Haaretz: Israeli Army Says It 'Failed to Protect' Kibbutz Be'eri Residents in Oct. 7 Hamas Attack
On Thursday, the IDF presented residents of Kibbutz Be'eri the findings of its investigation into the conduct of the combat in the kibbutz on October 7 and the following day, during which 101 local residents and visitors were killed and 30 more were kidnapped to Gaza.
"The IDF failed in its mission to defend the residents of Be'eri," the report says. "The army was not prepared for a scenario of a mass penetration into Israel, like on October 7, that included multiple points of entry through which thousands of terrorists entered, and dozens of fronts where they attacked."

Also in May, Haaretz published an investigation that described the IDF ran an exercise simulating a Hamas border assault, in a similar manner to what was seen on Oct 7th…and the exercise exposed to the IDF how the Israeli army was unprepared to respond to such a border assault.
Most importantly, rather than running the exercise over until the IDF felt confident on how to respond to such an attack, military leadership shifted to focusing on preparing for Hamas missile attacks.

The Israeli newspaper Haaretz published an investigation on 9 May, providing further details of the alleged intelligence failures that allowed Hamas to launch Operation Al-Aqsa Flood on 7 October successfully.
The investigation concluded that leaders in the army refused to consider or prepare for the possibility of a Hamas ground invasion of Israel and instead focused on the threat from Hamas missile attacks. ....
Haaretz states that during the Hamas attack on 7 October, the “border fence was revealed to be semi-imaginary” and that fighters from Hamas’ elite Nukhba brigade breached it at 44 different points.
According to the Haaretz report, the Israeli army held two exercises in previous years to prepare for the possibility of Hamas breaching the border before the fence’s completion.
The first was in 2016 and involved responding to a Hamas raid that would use cars, motorcycles, and paragliders to breach the fence into Israel and then move toward the southern settlements (kibbutzim), around which army soldiers were deployed.
However, a security source who participated in the exercise stated that it was soon stopped without any clear plan to prevent such an attack.
“After a few hours, Edelstein decided to stop when the ‘enemy’ had already reached the Ad Halom junction in the north [near Ashdod] and others had reached Kiryat Gat in the south – without the Southern Command and the Gaza Division knowing how to respond,” the source said.
Despite the failure of the exercise, the army leadership opposed holding a second training in 2019 and insisted on focusing on Hamas’ missile capabilities.
Any officers warning of a possible Hamas ground invasion were either ignored or ridiculed...

NATO Sets up Shop in Jordan With First Liaison Office in Arab World
The Hashemite monarchy has longstanding ties with the US-led alliance and has deployed troops to serve alongside NATO forces in the past
The Jordanian Foreign Ministry confirmed the opening of a NATO liaison office in Jordan on 11 July, saying in a statement that the office was established to “foster cooperation” with the alliance.
The decision “represents a milestone in the deep strategic partnership between Jordan and the Alliance,” it added.
NATO announced on its website one day earlier the establishment of the Jordan liaison office, its first-ever in the Arab world.
“Emphasizing the evolving regional and global security landscape, Allies at the 2024 NATO Summit in Washington DC adopted an action plan for a stronger, more strategic and result-oriented approach towards its southern neighborhood,” the alliance said.
“The plan clearly demonstrates NATO’s commitment to reinforcing engagement and cooperation with its partners in the Middle East and North Africa, including through the establishment of its first-ever liaison office in the region, in Amman, the Hashemite Kingdom of Jordan,” it added.
During a NATO summit in mid-July last year, the US-led alliance said in its closing statement that “explore with the Jordanian authorities the possibility” of opening a liaison office in the kingdom.

