BREAKING: Less than a day after quietly voting to pass new expansions on illegal domestic surveillance, the House of Representatives has now also voted to expand its powers of censorship, by passing the so-called "TikTok ban" after the provision was included in the most recent foreign aid package.
The bill targeting the social media app, incentivizing TikTok's parent company ByteDance to sell its control of the company presumably to a US friendly corporation or be banned, is deceptively framed as "protecting the privacy of Americans from Chinese spying", while in reality giving the US government sweeping censorship authority. It is now expected to quickly make its way through the Senate.

New Amendment Would Force Reps Who Support Ukraine Aid to Join Kiev’s Military
Republican Rep. Majorie Taylor-Greene has proposed an amendment requiring lawmakers who vote in favor of the $60 billion Ukrainian aid bill to join the country’s military. Taylor-Greene and Rep. Thomas Massie (R-KY) have pledged to remove House Speaker Mike Johnson (R-LA) from his post if he allows a floor vote on the aid package.
In a social media post, Axios Capitol Hill reporter Juliegrace Brufke shared the text of the new amendment to the $61 billion Ukraine aid bill that has been stalled for months in Washington. The measure states, “Any Member of Congress who votes in favor of this Act shall be required to conscript in the Ukrainian military.”
“If you want to fund the endless foreign wars, you should have to go fight them,” Taylor-Greene posted on X. “That’s why I’m introducing an amendment that would require any Member of Congress who votes for the multibillion [dollar] Ukraine supplemental to enlist in Ukraine’s military.”
The Georgia Republican also introduced amendments that would direct funding from Ukraine to space lasers to defend the southwest border, or aid to Americans impacted by a major train derailment in Ohio and wildfires in Hawaii.
Taylor-Greene introduced the amendments in retaliation after House Speaker Johnson broke an earlier pledge to block additional funding for the Ukraine proxy war unless Congress authorized significant funding for US immigration enforcement and various border reforms.

Israeli Army Intel Chief Resigns Over ‘Failure to Prevent’ 7 Oct
Several reports have emerged in recent months indicating that Israel ignored crucial intelligence ahead of Operation Al-Aqsa Flood
The head of Israel’s Military Intelligence, Major General Aharon Haliva, announced his intention to resign on 22 April over his responsibility for the failure to prevent Operation Al-Aqsa Flood on 7 October.
“The Military Intelligence Directorate, under my command, failed to warn of the terror attack carried out by Hamas,” Haliva said. “We failed in our most important mission, and as the head of the Military Intelligence Directorate, I bear full responsibility for the failure … I carry that black day with me ever since, day after day, night after night.”
“Major General Aharon Haliva will terminate his duties and retire from the IDF after a replacement is appointed in an orderly and professional process,” the Israeli army said in a statement.
Haliva was vacationing in the port city of Eilat on 7 October. At 3:00 AM that morning, he was warned about “certain signs coming from Gaza” that an attack was imminent but he did not take part in army consultations and was unavailable for phone calls, according to Hebrew media.
The military intelligence chief reportedly said that had he been available, he would have concluded that Hamas was performing a drill and that the issue could have waited until the next day. “It wouldn’t have changed the final result in any way,” Israeli media quoted him as saying.
Haliva is the first senior official to resign over his role in failing to stop the operation.
Several reports have surfaced in recent months that say Israel neglected crucial intelligence that could have prevented Operation Al-Aqsa Flood.
In late December, Hebrew newspaper Yedioth Ahronoth reported that Israel’s Shin Bet security service received crucial intelligence that could have prevented the attack. According to the report, Shin Bet head Ronen Bar was present at the agency headquarters in Tel Aviv the night before Operation Al-Aqsa Flood.
“The head of the Shin Bet rushed to the organization's headquarters in Tel Aviv following signs from the Gaza Strip about something happening, and held consultations throughout the night,” the report added.
According to another Israeli media report cited by Yedioth Ahronoth, the Shin Bet had received information from one of its undercover agents inside the Gaza Strip months before the attack saying that Hamas was planning something “major the week after Yom Kippur."
The information “was not marked as significant"...

