with the entire city being purpose built as a capital just for the Tatmadaw
Naypyidaw was built on what was essentially completely empty land in the centre of the country starting in 2002 and finishing by 2012. Although it was already designated as the capital by 2005.
The site was not previously permanently inhabited and the capital prior to that was Rangoon/Yangon.
Sometime in the 90's the Tatmadaw, Myanmar's armed forces, thought about needing a new capital city.
Yangon was seen as too geographically vulnerable and too tied to normal civilian governance. Additionally the city had a large urban working population which were prone to revolting against the Military.
So they decided to completely cement their position as the rulers of the nation they would build a more centrally located new capital without any ties to such ridiculous nonsense as non-military rule and ordinary working people.
Naypyidaw was also built into what was basically a military fortress that could withstand any popular uprisings or ethnic insurgencies. It's geographic positioning in the centre of the country also ensures that any forces trying to take it will have to march through the entire nation prior.
The previous capital Yangon lacked such built in and also geographic defense and was also once on the verge of capture by Karen rebel forces during the beginning of the civil wars in 1948
Naypyidaw to this day remains largely deserted of common people with everyone living or working there being affiliated with the Tatmadaw somehow.
That's why it's often called a ghost city as it basically doesn't have a permanent normal civilian population and is just an eerily empty concrete jungle

The TLDR is that the Karen, which had been Britain's favorite ethnic group in Burma, revolted against the new Burmese government due to the latter refusing to grant them autonomy.
The Karen upon their revolt overwhelmed the Burmese government forces which were. The difference in quality of their forces and officers was stark.
The Karen had a long standing martial culture and due to the British preferring them they made up a disproportionate amount of the pro-British Burmese forces.
Via British training the Karen had the best trained soldiers and offices in the country
In the end it took a coalition of the Burmese government, the Burmese communists, which themselves were at war with the government, and all other loyal ethnic groups to repel the Karen forces and lift the siege of the capital
Karen forces retreated into their ethnic homelands and continued their insurgency to this day
