Russia Will Target U.S. Nuclear Weapons in Poland if They Appear
Russia has warned that Poland will make itself a 'priority target' if it hosts NATO nuclear weapons on its territory.
In a Thursday (April 25) statement Russian Deputy Foreign Minister Sergei Ryabkov said "Moves in this direction will not provide greater security (for Poland or other nations that host such weapons)." Foreign Ministry spokeswoman Maria Zakharova stipulated that "any nuclear weapons deployed to Poland would be legitimate targets in the event of war with the alliance." Russian media translations said Moscow would see this as a "priority target."
All of this was in response to words issued by Polish President Andrzej Duda in a Monday (April 22) interview. He said his country is "ready" to host nuclear weapons should NATO decide to do so as reinforcement of its eastern flank. It remains that the United States chiefly supplies and oversees NATO's nuclear-sharing program, thus any possible future nukes in Poland would be supplied by Washington.
"Russia is increasingly militarizing the Königsberg oblast (Kaliningrad). Recently, it has been relocating its nuclear weapons to Belarus," Duda continued, apparently wanting to match and mirror Russian moves. Indeed, Belarus is now believed to host possibly dozens of Russian tactical nukes.
"If our allies decide to deploy nuclear weapons as part of nuclear sharing on our territory as well, in order to strengthen the security of NATO's eastern flank, we are ready for it," the Polish president had added.

Third State Dept Official Resigns Over Biden's Gaza Policy
The Arabic language spokesperson of the US State Department has resigned over Washington's Gaza war policy, in the third senior level resignation from the department since the war began.
Hala Rharrit, a Palestinian-American, posted her resignation on the LinkedIn social media site, stating: "I resigned April 2024 after 18 years of distinguished service in opposition to the United States' Gaza policy."
Rharrit, who joined the State Department as a political and human rights officer, was also the department's Dubai regional media hub deputy director.
When asked about the resignation, a State Department spokesperson told Reuters on Thursday (April 25) that the department has channels for its staff to share views when they disagree with government policies.
In late March, Annelle Sheline, a foreign affairs officer in the State Department's human rights bureau, stepped down in protest over the Biden administration’s support for Israel, saying it had made her job promoting human rights "almost impossible."
Earlier, veteran State Department official Josh Paul, a former director overseeing US arms transfers, resigned over Biden’s "destructive, unjust" supply of arms to Israel just days after the war on Gaza began.
In January, a senior Palestinian-American official in the US Education Department, Tariq Habash, resigned from his post, saying he could no longer "stay silent as this administration turns a blind eye to the atrocities committed against innocent Palestinian lives."
...In November, more than 1,000 US Agency for International Development (USAID) officials, part of the State Department, signed an open letter calling for an immediate ceasefire in Gaza. Cables criticizing the administration’s policy have also been filed with the State Department’s internal dissent channel.

The yen tumbled to a fresh 34-year low on Friday after the Bank of Japan kept interest rates on hold and offered no indication it was in a hurry to arrest the currency’s slide with higher borrowing costs.
The Japanese currency traded as low as ¥157.78 to the dollar after BoJ governor Kazuo Ueda said the weakness of the yen was so far having “no major impact” on Japanese inflationary pressures, fuelling speculation that the government might directly intervene in markets to support the currency.
Earlier, BoJ policymakers had voted unanimously to keep benchmark interest rates within a range of about zero to 0.1 per cent.

The head of Egyptian intelligence, Abbas Kamel, will travel to Tel Aviv on 26 April for talks on a Gaza truce and prisoner exchange, coming as Cairo has put forth a new proposal for a deal.
Kamel will meet with the head of the Mossad, David Barnea, and the head of Israel’s National Security Council, Tzachi Hanegbi, the Israeli Broadcasting Corporation reported. It added that the Egyptian intelligence chief will present Cairo’s proposal during the talks.
The Egyptian proposal reportedly calls for a postponement of Israel’s planned attack on Gaza’s southernmost city of Rafah, as well as an Israeli withdrawal from the Gaza Strip, freedom of movement on the strip’s main roads, and the return of the displaced to their homes.
A one-year ceasefire is also included in the proposal. Prisoner exchanges would be spread out across several stages, according to the plan. Hamas is reportedly demanding 50 Palestinian prisoners for every Israeli soldier released and 30 for every non-combatant Israeli.
According to Hebrew reports, Israel may be willing to back down on an original demand for 40 of its prisoners to be released and will accept 20 prisoners instead. Other Hebrew reports cited an official as saying that Israel will not accept 20 prisoners and that the number being considered is actually 33.
Hebrew media reported on Thursday that Shin Bet chief Ronen Bar and the Israeli military’s prisoner envoy to the talks, Nitzan Alon, presented ideas to the war cabinet on how Tel Aviv could potentially make compromises on its position in order to secure a deal with Hamas.
Hamas has consistently demanded no less than an Israeli withdrawal from Gaza, a permanent ceasefire and end to the war, return of the displaced, and reconstruction of the strip.

