Israel Ends 'Administrative Detention' For Illegal Settlers As West Bank Annexation Looms

The number of Palestinian children detained without charge in the occupied West Bank has nearly quadrupled since last year

Israel’s Defense Ministry announced on 22 November the end of administrative detention for illegal settlers in the occupied West Bank, as Palestinians – particularly minors – continue to suffer under the controversial policy.

“In a reality where the Jewish settlement in Judea and Samaria is subject to serious Palestinian terror threats and unjustified international sanctions are taken against the settlers, it is not appropriate for the State of Israel to take such a severe measure against the people of the settlements,” newly appointed Israeli Defense Minister Israel Katz announced on Friday.

“If there is suspicion of criminal acts, the perpetrators can be prosecuted, and if not, there are other preventive measures that can be taken other than administrative detention orders,” the defense minister added.

He also said he condemns “any phenomenon of violence against Palestinians and taking the law into one’s own hands, and [he] also appeal[s] to the settlement leadership to take a similar public position and express an unequivocal position on the issue.”

Administrative detention is, in the majority of cases, used against Palestinians but has, at times, been applied to extremist Israeli settlers. Under the policy, people can be held without charge for up to six months, and detention can be renewed indefinitely.

...Eswatini has unveiled the findings of its first Digital Readiness Assessment, a collaborative effort between the Ministry of Information, Communications and Technology (ICT) and the United Nations Development Programme ( UNDP ). The assessment highlights key opportunities for digital transformation in Eswatini and underscores the need for global partnerships to bridge connectivity gaps and accelerate the nation’s digital transformation push.

The Digital Readiness Assessment , conducted with technical support from the Southern Africa Research and Policy Centre (SEPARC), evaluates Eswatini’s readiness to leverage digital tools for economic growth, service delivery, and social inclusion. According to the report, Eswatini’s digital infrastructure shows significant potential, but challenges such as limited internet access, digital skills gaps, and infrastructure disparities remain barriers to achieving national connectivity goals.

“The findings in this report are key to the successful realization of the Eswatini Government Digital Transformation Strategy, as they provide fundamental insights into the digital public infrastructure foundational elements that need to be strengthened as we pave the way for integrated digital services,” says the country’s minister of ICT, Hon. Savannah Maziya.

“The insights from this assessment will help us craft policies and frameworks that support our national digital transformation agenda. It is encouraging that the findings of this DRA are aligned with the Government in Your Hand Strategy.”

The findings of the Digital Readiness Assessment will inform Eswatini’s national digital transformation strategy, which includes initiatives to expand broadband coverage to rural areas, develop a national digital identity system to improve access to public services, and strengthen cybersecurity and data governance frameworks.

Ethiopia Kicks Off Digital ID Enrolment Drive In Addis Ababa — Biometric Update [10/10]

A month-long digital ID enrollment campaign gets underway in the Ethiopian capital, Addis Ababa, today October 10 in a move that intends to integrate the digital ID with the civil registration system of the capital city. It also comes at the country is registering meaningful gains in its digital government implementation push.

The enrollment drive is part of a partnership which the Addis Ababa Civil Registration and Residence Services Agency entered into with the Ethiopia National ID Program (NIDP), the two bodies said in an announcement. The activity has the support of the Addis Ababa city administration.

According to the Executive Director of NIDP, Yodahe Zemichael, the campaign seeks to register citizens and legal residents in 11 sub-cities and 119 district of Addis Ababa. It will enable them obtain secure and verified Fayda digital ID which is vital for having access to a panoply of public services in the country.

The Director General of the Addis Ababa Civil Registration and Residency Services Agency, Yonas Alemayehu, said the digital ID enrollment will contribute to improving civil registration processes in the capital. He assured that the necessary steps have been taken for the exercise to unfold in a hitch-free manner.

Both partners say the activity is part of a bigger campaign by the ID authority to expand digital ID registration coverage in the country.

US Moving Forward $680 Million Weapons Package For Israel

The deal includes JDAM guidance kits and small-diameter bombs

The Biden administration is moving forward with a $680 million weapons package for Israel as the US continues to fuel Israel’s onslaught in Gaza.

The Wall Street Journal reported on Wednesday that the administration has notified Congress of its intention to go ahead with the arms deal for Israel, which includes Joint Direct Attack Munition (JDAM) bomb kits and small-diameter bombs.

It’s unclear how the deal will be financed, but it will likely be paid for with US military aid. The US provides Israel with a form of aid known as Foreign Military Financing (FMF), which provides foreign governments with money to purchase US-made weapons.

Last month, Israel signed a $5.2 billion contract with Boeing to purchase 25 F-15 fighter jets in a deal that’s being financed by US military aid.

Brown University’s Costs of War Project said in a report last month that US support for Israel over the past year had cost US taxpayers at least $22.76. The total includes $17.9 billion in direct military aid and $4.8 billion in spending on US military operations in support of Israel, including the bombing campaign against the Houthis in Yemen.

The UN Is Using Africa As A Testing Ground For Controversial Digital ID Systems

The United Nations ( but not only ) has clearly chosen to focus its push on introducing digital ID systems to some of the world’s developing countries, particularly in Africa.

What’s referred to in reports as “a comprehensive initiative” is now taking place across the continent, driven by the UN development agency UNDP, as well as the UN Innovation Network, and even UNESCO (Education, Scientific, and Cultural Organization). This is one of the components of what’s known as the UN’s Global Digital Compact.

Such initiatives are sold in those countries as a way to develop better access to services and improve “digital inclusion.”

But opponents around the world say the schemes create large, centralized surveillance networks prone to misuse, particularly without stringent safeguards in place.

After the UN agencies previously formalized their initiatives in Kenya, it is now the turn of Ethiopia and Eswatini (formerly Swaziland) where similar programs are being launched in cooperation with their governments.

the tape recording of the radio conversation between soldiers at the scene reveals that, from the beginning, she was identified as a child and at no point was a bomb spoken about nor was she described as a threat. Iman was also at least 100 yards from any soldier.
