Makes sense for all of these cities except Jerusalem. Unlike Haifa, Netanya and Caesarea, Jerusalem is out of reach for most of Hezbollah’s arsenal minus ballistic missiles
However the group has reportedly FINALLY started focusing on kamikaze drones, and the iron dome is perfect for intercepting these so this might explain it