Ukrainian Drone Strikes Target Russian Oil Refineries Again Despite White House Pleas
Just days after the Biden administration signed a new military aid package worth billions of dollars to Ukraine, Kyiv launched a series of suicide drone attacks on Russian oil refineries. Biden's top officials have pleaded with Kyiv to stop attacks on Russia's energy infrastructure because of the fears that turmoil in crude markets would send pump prices in the US higher ahead of the presidential elections in November.
"Our region is again under attack by Ukrainian UAVs," Smolensk Governor Vasily Anokhin wrote in a post on Telegram on Wednesday (April 24). Kamikaze drones damaged oil facilities in western Russia.
Another drone attack hit the Lipetsk region further south, which is home to steel production plants and pharmaceutical sites, Governor Igor Artamonov said.
"The Kyiv criminal regime tried to hit infrastructure in Lipetsk industrial zone," Artamonov said.
The Moscow Times pointed out:
The Financial Times, citing unnamed US officials, recently said long-range drones have hit at least 20 energy facilities deep within Russia so far this year.

Biden Refuses To Sanction Israeli Units Behind ‘Gross’ War Crimes

The government of US President Joe Biden has decided against imposing sanctions on Israeli army units responsible for human rights violations against Palestinians, despite initial plans to do so.
ABC News reported on 26 April that a government assessment determined that three battalions in the Israeli army committed “gross human rights violations” against Palestinians in the occupied West Bank “but will remain eligible for US military aid regardless because of steps Israel says it’s taking to address the problem.”
The assessment, which has not been made public, was outlined in a letter written by US Secretary of State Anthony Blinken to House Speaker Mike Johnson, which the news network obtained.
The rights violations committed by Israeli forces “will not delay the delivery of any US assistance and Israel will be able to receive the full amount appropriated by Congress.” Billions in US aid to Israel was approved by Biden just two days ago after passing in the Senate on Tuesday.
The violations in question were committed prior to 7 October and took place in the occupied West Bank. They include the execution of Palestinians by Israeli border police, as well as torture and rape during interrogation.
None are related to Israel’s ongoing war in Gaza, which has killed tens of thousands of Palestinians, the majority of whom were women and children.
Yet the decision is expected to frustrate many critics of the Biden administration who believe Washington has not done enough to hold Israel accountable for war crimes.
Under the US Leahy Law, Washington should withhold military aid to states committing severe human rights abuses. Yet the law allows exceptions if measures are taken to punish those responsible.
An informed source told ABC that Israel and the US have a “special agreement” that Washington must consult with Tel Aviv over any decision relating to foreign assistance. The source added that these consultations are ongoing.
Blinken’s letter states that four of the Israeli army units have undergone “remediation” steps, meaning that those within the units that are responsible for the crimes have been internally held accountable.
Israeli Prime Minister Benjamin Netanyahu said on 21 April: “If anyone thinks they can impose sanctions on a unit of the IDF, I will fight it with all my strength.”

The FIRE sent a letter to Jay Hartzell, president of the University of Texas at Austin, in response to the disturbing display of force and free speech violations that occurred on UT Austin’s campus yesterday afternoon.
A group called the Palestinian Solidarity Committee of Austin planned to stage a “Popular University for Gaza” walk-out just before noon on April 24. Their plan, which the committee announced the day before, was to march to the campus’ South Lawn, where teach-ins, study breaks, pizza, and an art workshop would take place along with a talk from a guest speaker.
However, at the request of Texas Gov. Greg Abbott and the university, the protestors were met with a phalanx of law enforcement officers — including campus police and Texas Department of Public Safety troopers — who proceeded to order the protestors to disperse. This led to more than 50 arrests and countless violations of student and faculty free speech rights — including a photojournalist with a local Fox affiliate station whom officers tackled to the ground before imposing trespassing charges.
The tension surrounding the event had been brewing for some time. On March 27, Gov. Abbott issued an executive order targeting anti-Semitism at state universities, dictating amendments to their speech policies to “address the sharp rise in antisemitic speech and acts on university campuses and establish appropriate punishments, including expulsion.”
Threatening expulsion for expression that some — or even many — may find offensive is a speech-chilling encroachment on students’ First Amendment rights. This is especially true when “anti-Semitism” is defined to target core political speech — such as criticism of Israel — which FIRE has warned Abbott’s order effectively does.
Abbott’s order also named student organizations specifically — including the Palestine Solidarity Committee — giving the distinct impression that the viewpoints these groups espouse are at the center of the governor’s crosshairs in particular.

