Washington Reschedules Lebanese Army Chief's Visit To ‘Present’ Hezbollah Disarmament Plans
Washington cancelled the army chief’s November visit after Lebanon’s military condemned Israel’s attacks and occupation
Lebanese Armed Forces (LAF) Commander Rudolphe Haikal is set to visit Washington in early February, months after his first visit was cancelled due to a statement condemning Israeli attacks and occupation in Lebanon, according to several media reports on 19 January.
"Discussions will include a detailed presentation with figures, documents, and maps of the work carried out during the first phase south of the Litani," sources told Al-Araby al-Jadeed.
"The presentation will also outline the next phases, starting with northern Litani, as well as operations conducted by the army to seize weapons, dismantle military facilities and tunnels, and other efforts ... including in Palestinian camps, along the Syrian border, and in combating drugs, smuggling, and related issues," the sources added.
The LAF will reportedly present “the obstacles that have affected - and continue to affect - the implementation of the [disarmament] plan, particularly those related to ongoing Israeli attacks on Lebanese territory and the occupation of parts of southern Lebanon, as well as challenges linked to the military institution itself and its limited capabilities."
Lebanese news outlet MTV reported that the army chief will present detailed military maps to US officials, as well as a list of Hezbollah tunnels and military sites.

S. Korea Becomes 1st Nation To Enact Comprehensive Law On Safe AI Usage — Kyodo News
SEOUL -- South Korea on Thursday formally enacted a comprehensive law governing the safe use of artificial intelligence (AI) models, becoming the first country globally in doing so, establishing a regulatory framework against misinformation and other hazardous effects involving the emerging field.
The Basic Act on the Development of Artificial Intelligence and the Establishment of a Foundation for Trustworthiness, or the AI Basic Act, officially took effect Thursday, according to the science ministry.
It marked the first governmental adoption of comprehensive guidelines on the use of AI globally.
The act centers on requiring companies and AI developers to take greater responsibility for addressing deepfake content and misinformation that can be generated by AI models, granting the government the authority to impose fines or launch probes into violations.
In detail, the act introduces the concept of "high-risk AI," referring to AI models used to generate content that can significantly affect users' daily lives or their safety, including applications in the employment process, loan reviews and medical advice.
Entities harnessing such high-risk AI models are required to inform users that their services are based on AI and are responsible for ensuring safety. Content generated by AI models is required to carry watermarks indicating its AI-generated nature.
"Applying watermarks to AI-generated content is the minimum safeguard to prevent side effects from the abuse of AI technology, such as deepfake content," a ministry official said.
Global companies offering AI services in South Korea meeting any of the following criteria -- global annual revenue of 1 trillion won (US$681 million) or more, domestic sales of 10 billion won or higher, or at least 1 million daily users in the country -- are required to designate a local representative.
Currently, OpenAI and Google fall under the criteria.
Violations of the act may be subject to fines of up to 30 million won, and the government plans to enforce a one-year grace period in imposing penalties to help the private sector adjust to the new rules.
The act also includes measures for the government to promote the AI industry, with the science minister required to present a policy blueprint every three years.

Syrian Forces Enter Al-Hawl Camp, Set Free Thousands Of ISIS Members
The Kurdish-led SDF has withdrawn from Al-Hawl Camp, which has housed tens of thousands of ISIS detainees and their families over the past decade
The Syrian military has entered Hasakah governorate’s Al-Hawl Camp, which for around a decade housed tens of thousands of ISIS prisoners and their families including foreigners who entered Syria illegally to join the US-backed war against former Syrian president Bashar al-Assad’s government.
The deployment comes hours after Damascus announced a four-day ceasefire in the country’s north, and after the Kurdish-led Syrian Democratic Forces (SDF) pulled out of Al-Hawl Camp, citing attacks on the camp by government forces.
Since the Syrian army entered the camp on 20 January, thousands of ISIS members and their families have been released from Al-Hawl.
Videos on social media are showing government-affiliated troops arriving at Al-Hawl and allowing the prisoners to leave.
Over 25,000 people were held in the camp prior to the SDF withdrawal.

India Dumps US Treasuries, Buys Up Gold To Mitigate Threats
The threat of US sanctions, tariffs, and asset seizures has encouraged central banks to diversify away from greenback-based holdings
India has drastically reduced its investment in US Treasuries, as New Delhi and some of the world’s largest nations move away from dollar-based investments to protect against Washington's policy of economic coercion, Bloomberg reported on 23 January.
India’s holdings of long-term US sovereign debt have dropped to $174 billion, down 26 percent from a 2023 peak, according to recently released US government data.
According to the Reserve Bank of India, US Treasuries now account for just 30 percent of India’s foreign-exchange assets, down from 40 percent a year ago.
At the same time, India has expanded its holdings of gold, mirroring the actions of China and other nations.
According to Win Thin, chief economist at Bank of Nassau 1982 Ltd., India may further reduce its holdings of US Treasuries to mitigate sanctions risks.