North Carolina Elections Board holds off on certifying RFK Jr.’s and Cornel West’s political parties
The North Carolina Board of Elections Tuesday deferred recognition of Robert Kennedy Jr.'s and Cornel West's political parties, which means they're not yet on the ballot in the state as presidential candidates for the November general election.
The body did, however, certify the Constitution Party, whose presidential nominee is anti-abortion activist Randall Terry. The party submitted more than 14,000 signatures in its petition for certification. It has until July 23 to propose additional candidates for the upcoming election.
The Board decided not to vote on approving two other parties, We the People and Justice for All, which were also denied official status last month. We the People is the party founded by Robert Kennedy Jr., while Justice for All was formed by Cornel West.
In North Carolina, it is easier for political parties to be recognized than it is for an individual politician to place their name on the ballot, but the We the People and Justice for All parties would need to be officially recognized for either Kennedy or West to be on the ballot.
The state Board of Elections has a Democratic majority, but two of the five board members are Republicans. The News & Observer reported in June that members of the Board have received pressuring letters from a Democratic super PAC, which insists that the third-party presidential campaigns are aimed at hindering President Joe Biden’s reelection campaign.
The Board of Elections has faced scrutiny from Republican lawmakers, who claim members are allowing political partisanship to interfere with their responsibilities, and that they are not approving qualifying political parties that could dilute Democrat voters. North Carolina Republican representatives in Congress have accused the Board of attempting to limit the presidential election and yielding to the demands of Democrats.
Republican Speaker of the state House Tim Moore called the Board’s deferral of approval on Kennedy and West’s political parties election interference.

In a show of solidarity with Palestine, Brazil ratified a free trade agreement with the Palestinian Authority (PA) signed over a decade ago, Reuters reported on 9 July.
“The agreement is a concrete contribution to an economically viable Palestinian state, which can live peacefully and harmoniously with its neighbors,” Brazil’s foreign ministry said on Monday in a statement.
Brazil officially recognized Palestine as a state in 2010 and allowed the PA to build an embassy in Brasilia, the country’s capital.
The agreement, ratified Friday, was first signed between the Mercosur trade bloc of South America and the PA in 2011. The free-trade bloc was created in 1991 and consists of Brazil, Argentina, Paraguay and Uruguay.
The Palestinian ambassador to Brasilia, Ibrahim al-Zeben, called Brazil’s decision “courageous, supportive and timely.” It is “the effective way to support peace in Palestine,” he added.
Trade between Palestine and Mercosur countries is currently only $32 million a year.
Reuters reported it is not clear whether other Mercosur members would follow suit.
Argentina President Javier Milei strongly supports Israel, while Uruguay and Paraguay did not respond to requests for comment.
Since the start of the war in October, Brazilian President Luiz Inacio Lula da Silva has been outspoken in his criticism of Israel. Lula compared Israel’s horrific assault on Gaza to the Holocaust and withdrew Brazil’s ambassador to Israel in May.
Brazil also joined its neighbor Colombia in supporting South Africa’s case against Israel before the International Court of Justice (ICJ) in The Hague, which alleges the Gaza assault amounts to a breach of the Genocide Convention.