Former Israeli army officer, Major General Israel Ziv, said on 26 April that Hamas’ military wing is preparing an ambush to confront Israeli forces upon their entry into Gaza’s southernmost city of Rafah, where the army’s long-planned invasion is approaching.
Hamas is working on a “strategic ambush” for when Israeli troops decide to enter Rafah, Ziv said, adding that this would be a “disaster for Israel.”
“The Rafah invasion poses a high risk, one higher than everything [Israel] did in Gaza, given the fact that Rafah is a very crowded place and difficult to fight in, as well as the US and Egypt's sensitivity toward it,” the former officer said, according to Al-Mayadeen.
His comments came two days after a joint statement released by several Palestinian resistance factions, including Hamas and the Palestinian Islamic Jihad (PIJ) movement, in which they vowed to confront any upcoming attack on Rafah.
The Palestinian resistance “will not sit idly by” as Israeli troops enter Rafah, the statement said, adding that “all options [for escalation] are on the table.”
The factions vowed in the statement “to defend our people and counter the aggression with full force and responsibility, promising to teach the Zionist enemy a lesson it will never forget.”
Israel claims Rafah is Hamas’ final stronghold, despite the group’s military wing being entrenched across Gaza along with several other resistance factions.
Hamas’ Qassam Brigades said on 25 April that they destroyed an Israeli surveillance site in a mortar attack in the central Gaza Strip.
The southernmost city of Rafah holds over one million people, and military operations there pose the threat of an unprecedented humanitarian catastrophe.
Israel’s plan to evacuate the city involves moving Rafah’s civilian population upwards towards the southern city of Khan Yunis, according to recent reports. Recently published satellite images show a large tent compound in Khan Yunis and Israeli troop gatherings at army bases and outposts near the strip – signaling that the invasion of Rafah may be imminent.

Israel has dropped tens of thousands of bombs on civilian areas in Gaza in seven months of war
The vast amount of rubble, including unexploded ordnance, left by Israel’s bombing of Gaza could take over a decade to remove, a UN official said on 26 April, highlighting the massive scope of Israel’s targeting of civilian urban areas since the war began in October.
Pehr Lodhammar, a senior officer at the United Nations Mine Action Service (UNMAS), told a briefing in Geneva that the war had left an estimated 37 million tons of debris in the widely urbanized, densely-populated strip.
He said that although it was impossible to determine the exact amount of unexploded ordnance found in Gaza, it was projected that it could take 14 years under certain conditions to clear the debris, including rubble from destroyed buildings.
“We know that typically there’s a failure rate of at least 10% of land service ammunition that is being fired and fails to function,” he said. “We’re talking about 14 years of work with 100 trucks.”
Reuters notes that Israel’s bombing and ground campaign “has reduced much of the narrow, coastal territory of 2.3 million people to a wasteland with most civilians homeless, hungry and at risk of disease.”
In November, the Associated Press reported that Israel’s bombing campaign had turned much of northern Gaza into an “uninhabitable moonscape. Whole neighborhoods have been erased. Homes, schools, and hospitals have been blasted by airstrikes and scorched by tank fire. Some buildings are still standing, but most are battered shells.”
Israel’s bombing then left similar destruction in its wake in central and southern Gaza, including in the besieged enclave’s second-largest city, Khan Yunis.

Putin Did Not Order Alexei Navalny's Death, U.S. Intelligence Finds
In a surprising turn, The Wall Street Journal has issued a new weekend report saying that US intelligence agencies do not believe that Russian President Vladimir Putin planned or ordered the death of opposition activist and politician Alexei Navalny.
"U.S. intelligence agencies have determined that Putin likely didn’t order Navalny to be killed at the notoriously brutal prison camp in February, people familiar with the matter said, a finding that deepens the mystery about the circumstances of his death," writes the Journal.
"The assessment doesn’t dispute Putin’s culpability for Navalny’s death, but rather finds he probably didn’t order it at that moment," WSJ continues. "The finding is broadly accepted within the intelligence community and shared by several agencies, including the Central Intelligence Agency, the Office of the Director of National Intelligence, and the State Department’s intelligence unit, the people said."
And yet it must be recalled that Western officials and media pundits alike had immediately upon reports of the 47-year old Navalny's death rushed to declare that he had been 'assassinated' by Russian authorities upon Putin's order.
This led to a new wave of US-led sanctions on Russia, and even disrupted momentum toward a hoped-for prisoner swap between Moscow and Kiev at the time.
