[GI] Sigewinne buffed

This change appeared in 4.8v4, but it should also be implemented in the live version tomorrow, along with Sigewinne's banner.

Changes like this never occured before as far as I know. They decided to make a change after the preload and before the banner. Sigewinne's stats were the old ones in 4.7 preload.

Shockwave DMG varies with reaction type. For example, at Lv100, Catalyze Buff's Dendro bullet DMG is:
75366 + 25 * Highest Character EM
If there is a 1000EM (+ buff 400EM) character in the team, this can hit 110k, with a 4s CD

Q - A Dazzling Descent :
Apex Drive
Increases Varesa's interruption resistance. While affected by Apex Drive, Varesa can ignore her Elemental Burst CD and consume less Energy to use her special Elemental Burst, "Dazzling Descent: Volcanic Collapse": This causes her to use the especially powerful Plunging Attack, the "Thunderous Tornado Eruption," to hit opponents in the path of her plunge and deal —> which deals Nightsoul-aligned AoE Electro DMG upon landing. This DMG is considered Plunging Attack DMG.

P1 - Tag-Team Triple Jump! :
During the duration, when Valesa performs a Plunging Attack, with a 25% damage increase —> the impact upon landing deals an additional 60% ATK ; if Valesa is in Fiery Passion state, with a 50% damage increase —> the impact upon landing instead deals an additional 150% ATK

P2 - The Hero Twice-Returned! :
When a nearby party member triggers a Nightsoul Burst, Varesa's ATK increases by 30% —> 35% for 12s. Max 2 stacks. Each stack's duration is counted independently.

C1 - Undying Passion
Old :
The effects of the Passive Talent "Tag-Team Triple Jump!" are enhanced:
When "Rainbow Crash" is in effect, Varesa's Plunging Attack ground impact will deal 50% increased DMG whether she is in the Fiery Passion state or not. You must first unlock the Passive Talent "Tag-Team Triple Jump!" to access the above effect.

Additionally, Varesa's ATK will increase by 35% for 5s when she switches into the Fiery Passion state, or when it ends. When she is in the Sudden Onrush mode of her Nightsoul's Blessing, she consumes 30% less Nightsoul points or Phlogiston.

New :
The effects of the Passive Talent "Tag-Team Triple Jump!" are enhanced:
When performing the Special Plunging Attack: Volcanic Thunderstorm, Varesa gains Rainbow Crash for 5s.
While Rainbow Crash is active, regardless of whether Varesa is in the Fiery Passion state or not, her Plunging Attack impact upon landing instead deals an additional 150% ATK. You must first unlock the Passive Talent "Tag-Team Triple Jump!" to access this effect.

Additionally, when switching into the Fiery Passion state or when it ends, Varesa's ATK is increased by 35% for 5s.

After this Skill is used, Iansan will regain 54 Nightsoul points up to her maximum and enter the Nightsoul's Blessing state.
