Review Of EU–Syria Relations On The Table: Report — 7/22

Several EU countries believe coordination with the government in Damascus will boost the effectiveness of efforts to provide Syria with humanitarian assistance

The EU is considering reevaluating its engagement with the Syrian government, the Financial Times (FT) reported on 22 July.

A number of EU states have proposed increasing their interaction with the Damascus government in a bid to boost “political leverage” in Syria.

Eight EU countries, including Italy and Austria, called for the bloc to “review and assess” its Syria approach.

Our goal is a more active, outcome-driven, and operational Syria policy. This would allow us to increase our political leverage [and] the effectiveness of our humanitarian assistance,” wrote the foreign minister of Austria, Croatia, Cyprus, Czech Republic, Greece, Italy, Slovakia and Slovenia in a letter to EU Foreign Policy chief, Josep Borrell, obtained by FT.

Western sanctions on Syria, as well as certain countries’ lack of coordination with the Syrian government, have hindered efforts to provide certain areas of the country with humanitarian assistance.

The letter came ahead of an EU foreign ministers’ meeting on the region scheduled for 22 July.

The stabilization of the war in Syria and recent normalization initiatives between Arab states and Damascus, among other things, have “changed dynamics” and contributed to the newfound openness to engaging with Syria.

Despite these “significant developments … the EU policy towards Syria has not evolved, with the result that the huge humanitarian effort is not translated in a correspondent political role,” the letter adds.

According to another document cited in the report, the ministers have also suggested appointing an EU envoy to Syria that could coordinate with Syrian officials. This would include the “re-engagement” of Damascus’ ambassador to the EU in Brussels.

They also suggested a discussion on the EU sanctions policy towards Syria and said that “over-compliance in the banking system” has “unintended negative effects … on the [Syrian] population.

The EU severed ties with the Syrian government following the start of the US-backed regime change war on the country in 2011. In 2017, it adopted a policy calling for an eventual political transition.

Alongside Washington, the EU has imposed punitive economic sanctions against Syria.

Under sanctions, Syria is facing great difficulties in rebuilding its key agriculture, industry, energy, education, and healthcare sectors which were destroyed in a war in which Washington played a leading role. Damascus has been reduced to seeking out regional alternatives and intermediary companies to circumvent its stranglehold, or receiving help from friendly countries such as Russia or Iran,” The Cradle’s Syria correspondent wrote last year.

Last year, the Syrian opposition made a call for renewed dialogue with the Syrian government. The call came not long after Syria’s readmission into the Arab league after over a decade.

The last series of meetings held between Damascus and Syria’s political opposition took place in Geneva in 2017. That year, the talks collapsed from the failure of both sides to agree on a settlement.

Netanyahu Upset With VP Harris’s Remarks After Meeting

Israeli official says Harris more critical of Israel after talk with Netanyahu than to his face

Israeli Prime Minister Benjamin Netanyahu is reportedly upset with Vice President Kamala Harris’s remarks after the two met in Washington. After the meeting, Harris said it was time for a ceasefire in Gaza. Netanyahu claims her statement set back any potential agreement with Hamas.

On Thursday, Netanyahu held separate meetings with President Joe Biden and Vice President Harris. After her sit-down with Netanyahu, Harris reaffirmed that she is committed to arming and supporting Israel. However, she also called for a ceasefire and expressed that too many Palestinians had been killed.

Describing the meeting to reporters, Harris said “I told him that I will always ensure that Israel is able to defend itself, including from Iran and Iran-backed militias such as Hamas and Hezbollah.” She continued, “From when I was a young girl collecting funds to plant trees for Israel to my time in the United States Senate and now at the White House, I have had an unwavering commitment to the existence of the state of Israel, to its security and to the people of Israel.

The vice president also called for an end to the war in Gaza. “And as I just told Prime Minister Netanyahu, it is time to get this deal done. Let’s get the deal done. So we can get a ceasefire to end the war. Let’s bring the hostages home,” she added. “And let’s provide much-needed relief to the Palestinian people.

Israeli officials said behind closed doors, there was little difference between the PM’s discussions with Biden and Harris. They told Axios that the sit-down with Biden “was much more constructive than his meeting with Harris, but stressed the meeting with the vice president wasn’t tense or difficult.

Italy Restores Diplomatic Ties With Syria

Rome, along with seven other EU nations, recently called on Brussels to play 'a more active role' in Syria


Italy became the first G7 nation to restore diplomatic ties with Syria on 26 July, appointing Stefano Ravagnan as their new ambassador and ending a 12-year diplomatic break.

Ravagnan, currently the foreign ministry's special envoy for Syria, is expected to take up his post “shortly,” according to Foreign Minister Antonio Tajani. He added that the decision was made “to turn a spotlight” on the war-ravaged country.

Rome recalled all staff from its embassy in Damascus in 2012 and suspended diplomatic activity in Syria as part of the western-backed war and isolation campaign of Damascus.

The decision follows a letter drafted by eight EU nations and delivered to the bloc's foreign policy chief, Josep Borrell, last week, asking Brussels to play a more active role in the country.
“Syrians continue to leave in large numbers, putting additional strain on neighboring countries, in a period when tension in the area is running high, risking new refugee waves,” the letter reads, according to Reuters.
Italy, Austria, Cyprus, Czech Republic, Greece, Croatia, Slovenia, and Slovakia signed the letter.

