According to him, a response was promised only in the event of a disruption to the May 9 parade in Moscow; therefore, Ukrainian strikes on other regions of Russia do not count.

“Moscow promised a strike on Kyiv in response to a massive attack on Moscow on May 9, should Kyiv suddenly decide to launch such an attack with the aim of disrupting our great holiday. In that case, we will launch a massive strike on the center of Kyiv. It must be understood that the Russian president has set a clear task: we are talking about a harsh response to an attack on Moscow during the holiday period. And violations of the ceasefire do not qualify for this response,” Sobolev explained.
