This sounds strange but is actually quite funny

Due to the fact the standard of living in Turkmenistan is horrid many lower and mid ranking officers of the armed forces who aren't high up enough to profit from the corruption were fed up and tried leaving to find jobs elsewhere

The Turkmen state in true Turkmen fashion first tried to simply confiscate ALL THE PASSPORTS of officers that may leave the country and find work elsewhere

When that wasn't enough and the officers kept resigning the Turkmen state got another ingenious idea and de-facto banned resignations

Since they legally can't just ban resignations they simply ordered that resignations are not to be processed anymore

Which then caused the officers to simply stop showing up for work and thus by legal definition desert as they haven't resigned as their resignations aren't processed
