Statement by the UN Special Envoy for Yemen on Ansar Allah's Recent Issuance of Currency
 
The Special Envoy of the Secretary-General for Yemen is deeply concerned by Ansar Allah’s minting of 50 Yemeni Rial coins and the printing of 200 Yemeni Rial banknotes.

Such unilateral actions are not the solution to the liquidity crisis and risk further undermining Yemen’s already fragile economy and deepening the fragmentation of its monetary and institutional frameworks.
 
It also violates the 23 July 2024 Understanding between the parties to de-escalate in the economic sphere. The Special Envoy reiterates his call to refrain from unilateral actions and instead work toward coordinated approaches and dialogue that support broader stabilization efforts and finding practical solutions that serve the interests of all Yemenis.
 
At a time when Yemenis across the country are facing mounting economic pressures, including rising costs of living, salary disruptions, and limited access to financial services, there is an urgent need to prioritize efforts that restore confidence, strengthen institutions, and deliver meaningful relief to the population.

بيان المبعوث الخاص للأمم المتحدة إلى اليمن حول إصدار عملات جديدة من قبل أنصار الله
 
يعرب المبعوث الخاص للأمين العام إلى اليمن عن قلقه العميق إزاء قيام أنصار الله بسكّ عملات معدنية فئة 50 ريالاً يمنياً وطباعة أوراق نقدية من فئة 200 ريال يمني.
 
إن مثل هذه الإجراءات الأحادية الجانب ليست السبيل الأمثل لمعالجة التحديات المتعلقة بالسيولة. بل تُهدد بتقويض الاقتصاد اليمني الهش أصلاً، وتعميق تفكك أطره النقدية والمؤسسية.
 
كما أن هذه الخطوة تُعد خرقًا للتفاهمات التي تم التوصل إليها بين الأطراف في 23 يوليو 2024 بشأن التهدئة في المجال الاقتصادي. ويجدد المبعوث الأممي دعوته إلى الامتناع عن الإجراءات الأحادية الجانب، والعمل بدلاً من ذلك على اتباع نهج منسق يعزز الحوار ويدعم جهود الاستقرار الأوسع، والسعي إلى إيجاد حلول عملية تخدم مصلحة جميع اليمنيين.
 
وفي وقت يواجه فيه اليمنيون في جميع أنحاء البلاد ضغوطاً اقتصادية متزايدة، بما في ذلك ارتفاع تكاليف المعيشة، وتعطّل الرواتب، وصعوبة الوصول إلى الخدمات المالية، تبرز الحاجة الملحة إلى إعطاء الأولوية للجهود الرامية إلى استعادة الثقة، وتعزيز المؤسسات، وتقديم إغاثة حقيقية للسكان.

نظم مكتب المبعوث الخاص للأمين العام إلى #اليمن الأسبوع الماضي في #عمّان عدد من الإجتماعات التقنية، شارك فيها ممثلين عن الحكومة اليمنية وقيادة القوات المشتركة في لجنة التنسيق العسكري التي تُيسّرها الأمم المتحدة.

استناداً على جولات سابقة عُقدت في ديسمبر 2024 ويناير 2025، ركزت المناقشات على التخطيط والتنسيق لوقف إطلاق نار محتمل، وبحث الترتيبات الأمنية ذات الصلة، وسبل معالجة التحديات الأمنية.

The UN Special Envoy for #Yemen Hans Grundberg delivered his briefing today to the #UN Security Council.

✍🏽 Key points included:

✅ The Special Envoy noted that “regional turmoil continues to erode prospects for peace and stability in Yemen” and called for “proactive and pragmatic measures” to pave the way for peace. He reaffirmed the three priorities he outlined last month: supporting de-escalation on the frontlines; establishing a path for talks in line with the Roadmap; and continuing regional and international engagement to secure lasting stability.

✅ The Special Envoy expressed concern over a significant assault on the Aleb front in Sa’ada and the fortification of positions around Hudaydah City, noting these developments highlight the urgent need for active de-escalation. He emphasized the vital role of the UN-facilitated Military Coordination Committee in reducing tensions and preparing for a nationwide ceasefire.

✅ The Special Envoy welcomed ongoing progress on opening roads, including the route between Bayda and Abyan, urging more steps to facilitate movement and commercial activity. He emphasized that further economic escalation and fragmentation is in no one’s interest, commending recent Central Bank and Government measures that stabilized the exchange rate and prices of essential goods.

