The system has only 8 km firing and 15 km detection range, however it's very cheap to produce, small, easy to move and relatively good for ambushes.
Its missiles fly at speed of around Mach 2+-, so evading them at low altitude is difficult. Despite the proximity-fuse and small warhead, it's enough to fuck up the airframe and render the targeted fighter jets out of combat. (the likely candidate for the F-35 hit earlier)
