US Calls on China to ‘Help Avert Unconstrained Arms Race’ at Rare Nuclear Talks in Washington

- First such bilateral discussion since 2019 described as 'candid and in-depth', according to State Department readout

- US said to have stressed importance of greater Chinese nuclear transparency and substantive engagement to cut risks

The US called on China to "help avert an unconstrained arms race" during a rare nuclear discussion between the two sides in Washington on Monday, the State Department said on Tuesday.

The meeting covering issues tied to arms control and non-proliferation was "candid and in-depth", according to a readout released on Tuesday, adding it was part of ongoing efforts to maintain open lines of communication and responsibly manage the bilateral relationship.

The talks, the first of their kind since July 2019, came as Washington has repeatedly voiced concerns about Beijing's "rapid" expansion of its nuclear arsenal and having accused it previously of declining to engage in substantive arms control discussions.

During the discussion, the US stressed the importance of greater Chinese nuclear transparency and substantive engagement on practical measures to manage and reduce strategic risks across multiple domains, including nuclear and outer space, the readout said.

Palestinian Red Crescent Says Al-Quds Hospital Has 24 Hours Before Shut Down

Palestinian Red Crescent officials in the occupied West Bank were able to get in touch with their director of ambulance and emergency centres in Gaza, Mohammed Abu Msbeh, who gave an update on the increasingly perilous situation in Gaza City’s al-Quds Hospital.

Abu Msbeh said that the hospital had around 24 hours until fuel for its generator ran out, which would lead to “a total shutdown of all hospital services”

He said that internet communications had been cut in the area for two days and that roads around the hospital were cut for the fourth day in a row.

“[In the coming hours] very difficult decisions will have to be taken as to whether to continue working at the hospital or evacuate everyone to areas that may be more dangerous,” Abu Msbeh said.

Israeli Apache Helicopters Killed Own Soldiers, Civilians on 7 October: Report

The Israeli military has released drone footage showing hundreds of scorched and damaged cars moved from the Nova music festival, providing further evidence that Israeli forces likely killed many of their own during the start of Operation Al-Aqsa Flood on 7 October,
RT reported on 6 November.

The Nova festival took place near Kibbutz Beeri, only five kilometers away from the Gaza separation wall. It was one of the first targets hit by Palestinian resistance fighters when they broke out of Gaza, attacking military bases and settlements from 6:30 am.

During the attack, the Palestinian fighters managed to take some 240 Israelis captive, including soldiers, settlers, and foreigners.

The new drone footage shows an aerial view of hundreds of burned and destroyed cars taken from the site of the festival and placed in a dirt parking lot, creating a makeshift junkyard.

Israeli rescue service Zaka claims they removed 260 bodies from the festival site. Israel claims they were massacred by Hamas fighters and civilian Palestinian looters who flooded across the open Gaza border fence in the hours after the Hamas attack.

However, the footage appears to confirm previous reports in Israeli media that Israeli pilots flying Apache helicopters responded to the attacks by opening fire on both Hamas fighters and Israelis.

A 15 October report in Yedioth Ahronoth explained that the first helicopters arrived in the Gaza Strip about an hour after the fighting began.

The Hebrew language newspaper reports that the mission of the combat helicopters and the armed Zik drones was to stop the flow of Hamas fighters and looters that poured into Israeli territory through the gaps in the Gaza border fence.

This was complicated by the difficulty the pilots had in distinguishing between Hamas fighters, Palestinian looters dressed in civilian clothing, and Israelis.

The paper notes, “This deception worked for a considerable time until the Apaches had to skip all the restrictions. It was only around 9:00 a.m. that some of them began to spray the terrorists with the cannons on their own, without authorization from superiors.”

“The rate of fire against the thousands of terrorists was tremendous at first, and only at a certain point did the pilots begin to slow down the attacks and carefully select the target,”
the paper added.

Despite the confusion, twenty-eight Israeli combat helicopters fired all of the ammunition they were holding, including hundreds of 30 mm cannon shells and Hellfire missiles, during the day.

After landing his Apache to reload ammunition at roughly 10:00 am, the commander of the 190 squadron instructed the other pilots “to shoot at everything they see in the fence area,” separating Israel from Gaza.

The same commander at one point attacked an Israeli military post with besieged soldiers inside to help the Israeli army recapture it from Hamas and opened fire near houses in a kibbutz in support of an officer from the Sinai division who had parachuted into battle Hamas militants.

According to the air force, in the first four hours from the start of the fighting, helicopters and fighter jets attacked about 300 targets, most of them in Israeli territory.

The Guardian reported that Israel’s influential finance minister and settler leader, Bezalel Smotrich, urged the Israeli army to “hit Hamas brutally and not take the matter of the captives into significant consideration” during a cabinet meeting late on 7 October as the Hamas attack was still underway.

Philippines, Japan Working on Military Pact for Reciprocal Deployments

The US has been encouraging its allies in the region to boost military ties as part of its strategy against China

The Philippine government has said it’s working on a pact to strengthen military ties with Japan amid rising tensions in the region, Defense Post reported on Wednesday.