“Borrell mandated the European External Action Service to study what can be done,” Tajani told Reuters on Friday, adding that naming a new ambassador was “in line with the letter we sent to Borrell ... to turn the spotlight on Syria.”

Alongside Washington, the EU has imposed punitive economic sanctions on Syria.

“Under sanctions, Syria is facing great difficulties in rebuilding its key agriculture, industry, energy, education, and healthcare sectors, which were destroyed in a war in which Washington played a leading role,” The Cradle’s Syria correspondent wrote last year.

Six EU embassies are currently open in Damascus: Romania, Bulgaria, Greece, Cyprus, the Czech Republic, and Hungary.

Syrian President In Moscow To Discuss 'Regional Escalation' With Putin

The talks come amid renewed discussions on a Russian-sponsored effort to normalize Syria–Turkiye relations

Syrian President Bashar al-Assad met with his Russian counterpart Vladimir Putin in Moscow on 25 July, discussing the “rapid developments” across the region and bilateral ties between Syria and Russia.

Assad and Putin discussed “all aspects of relations between the two countries,” as well as “the situation in the [West Asia] region and the rapid developments it is experiencing, and aspects of joint coordination to deal with them,” the Syrian Presidency said in a statement.

Putin “stressed that the situation is becoming more tense in the [region] and that the talks with President Assad were an opportunity to discuss all possible developments and scenarios,” adding that “at the same time that there are promising opportunities for economic and trade relations between Syria and Russia.

According to Putin’s press service, the Russian president expressed interest in Assad’s “opinion on how the situation in the region as a whole is developing.

As the war in Gaza rages on, Israel continues to escalate across the region in response to the Axis of Resistance’s support for the Palestinian struggle. Syria has been among the main targets of this escalation...

A Syrian soldier was killed and three others injured in Israeli bombardment on Damascus early on 14 July, the latest in a string of recent Israeli attacks on the country.

The Assad–Putin meeting also follows renewed discussions on resuming a Russian-sponsored effort to normalize relations between Syria and Turkiye.


Ankara played a major role in instigating the US-backed regime change war against Syria which began in 2011. That year, Turkiye opened its border with Syria, allowing an influx of hundreds of thousands of foreign militants into its territory.

Turkiye illegally occupied large swathes of northern Syria in 2016 under the pretext of combatting Kurdish militias near its border, and by 2017, had established the Syrian National Army (SNA) coalition of extremist armed factions

Al-Qaeda’s Nusra Front, now known as Hayat Tahrir al-Sham (HTS), has also enjoyed Turkish support over the years.

A meeting between Turkish and Syrian officials is expected to take place in the Iraqi capital Baghdad in the near future, under Russian sponsorship.

Turkish president Recep Tayyip Erdogan recently expressed an interest in meeting with Assad.
But the Syrian president has held fast to his terms that any talks must include serious discussions on core issues including an end to Turkish occupation and the dismantlement of extremist groups supported by Ankara.

The Israeli prime minister is making a 'dangerous bet on the lives' of the Israeli captives by continuing to block a deal


Two top Israeli officials have refused to travel to Qatar for talks with Hamas regarding a Gaza ceasefire, citing Prime Minister Benjamin Netanyahu's efforts to sabotage the negotiations, Israel's Channel 12 reported on 27 July.

Head of the Prisoners and Missing Persons Administration, Nitzan Alon, and the head of the Shin Bet, Ronen Bar, stated they “do not intend to travel to Qatar next week.” Both officials believe that “there is no point in traveling,” because Netanyahu “wants to make changes to the deal that Hamas will not accept. Therefore, Mossad chief Yossi Cohen will travel alone.”


Prime Minister Netanyahu is demanding that conditions be added to the current proposal for a ceasefire deal with Hamas in an effort to “cause a crisis” in the negotiations that will cost the lives of Israeli captives still in Gaza, Israeli media further reported Saturday.

“He thinks that if he hardens positions, Hamas will break, but he’s taking a dangerous bet on the lives of the hostages,
” said sources quoted by the Kan broadcaster and the Ynet news site.

“There is no more time,”
the sources said.

“Netanyahu is single-minded, and his position does not allow for negotiations to begin,”
the sources continued...

Netanyahu's effort to stall the talks comes amid claims by White House National Security Council spokesperson John Kirby that a deal is near. He told Kan on Friday that “we're as close now as we've ever been, closer I'd say.”

Before speaking to Congress, Netanyahu delayed the departure of the negotiating team for talks in Qatar while claiming during his speech he was doing everything in his power to bring the captives home.

Syrian Druze residents of the town of Majdal Shams in the Israeli-occupied Golan Heights expel Israeli Finance Minister and other members of the Likud (Netanyahu’s party) from the funeral of the 12 youths who were killed after a missile fell on a soccer field.

The Israeli media and army have described the victims as Israeli civilians, but the residents of Majdal Shams are Syrian Druze living under occupation since the Israeli army occupied the Golan Heights in 1967.

Residents of the town have refused Israeli citizenship and continue to view themselves as Syrians.

Several countries have advised their citizens to leave Lebanon immediately due to the escalating conflict between Hezbollah and Israel. These countries include the United States, United Kingdom, Canada, Germany, Netherlands, Australia, Saudi Arabia, Kuwait, Jordan, North Macedonia, France, and Belgium.

The advisories come amid concerns about rising regional tensions and potential spillover of the conflict, urging nationals to depart while commercial flights are still available and to stay in contact with their respective embassies.
