Biden Announces ‘Major Step’ Toward Reclassifying Marijuana
The Biden administration announced Thursday (May 16) it had initiated the formal rulemaking process to reschedule marijuana to Schedule III from its Schedule I designation that it has held for over 50 years.
This announcement follows the Department of Justice’s announcement last month that if planned to proceed with rescheduling marijuana to Schedule III which the Department of Health and Human Services had recommended last year.
“This is monumental. Today my administration took a major step to reclassify marijuana from a schedule one drug to a schedule three drug. It’s an important move toward reversing long-standing inequities,” Biden said in a statement.
“Today’s announcement builds on the work we’ve already done to pardon a record number of federal offenses for simple possession of marijuana. And it adds to the action we’ve taken to lift barriers to housing, employment, small business loans, and so much more for tens of thousands of Americans,” he added.

‘Forever Chemicals’ Entering Great Lakes Through Precipitation and Air: Study
Toxic “forever chemicals” are entering the Great Lakes through both precipitation and the air—reaching cities of all sizes along the U.S. and Canadian shores, a new study has found.
Levels of the compounds—per- and polyfluoroalkyl substances (PFAS)—remain uniform in precipitation across the lakes but vary in the air depending on the location, according to the study, published on Thursday (May 16) in Environmental Science & Technology.
“The levels in precipitation don’t depend on the population,” first author Chunjie Xia, a postdoctoral associate at Indiana University Bloomington, said in a statement. “They are similar in Chicago, which is heavily populated, and at Eagle Harbor, Michigan, where there’s maybe 500 people living in a 25-kilometer radius.”
“That tells us the levels are ubiquitous,” Xia continued. “This is the first time we’ve seen that. We’ve never seen that for other pollutants before.”
The Great Lakes collectively hold 20% of the world’s fresh water and 95% of North America’s fresh surface water supply—with 10% of the U.S. population and 35% of Canadians calling the basin their home, the authors noted.

Trucks carrying badly needed aid for the Gaza Strip rolled across a newly built temporary U.S. floating pier into the besieged enclave for the first time Friday (May 17) as Israeli restrictions on border crossings and heavy fighting hinder food and other supplies reaching people there.
The shipment is the first in an operation that American military officials anticipate could scale up to 150 truckloads a day entering the Gaza Strip as Israel presses in on the southern city of Rafah and its 7-month offensive against Hamas rages on.
But the U.S. and aid groups also warn that the pier project isn't considered a substitute for land deliveries that could bring in all the food, water and fuel needed in Gaza. Before the war, more than 500 truckloads entered Gaza on an average day.
The operation's success also remains tenuous due to the risk of militant attack, logistical hurdles and a growing shortage of fuel for the trucks due to the Israeli blockade of the Gaza Strip.

Ukrainian Officials Ask NATO To Send Troops for Training Inside Ukraine
Ukrainian officials have asked NATO countries to send troops to Ukraine to help train 150,000 new recruits, The New York Times reported on Thursday (May 16).
The report said NATO countries are “inching closer” to sending trainers, which would mark a significant escalation and risk direct war with Russia. A small number of NATO special operations forces have been inside Ukraine—97 as of March 2023—but an open deployment to train a large number of Ukrainian troops would take things to another level.
The US and NATO had been training Ukrainian troops inside Ukraine before Russia’s February 2022 invasion. Since then, the training has been held in Germany and other parts of Europe, but Kyiv wants to shift it back inside Ukraine so the Ukrainian recruits can be quickly deployed to the frontlines. So far, the US has not agreed to the request, but it appears Washington is considering it.
The Times cited a US official who said one possibility could be to train Ukrainian troops in Lviv, a western Ukrainian city that’s near the Polish border. Russia has bombed Lviv throughout the war, including strikes a few weeks ago that targeted energy infrastructure.

