Sending Weapons To Israel Illegal, US Lawmakers Say

Democratic lawmakers warned President Biden that the Humanitarian Aid Corridor Act prohibits sending offensive weapons to a government restricting humanitarian aid

US Democratic lawmakers are warning President Joe Biden that providing weapons to Israel is illegal under existing US law because Israel is withholding US humanitarian aid from Gaza as famine looms.

Haaretz reported on 24 March that the group of prominent lawmakers sent a letter to President Biden stating that "so long as Israel continues to restrict the entry of humanitarian aid into Gaza, the continued provision of U.S. security assistance to Israel would constitute a violation of existing U.S. law and must be restricted."

The letter added, "Given the catastrophic and devolving humanitarian situation in Gaza, we urge you to enforce the Humanitarian Aid Corridor Act."

The 1994 law states that the US may provide no military aid to any country "when it is made known to the President that the government of such country prohibits or otherwise restricts, directly or indirectly, the transport or delivery of United States humanitarian assistance." However, the president is empowered under the law to issue a waiver to allow weapons shipments to continue.

The letter stated further that Israel's restriction on the delivery of humanitarian aid has made Israel “ineligible to receive continued U.S. weapons under Section 620I.”

The law was passed in response to Turkiye's blocking of US humanitarian aid to Armenia in the 1990s.

It does not prohibit sending weapons viewed as defensive in nature, such as interceptors for Israel's Iron Dome system. But it does make it illegal to send offensive weapons such as hundreds of the US-supplied 2,000 lb bombs Israel has used to wipe out large swathes of Gaza's cities.

Kremlin Says Russia in a ‘State of War’ — 2 Days Ago

Russia has found itself in a “state of war” with Ukraine, Kremlin spokesman Dmitry Peskov said in an interview with the pro-government newspaper Argumenty i Fakty published on Friday.

Moscow officially refers to its full-scale invasion of Ukraine as a “special military operation,” seeking to downplay the impact of the two-year conflict on civilian life in Russia.

At the same time, thousands of Russians have faced prosecution under wartime censorship laws that ban calling the invasion a “war.”

“Yes, it started as a special military operation, but as soon as this alliance formed, when the collective West became a participant on the side of Ukraine, it became a war for us,” Peskov told Argumenty i Fakty.

“Everyone should understand this for their internal mobilization,” he added.

Peskov’s use of the word “mobilization” follows rumors that Russia may soon launch a second mobilization drive to boost its manpower on the front line, as President Vladimir Putin has been emboldened by his victory in the 2024 presidential election.

Earlier this week, Russian Defense Minister Sergei Shoigu announced plans to expand the army by the end of 2024, including the introduction of two combined-arms armies and 30 formations.

Military analysts estimate that more than 200,000 soldiers would be needed for the new unit structures revealed by Shoigu.

Political analyst Tatiana Stanovaya described Peskov’s comments on Friday as “a psychological threshold beyond which both the population and the elites will be called to task more than during the special military operation.”

Two mines in North Carolina are the world's only producer of the quartz necessary for semiconductor manufacturing

If they were to stop operating, it would mean a few years of catastrophic disruption, says Wharton professor Ethan Mollick

Why it matters: Ultra-high-purity quartz is an essential component to semiconductor chips, and the only places in the world that can meet this need are two mines in a small North Carolina town. The mines' owner, Sibelco, is investing $700 million to expand capacity, but is that enough to keep up with AI-fueled chip demand?

Spruce Pine is a small town about two hours drive northwest of Charlotte, NC. You can get to the general area via a number of ways, depending on your point of origin, but for the last stretch of the trip, you need to travel down Fish Hatchery Rd. It's a two-lane rural highway, as depicted in Google Maps, set amid a pleasant scenic backdrop.

It's on this road that the modern economy rests, according to Wharton associate professor Ethan Mollick, who teaches innovation and entrepreneurship and also examines the effects of artificial intelligence on work and education. That's because the road runs to the two mines that are the sole supplier of the quartz required to make the crucibles needed to refine silicon wafers.

This is not the first time these mines – owned by Sibelco, which mines, processes, and sells specialty industrial minerals – have been highlighted as integral not only to the global semiconductor industry but also to the solar photovoltaic markets.

Ed Conway raised the issue in his book, Material World, published last summer. Even before that, various media have covered the obscure mines. Mollick raised it again in a recent Tweet, emphasizing its strategic importance. If the mines were somehow to stop operating, "it would likely [be] a few years of major disruption while techniques to generate alternatives were scaled up. But the disruption would be pretty catastrophic."

Military Draft Bill Creates Rift in Israeli Government

A member of Israel's war cabinet said on Sunday he would quit the national emergency government should proposed legislation that continues to exempt ultra-Orthodox Jews from mandatory military service be passed into law.

"The nation cannot accept it, the Knesset (parliament) must not vote for it, and my colleagues and I will not be members of the emergency government should such legislation pass in the Knesset," said centrist cabinet minister Benny Gantz.

Gantz, a former military chief who has more support than Prime Minister Benjamin Netanyahu according recent opinion polls, joined the unity government to help manage the war against Hamas after its Oct. 7 attack.

"The conscription law being drawn up by the government is a serious moral failure that will create a deep rift within us at a time when we need to fight together against our enemies," Gantz said.

His party alone would not be able to bring down Netanyahu's government. But Israel's defence minister has also come out against the bill, signaling opposition within Netanyahu's own right-wing Likud.

The proposed legislation has not been made public, but according to portions leaked to Israeli media it perpetuates long-disputed military exemptions for ultra-Orthodox Jews, and may even expand them. It also plays down the economic toll of the decades-old policy, which Israel's top economists have repeatedly warned carries a heavy price.

Update: War on Gaza: Netanyahu 'Suggests New US-Built Port Could Help Deport Palestinians'

Palestinians hit back at suggestion reportedly raised in cabinet meeting, saying that it implies plans for mass expulsions from Gaza

Israeli Prime Minister Benjamin Netanyahu has reportedly suggested that the new US-built makeshift port off Gaza, which was installed to help ship aid to the besieged enclave, could be used to deport Palestinians.

Washington earlier this month announced plans for the military to construct a "temporary" floating dock on Gaza's coast to allow aid to enter more easily.

“A temporary pier will enable a massive increase in the amount of humanitarian assistance getting into Gaza every day,” US President Joe Biden said.

However, speaking at a private meeting of the Knessett's Foreign Affairs and Security Committee, Netanyahu suggested the port could also facilitate the removal of Palestinians from Gaza.

Netanyahu said there was "no obstacle" to the Palestinians leaving the Gaza Strip apart from the unwillingness of other countries to accept them, according to a Kan News journalist.

The suggestion was met with anger by Palestinians, who have long suggested the ultimate goal of Israel's operations in Gaza was their removal from the region.

"He never gave up his dream of a complete ethnic cleansing of Palestinians in Gaza," tweeted Mustafa Barghouti, leader of the Palestinian National Initiative, in response to the news.

With Gaza under total siege for nearly six months, the Palestinian health ministry has said that around one in three children are now acutely malnourished... Over half of the population are now on the verge of famine, with most in the northern governorates where humanitarian access is extremely limited.