US May Impose Sanctions on Israel Army Unit for Human Rights Violations
The State Department recommended Blinken take action against Israeli army units accused of extra-judicial killings and rapes months ago
US Secretary of State Antony Blinken is expected in the coming days to announce sanctions against the Netzah Yehuda battalion of the Israeli army for human rights violations in the occupied West Bank, Axios reported on 20 April.
The US has never imposed sanctions on an Israeli military unit in the past, despite many reports the Israeli army commits war crimes and targets civilians from international rights groups and the UN during decades of occupation.
The Netzah Yehuda battalion is a special unit for male ultra-orthodox Jewish soldiers. It became a magnet for "Hilltop Youth," religious settlers not accepted into other combat units. The unit was stationed in the occupied West Bank, allowing its soldiers to terrorize Palestinians.
The sanctions will ban the battalion and its members from receiving US military assistance or training, three US sources with knowledge of the issue told Axios.
Any such sanctions would be based on the "Leahy Law," passed in 1997 and authored by then-Senator Patrick Leahy. The law prohibits the US from providing military aid and training to foreign security, military, and police units credibly alleged to have committed human rights violations.
On Thursday, ProPublica reported that a special State Department panel recommended in December that Secretary of State Antony Blinken blacklist multiple Israeli military and police units from receiving US aid on the basis of the Leahy Law.
But Blinken sat on the recommendation and took no action, according to current and former State Department officials.
“They’ve been sitting in his briefcase since then,” one official said.
At the same time, Blinken used emergency measures to accelerate US weapons shipments to the Israeli army for its war on Gaza.

TikTok “Ban” Is Reignited After Getting Wedged Into Ukraine and Israel Funding Bill
The House's TikTok ban, embedded in a broader foreign aid package, forces the Senate to reconsider its stance.
A bill targeting popular Chinese social media app TikTok has once again been approved by the US House of Representatives, this time shoe-horned into a comprehensive package addressing international affairs and foreign adversaries, including Russia.
These broader repercussions make it difficult for the Senate to delay its assessment of the proposal. The bill, which came with an overwhelming support of 360-58 votes, along with other foreign aid propositions aims to address various international flashpoints, such as providing military assistance to Ukraine and Israel and sending relief aid to Gaza.
Previously, a standalone version of the TikTok bill that won the House’s approval 352-65 last month had been languishing in the limbo of the Senate without a clear path forward. Its future appeared uncertain amid undecided sentiments from many senators. However, the shift in attitudes became palpable once the bill was strategically wedged into the foreign aid bundle.

US and UK Governments Step Up Stablecoin Regulation Efforts
The US and the UK are rushing to get stablecoins and cryptocurrency activities regulated as quickly as possible as elections for both countries creep closer.
Senator Sherrod Brown, chair of the U.S. Senate Banking Committee, plans to advance stablecoin legislation by combining it with legislation related to marijuana businesses and clawing back compensation from bankers. Any attempts to regulate stablecoins in the U.S. have been very slow, especially with the upcoming 2024 elections.
Very similarly, the UK is also moving to regulate stablecoins and other cryptocurrency activities, and plans to establish a comprehensive regulatory framework by mid-2024. Despite the regulatory uncertainty, stablecoins are increasingly being adopted for payments and cross-border transactions.
...This legislative push comes at a time when Senator Brown, known for his cautious stance on digital assets, prepares for a reelection battle in Ohio against Republican nominee Bernie Moreno. Meanwhile, Representative Patrick McHenry, the current chair of the House Financial Services Committee, announced that he will not seek reelection, adding to the shifts in leadership that could influence the future of crypto regulation.

The UK government is preparing to introduce comprehensive legislation for the regulation of stablecoins and other crypto activities like staking by mid-2024, according to Economic Secretary Bim Afolami. Speaking at the Innovate Finance Global Summit, Afolami reiterated that the government is very committed when it comes to establishing a regulatory framework that will, for the first time, bring crypto asset activities like exchanges and custodial services, under regulatory oversight.