Israel’s Munition Shortage Worsens as Western States Impose ‘Informal Boycott’: Report [7/9]
Several European countries have stopped responding to Israeli requests to purchase weapons and the raw materials to produce munitions in response to its genocide of Palestinians in Gaza
Israel’s Ministry of Defense is concerned about a shortage of ammunition after several western countries informally stopped supplying weapons and raw materials to Israel, Calcalist reported on 9 July.
The Israeli business newspaper has learned that arms suppliers from several European countries have stopped responding to Israeli requests. Additionally, a major foreign power other than the US that previously traded with Israel has since 7 October refused to supply Tel Aviv with raw materials to manufacture ammunition.
Calcalist cites a report by the New York Times, which states the Israeli army is facing a shortage of 120 mm tank shells. Tank gunners stationed in Gaza have been warned to preserve shells in case they are needed in Israel’s north, where the possibility of a full-scale war against Hezbollah in Lebanon has been growing.
The Times report added that the army also faces a shortage of parts for tanks, D9 bulldozers, armored personnel carriers, and other light ground ammunition.
In response, the security establishment seeks to reduce Israel’s dependence on foreign supplies by promoting local ammunition production despite the higher costs.
Calcalist notes, however, that “those who believe that Israel will be able to produce all the ammunition it needs are likely to be deluded.”
Even with a massive increase in Israeli production capacity, a significant portion of the ammunition Israel needs would still have to come from foreign suppliers, the paper notes.
The US, with its vastly larger economy and industrial base, is unable to produce enough ammunition and artillery for its own use and the use of its allies, particularly Ukraine. The vast amounts of artillery shells used by both Russia and Ukraine in their conflict have led to higher prices and shortages globally.
Further, Israel lacks the raw materials needed to produce the ammunition. These must be imported from abroad. But many countries have also stopped exporting these raw materials to Israel in response to its genocide of Palestinians in Gaza.
The refusal of more and more European countries to supply ammunition, spare parts, and raw materials to continue slaughtering Palestinians has forced Israel to rely more heavily on India – which is also the main buyer of Israeli arms.
At the same time, Calcalist reported that Israel had begun importing weapons and raw materials from a new country that had not supplied them before.

An AI tool has been set up by CyberWell to flag antisemitic content according to the International Holocaust Remembrance Alliance (IHRA) working definition of antisemitism.
The group said that on social media, “classic antisemitic narratives,” such as Jews controlling the government or the idea of Jewish power, are on the rise and has urged social media platforms to censor such material.

Israeli Soldiers Turn Gaza Into ‘Free Fire Zone Littered With Corpses’
Israeli soldiers returning from Gaza describe 'total freedom of action,' where troops are authorized to shoot at civilians for approaching them or entering areas marked as 'no-go zones'
Israeli troops are authorized to “open fire on Palestinians virtually at will, including civilians,” and have turned Gaza into a “landscape littered with corpses,” +972 Mag reported on 8 July.
Journalists from the Tel Aviv-based news magazine interviewed six Israeli soldiers who have participated in the Gaza invasion and occupation in recent months.
The sources, including five who wished to remain anonymous, recounted how Israeli soldiers “routinely executed Palestinian civilians” simply because they entered areas designated as “no-go zones.”
“There was total freedom of action,” said B, a soldier who operated in Gaza. “If there is [even] a feeling of threat, there is no need to explain – you just shoot.”
When soldiers see someone approaching, “it is permissible to shoot at their center of mass [their body], not into the air,” B continued. “It’s permissible to shoot everyone, a young girl, an old woman.”
B went on to describe an incident in November when soldiers killed 15 to 20 Palestinians, including children, who evacuated the wrong way when a gunfight broke out near a school.
“Everyone who went to the right was killed … There was a pile of bodies,” he told +972.
Another soldier, S., stated that a fellow soldier shot and killed a Palestinian family just for walking around near the soldiers’ protected compound.
“At first, they say ‘four people.’ It turns into two children plus two adults, and by the end, it’s a man, a woman, and two children. You can assemble the picture yourself.”
A., an officer who served in the army’s Operations Directorate, explained that he was supposed to get authorization before shooting at “hospitals, clinics, schools, religious institutions, [and] buildings of international organizations.”
But in practice, “I can count on one hand the cases where we were told not to shoot. Even with sensitive things like schools, [approval] feels like only a formality.”
A. added, “the spirit in the operations room was ‘Shoot first, ask questions later.’ That was the consensus … No one will shed a tear if we flatten a house when there was no need, or if we shoot someone who we didn’t have to.”
A. explained further, “The feeling in the war room, and this is a softened version, was that every person we killed, we counted him as a terrorist … The aim was to count how many [terrorists] we killed today.”
The soldiers testified that throughout Gaza, corpses of Palestinians in civilian clothes remained scattered along roads and open ground. “The whole area was full of bodies,” said S., a reservist.
A non-military source who visited Gaza told +972 that Israeli soldiers executed displaced Palestinians attempting to return to their homes.
