Saudi Arabia, Kuwait Offer 'Conditional Funding' For Lebanon's Reconstruction
The Gulf states are said to be seeking direct supervision over the spending of any aid they provide to Lebanon
Saudi Arabia and Kuwait have signaled readiness to financially support the reconstruction of Lebanon after the brutal Israeli war on the country, but under certain conditions – according to a 15 January report by Al-Akhbar newspaper.
“Senior officials in Saudi Arabia and Kuwait expressed, on the sidelines of international financial meetings, the two countries’ readiness to provide aid to Lebanon to bear the burden of the reconstruction process of what was destroyed by the Israeli aggression on Lebanon,” the newspaper cited informed sources as saying.
However, it is conditional that this is done “exclusively through the Lebanese state, and through a legal mechanism away from political calculations in Lebanon.”
Saudi Arabia has been increasingly focusing on the Lebanese economic situation and has sent a report to the International Monetary Fund (IMF) inquiring about the matter, according to the newspaper.
“Saudi officials stipulate that they have direct supervision over the spending of any money allocated to support Lebanon after the formation of the new government … Saudi Crown Prince Mohammed bin Salman asked a number of Saudi businessmen to make contacts with Lebanese economic entities, and called on them to reconsider projects that were previously frozen,” the report said.

The Italian government informed Israeli officials that it will not enforce arrest warrants issued by the International Criminal Court (ICC) against Israeli Prime Minister Benjamin Netanyahu and former defense minister Yoav Gallant.
According to a report by the Times of Israel published on 15 January, Italian Foreign Minister Antonio Tajani and Justice Minister Carlo Nordio “assured” Israeli Foreign Minister Gideon Saar that Rome “received legal advice that heads of state, including Netanyahu, have immunity during visits to Italy, based on the Vienna Convention.”
The ICC issued arrest warrants against Netanyahu and Gallant in November for war crimes and crimes against humanity committed in Gaza. The charges include starvation of civilians as a method of warfare and intentionally directing attacks against a civilian population.
As an original signatory of the 1998 Rome Statute, Italy is obligated under Article 86 to fully cooperate with the ICC in its investigations and prosecutions, including executing requests for the arrest and surrender of individuals sought by the ICC.
“The arrest of Netanyahu is unfeasible, at least as long as he is prime minister,” Tajani said last year following the issuance of the arrest warrants.

The Biden administration is taking last minute steps to try to prevent the popular app’s ban in the US
The Supreme Court of the United States ruled unanimously that banning TikTok does not violate the First Amendment. The popular app could face a ban in the US as early as Sunday. In his final days in office, President Joe Biden is working to prevent the ban from taking effect.
On Friday, all nine SCOTUS justices agreed with the opinion , “We conclude that the challenged provisions do not violate the petitioners’ First Amendment rights.” The decision is a blow to TikTok that was arguing banning the platform was a violation of Freedom of Speech.
Senator Rand Paul (R-KY) concurred, explaining, “Millions of Americans express themselves on TikTok on a daily basis, and it’s just wrong for the government to ban it.” 170 million Americans use TikTok.
In March, Biden signed a bill that ordered TikTok’s Chinese owner, ByteDance, to divest its shares from the company within six months or face an effective ban in the US. The deadline for ByteDance to sell TikTok is Sunday.
Most of the public debate over the bill surrounds the claims that Beijing could use the data it obtains from TikTok against the US. However, Congress only passed the bill after users shared overwhelming pro-Palestinian and anti-Israeli content about Tel Aviv’s onslaught in Gaza.

In March, Biden signed a bill that ordered TikTok’s Chinese owner, ByteDance, to divest its shares from the company within six months or face an effective ban in the US. The deadline for ByteDance to sell TikTok is Sunday.
Most of the public debate over the bill surrounds the claims that Beijing could use the data it obtains from TikTok against the US. However, Congress only passed the bill after users shared overwhelming pro-Palestinian and anti-Israeli content about Tel Aviv’s onslaught in Gaza.

Dozens of Palestinians have been killed in Israeli massacres across the Gaza Strip since the US and Qatar announced one day ago that a ceasefire and prisoner exchange agreement has been reached.
At least 71 have been killed and over 200 injured since the announcement on 15 January, according to the Civil Defense in Gaza.
“The Israeli occupation committed 8 massacres against families in the Gaza Strip, resulting in 81 martyrs and 188 injuries arriving at hospitals during the past 24 hours,” the Gaza Health Ministry said on 16 January.
At least 19 children and 24 women were among those killed.
Israel bombed the Al-Zaytoun school sheltering displaced Palestinians in Gaza on Thursday, killing at least four and wounding dozens.