Biden's Spin on Marijuana's Rescheduling Exaggerates Its Practical Impact
In practical terms, the two main benefits of moving marijuana to Schedule III are fewer regulatory barriers to medical research and a financial boon to state-licensed cannabis suppliers, who will no longer be barred from deducting standard business expenses when they file their federal tax returns. But when Biden calls it "an important move toward reversing longstanding inequities" and links it to "righting [the] wrongs" suffered by cannabis consumers, he is promising more than rescheduling can possibly deliver.
Although Biden promised to "decriminalize the use of cannabis" during his 2020 campaign, rescheduling does not do that. Nor do the pardons he touts. Despite those two moves, low-level marijuana possession will remain a federal offense punishable by a minimum $1,000 fine and up to a year in jail. Only Congress can change that. Biden has invested little, if any, effort in urging it to do so, and he opposes outright federal legalization based on "gateway drug" concerns that pot prohibitionists have been voicing since the 1950s.
Neither rescheduling nor pardons will remove the unfair "barriers" that Biden decries. Although Biden claims he is "expunging thousands of convictions," that is not true, since pardons do not entail expungement. Nor do pardons eliminate the various legal disabilities associated with marijuana convictions, cannabis consumption, or participation in the cannabis industry, which include loss of Second Amendment rights (a policy that Biden defends) and ineligibility for admission, legal residence, and citizenship under immigration law.
As his pardons reflect, Biden's concern about unjust incarceration is curiously limited. Because those pardons did not apply to people convicted of growing or selling marijuana, they did not free a single federal prisoner. Neither will rescheduling.

Germany deported seven Ukrainian soldiers who were training in the country on Thursday (May 16) over their use of Nazi symbols, Kommersant reported. According to the report, the training of the Ukrainian soldiers was immediately halted after some were found to be wearing Nazi symbols.
German authorities announced that all Ukrainian military personnel arriving for training in Germany will now be explicitly instructed that it is prohibited to display Nazi symbols.
The use of Nazi symbols is banned in both Germany and Russia. Russia has condemned Western support for Ukraine, including the training of its soldiers.

The Clade I virus detected in the DRC causes more severe illness and results in more deaths than the Clade II virus that caused a global outbreak in 2022: Some 1.4% to 10% or more of Clade I cases end in death, compared to just 0.1% to 3.6% for Clade II, which killed nearly 60 Americans, the CDC said.
Since 2023, the DRC has reported an “unprecedented number” of suspected Clade I virus cases, according to the CDC, which previously warned of cases in surrounding Central African countries.
The global outbreak in 2022 primarily affected gay and bisexual men and other men who have sex with men, but in two DRC-based outbreaks of Clade I, the virus was reported among men who have sex with men and both male and female sex workers, the CDC said.

Spain Denies Docking Permit to Ship Carrying Indian Arms for Israel
Spain says it does not want to contribute to Israel's genocidal war in Gaza
Spain will not authorize ships carrying weapons for Israel to call at its ports, Foreign Minister Jose Manuel Albares said on 17 May, because Spain does not “want to contribute to war” in Gaza.
Albares said the refusal was consistent with the government’s decision not to grant weapon export licenses to Israel since 7 October.
The announcement came after Spanish Transport Minister Oscar Puente confirmed in a social media post his country’s refusal to allow a ship carrying weapons to Israel to dock at the port of Cartagena in southeast Spain.
The Marian Danica, which was carrying approximately 27 tons of explosive materials from the Indian city of Madras to Israel, requested permission to arrive in Cartagena on 21 May, Spanish newspaper El Pais reported.
The Spanish government does not wish to contribute to Israel’s ongoing war and siege on Gaza, which is widely viewed as a genocide, in part due to pressure from the far left parliamentary block, Sumar, a minority partner in Spain’s ruling socialist coalition.
Israeli political leaders have expressed their desire to eradicate Gaza and its population of 2.3 million people to make way for Jewish settlement of the enclave.
“There are no half measures,” Finance Minister Smotrich said on 30 April, according to Israeli newspaper Haaretz.
“Rafah, Deir Al-Balah, Nuseirat – total annihilation. ‘You will blot out the remembrance of Amalek from under heaven’ – there’s no place under heaven.”
