In April 2021, Putin stated in his address to the Federal Assembly that the first regiment “fully equipped with Sarmats” would enter combat duty “at the end of 2022.”

Trump administration and Department of Homeland Security (DHS) both said it costs too much money to continue operating. Leaving many groups both supportive and critical of the institution to be not surprised in the slightest that this is the reason for the shutdown.
The reason why private vendors were a part of the report is due to the fact that they weren’t getting paid by the state before this came out. Leaving them confused and to question or probe as to why they weren’t getting paid.
What is being done with the current detainees still in custody is up in the air basically. The most viable scenario outright would be just to move them to different detention centers around the country. But that will take ample time and resources.
(A little bit of a personal take and slice of side opinion/fact check. Alligator Alcatraz costed 1.2 million dollars daily and before this report came out was searching for an addition of 608 million of taxpayer money to have it up and running. Then even with this amount of money, there was plenty of reports of terrible upkeep and maintenance of the centers. As well as numerous accounts of abuse and mistreatment of detainees. Additionally cases where detainees went missing and still haven’t been found or talked to their family/legal representatives to this day…)