Yemen Targets US Carrier In Red Sea As Washington 'gears Up' For Escalation
Washington is allegedly planning to continue its strikes against Yemen once a ceasefire in Gaza takes effect
The Yemeni Armed Forces (YAF) said in a statement on 15 January that it targeted the USS Harry Truman aircraft carrier and other US warships in the Red Sea.
“The missile force and the drone air force of the Yemeni Armed Forces … carried out a joint military operation targeting the American aircraft carrier USS Harry Truman and a number of its warships in the northern Red Sea with a number of winged missiles and drones, during their attempt to carry out operations to target Yemen,” the statement said.
“This targeting of the carrier is the sixth since its arrival in the Red Sea,” it added. Yemeni operations against Israeli maritime interests in the Red and Arabian Seas, which last year prompted the start of a violent US–UK campaign of airstrikes against Yemen, have continued.
Sanaa has since targeted several aircraft carriers and many warships. The Yemeni army also continues to directly target Israel in support of the Palestinian resistance in Gaza. On Tuesday, it launched a missile at Tel Aviv, marking its third operation within 12 hours.

For A., the days are like a black hole. He doesn't know where he is, where he has been taken, with whom he has been held and when all this will end. "Ever since I got here I've been blindfolded and my hands are cuffed all the time, even in the bathroom," he was quoted in an affidavit obtained by Haaretz last month. "I've been sitting in a pen the whole time with about 50 people."
A. is a Gazan who has been detained by the Israeli army since the end of October, when he was picked up in Jabalya in the northern Gaza Strip. He was taken to the detention facility at the Sde Teiman army base and then to the one at the Anatot base in the West Bank, east of Jerusalem. He says that during his detention he has been allowed to shower three times and change his clothes only once. Information about his fate has been provided zero times.
"We're being abused at Anatot," says M., another detainee there. "All day long we sit with our hands cuffed and our eyes covered. Soldiers are cursing us out the whole time. They let us go to sleep at midnight, and an hour later they wake us up and tell us to stand on our feet for half an hour. Then they let us go back to sleep and wake us up again an hour later, and so on all night long. We sleep for three hours, barely."
In the morning, he adds, their thin mattresses are taken away and they're left to sit handcuffed on the floor until the night.
Anatot is one of four military detention centers where more than 1,500 Gazans are being held in Israel and the West Bank, out of a total of 3,400, some of whom are being held at prison service facilities, according to figures provided in reply to a High Court petition filed in December by the Public Committee Against Torture in Israel.
But it's possible that the coming days will be the final days of these facilities. The assumption is that in the deal freeing Israeli hostages being held in Gaza, Gazan detainees – many who are being held without the benefit of criminal proceedings – will also be released.

Now that the US Food and Drug Administration has banned red dye No. 3 , many people are criticizing or questioning the safety and the FDA’s allowance of red dye No. 40 and five other color additives commonly used in the United States.
Made from petroleum and chemically known as erythrosine, red dye No. 3 is a synthetic color additive used to give foods and beverages a cherry-red color. The dye has been permissible for use in food, beverages and ingested drugs even though the Delaney Clause of the Federal Food, Drug and Cosmetic Act “prohibits the FDA from approving a color additive that is ingested if it causes cancer in animals or humans when ingested.”
The dye was found to cause cancer in rats more than 30 years ago. The FDA’s decision this week to revoke the authorization for the use of the dye was acting on a 2022 petition by advocacy organizations and individuals citing this research.
Red dye No. 40, also derived from petroleum, has been considered a healthier alternative since it hasn’t been extensively associated with cancer in animals. But experts say cancer isn’t the only potential health threat to consider when it comes to artificial colorants, and that there are other reasons why the FDA should take another look at its regulation of red dye No. 40 — as well as yellow dyes Nos. 5 and 6, blue dyes Nos. 1 and 2, and green dye No. 3. All these additives are derivatives of petroleum.
“The FDA is actively working to develop transparent processes for prioritizing chemicals in food for a safety review as part of the agency’s efforts to build a robust and systematic post-market review program,” an FDA spokesperson said in a statement via email. “Food dyes, such as Red 40 and Yellow 5, are among the chemicals that are being strongly considered for prioritization and assessment. The number of chemicals that can be assessed and the speed at which we can complete those assessments is limited by the availability of resources.”