The proposed deal, known as a Reciprocal Access Agreement (RAA), would allow the two nations to deploy troops on each other’s territory. Japan recently finalized a similar agreement with Australia, making Canberra the first nation to be able to deploy troops on Japanese territory besides the US since World War II.

Japan and the Philippines are treaty allies of the US, and both nations have maritime disputes with China over small, uninhabited islands that the US has pledged to defend. The Senkaku Islands in the East China Sea are a major source of tensions between Japan and China, while many features of the South China Sea are claimed by both Beijing and Manila.

Netanyahu ‘A Danger to Israel’: Former Israel PM

The Israeli prime minister is in a 'state of nervous breakdown' fearing he will be removed from office, former prime minister Ehud Olmert says

Israeli Prime Minister Benjamin Netanyahu has been “destroyed emotionally” by his failure to prevent the 7 October Hamas attack and is now miscalculating by preparing to take overall control of Gaza’s security for an “indefinite period” if the Palestinian resistance group is defeated in Gaza, according to former Israeli leader Ehud Olmert.

Netanyahu is widely blamed by Israelis for the Hamas attack, in which 1,400 Israelis were killed and 240 taken captive. Many Israelis cite the slow response of the army and police, which in some settlements near Gaza took hours, while Israeli eyewitnesses have said the Israeli army itself killed many civilians in an effort to prevent Hamas taking them captive back to Gaza.

In an interview with US news outlet Politico, Olmert claimed Netanyahu was in a state of “nervous breakdown,” for fear of being removed from office due to the failure.

“He’s being squeezed from all sides and his focus seems to be stopping being thrown out of office the day the war stops and even maybe before then,” he said.

“You expect him now to talk about the second phase and the third phase. He’s not certain he will survive politically this phase,” Olmert added.

“[Netanyahu] has shrunk. He’s destroyed emotionally, that’s for sure. I mean, something terrible happened to him. Bibi has been working all his life on the false pretense that he is Mr. Security. He’s Mr. Bullshit,” Olmert said. “Every minute he is prime minister he is a danger to Israel. I seriously mean it. I am certain the Americans understand he is in bad shape.”

Gaza Officials Say Hospitals Come Under New Israeli Attacks

Gaza officials said Israel launched air strikes on or near at least three hospitals on Friday, further endangering a health system swamped with thousands of casualties and people displaced by Israel's war against Hamas in the Palestinian enclave.

"The Israeli occupation launched simultaneous strikes on a number of hospitals during the past hours," Gaza Ministry of Health spokesman Ashraf Al-Qidra told Al Jazeera television.

Qidra said Israel targeted the courtyard of Al Shifa, the biggest hospital in Gaza City, and there were casualties, but he did not provide details. Israel said Hamas has hidden command centres and tunnels beneath Al Shifa, allegations Hamas denies.

Israel's military did not immediately comment on Qidra's statement, which Reuters could not independently verify.

The month-old Israeli military campaign to wipe out Hamas, following the militants' Oct. 7 raid on southern Israel, has left Gaza's hospitals struggling to cope, as medical supplies, clean water and fuel to power generators have been running out.

Malawi devalued its currency by 44% amid a shortage of dollars that has curbed imports of fuel and other commodities in the debt-stricken southern African nation.

The kwacha will be offered at 1,700 per dollar at a currency auction on Thursday, compared with 1,180.29 previously, the Reserve Bank of Malawi said in a statement. The adjustment leaves the kwacha worth two-thirds less than it was at the start of the year, according to data compiled by Bloomberg.

US Forces Under Fire in Middle East as America Slides Towards Brink

A defective drone in Iraq may have helped keep America from being dragged deeper into a widening Middle East conflict.

The drone, which was launched at the Erbil air base by an Iranian-backed militia before sunrise on Oct. 26, penetrated U.S. air defenses and crashed into the second floor of the barracks housing American troops at about 5 a.m, according to two U.S. officials familiar with the matter.

But the device laden with explosives failed to detonate and in the end only one service member suffered a concussion from the impact, said the officials, who asked to remain anonymous to speak freely about the attack. The U.S. had got lucky, they added, as the drone could have caused carnage had it exploded.

The incident was among at least 40 separate drone and rocket attacks that have been launched at U.S. forces by Iranian-backed militias in Iraq and Syria over the past three weeks in response to American support for Israel in the Gaza war, according to Pentagon data and the two U.S. officials.

The bombardment has only caused a few dozen minor injuries so far, with many of the rockets and one-way attack drones intercepted by U.S. air defenses in Iraq and Syria, where a total of 3,400 American troops are based.

David Schenker, a former U.S. assistant secretary of state at the Washington Institute for Near East Policy think-tank, cautioned that while neither Iran and its allied groups nor the U.S. appeared to want a direct confrontation, the risks were growing. The possibility of a major strike that draws America into a conflict is "a very realistic concern," he said.

"I think they are calibrating the attacks to harass rather than kill en masse U.S. troops," he said of Iraqi and Syrian militias. "But there's a lot more they can do."

It's unclear how President Joe Biden would respond to a major attack that kills a large number of Americans. Struggling in opinion polls ahead of next year's presidential election, Biden has so far sought to limit the U.S. role in the conflict mostly to ensuring military aid to Israel.
