in this work regarding the day after in Gaza.”

US-Backed Syrian Authorities Conduct Dozens Of Sectarian Executions
Alawites, Christians, and members of other minority groups have been systematically targeted by Syria’s new government since it came to power
Syria’s government forces executed five Alawites in the countryside of the central governorate of Hama on 27 January and dozens of others in the past few days, according to the director of the Syrian Observatory for Human Rights (SOHR).
SOHR director Rami Abdul Rahman told Al-Hurra TV in an interview on Monday that “35 people were executed in the field during the past few days, and today, five others from the Alawite sect were executed by an armed group in the northern Hama countryside.”
The perpetrators belonged to groups under the command of the Hayat Tahrir al-Sham-led (HTS) Military Operations Department – which has been waging an indiscriminate crackdown on elements of the former Syrian Arab Army (SAA) since the new government came to power last month.
“These militants are loose and undisciplined groups that operate under the Operations Department, and [HTS] may not be able to control them” despite dozens of them having been arrested, Abdul Rahman added.
He confirmed that “these [people who were executed] are not remnants of the [former] regime,” adding that “we have moved to a new state for transitional justice, not revenge.”