✅ The Special Envoy noted that in the last month there have been unilateral and escalatory decisions that risk deepening divisions within institutions and state structures. He cited the issuance of new 50 Riyal coins and 200 Riyal notes by Ansar Allah as contributing to the fragmentation of the Yemeni Rial and complicating future discussions to unify the economy. “These are steps in the wrong direction. Instead, I urge dialogue between the parties,” he stressed.

✅ Addressing regional security, he highlighted the seizure of a large cache of weapons off Yemen’s Red Sea coast and urged full compliance with the UN arms embargo. He called for an end to strikes against civilian ships, missile attacks against Israel, and the subsequent Israeli strikes on Yemen, noting that this escalation has led to the near destruction of Yemen’s west coast port facilities and placed immense strain on vital infrastructure.

✅ Marking International Youth Day, the Special Envoy underlined that youth have been “at the forefront in demanding more from those in power” and must be empowered to build Yemen’s future.

✅ He reiterated the urgent call for the unconditional and immediate release of the 23 UN personnel and others detained from NGOs, civil society, and diplomatic missions: “This is unacceptable. They need to be released unconditionally and immediately.”

✅ He thanked the Council for its continued support, stressing that “reaching a sustainable solution to the situation in Yemen is not only possible, but essential.”

✅ وفي الشأن الإقليمي، أشار إلى ضبط شحنة كبيرة من الأسلحة قبالة ساحل البحر الأحمر، ودعا إلى الامتثال الكامل لقرارات مجلس الأمن بشأن حظر الأسلحة. كما شدّد على ضرورة وقف الضربات ضد السفن المدنية، والهجمات الصاروخية على إسرائيل، والهجمات الإسرائيلية اللاحقة على اليمن، مشيراً إلى أن هذا التصعيد أدى إلى التدمير شبه الكامل لمرافق موانئ الساحل الغربي لليمن وفرض ضغطاً هائلاً على البنية التحتية الحيوية.

✅ بمناسبة اليوم الدولي للشباب، شدّد على أن الشباب في طليعة المطالبين بالتغيير، ويجب تمكينهم من الإسهام في بناء مستقبل اليمن.

✅ جدّد الدعوة للإفراج الفوري ودون قيد أو شرط عن 23 موظفاً من الأمم المتحدة وآخرين من منظمات غير حكومية ومنظمات المجتمع المدني والبعثات الدبلوماسية، قائلاً: "هذا أمر غير مقبول ويجب أن يتوقف فوراً".

Speaking at the UN Security Council, the UN Envoy for Yemen highlighted the urgent need for proactive and pragmatic measures that can pave the way for peace.

He outlined three key priorities:

1️⃣ Support de-escalation on the frontlines and work with parties on a ceasefire.

UN Special Envoy Concludes Visit to #Riyadh

The UN Special Envoy for #Yemen, Hans Grundberg, concluded today a visit to Riyadh, where he met with President of the Presidential Leadership Council, Rashad Al-Alimi. They discussed the urgent need to address the deteriorating living conditions for Yemenis and to make progress toward a political agreement that opens a path toward a just and sustainable peace. The Special Envoy also welcomed recent steps taken by the Government of Yemen and the Central Bank of Yemen in Aden, in particular, to build upon the significant currency appreciation witnessed lately.

Grundberg also met with the Saudi Ambassador to Yemen, Mohammed Al Jaber, where he emphasized the importance of continued constructive regional engagement to support conditions conducive to a peaceful resolution of the conflict.

The Special Envoy held discussions with the ambassadors of the five permanent members of the UN Security Council (P5), during which he underscored the need for a unified and coherent international approach to reinforce efforts toward a peaceful and negotiated settlement in Yemen.

In all his engagements, Grundberg reiterated concerns over the continued detention of UN, diplomatic mission, and NGO personnel by Ansar Allah, stressing that such actions undermine confidence-building efforts and reaffirming the UN’s commitment to securing their release through sustained diplomatic engagement.

اختتم المبعوث الأممي إلى اليمن، هانس غروندبرغ، اليوم زيارة إلى الرياض، حيث التقى برئيس مجلس القيادة الرئاسي، رشاد العليمي، وناقشا الحاجة الملحة لمعالجة تدهور الأوضاع المعيشية التي يواجهها اليمنيون، وإحراز تقدم نحو اتفاق سياسي يمهّد الطريق نحو سلام عادل ومستدام. كما رحّب المبعوث الخاص بالخطوات الأخيرة التي اتخذتها الحكومة اليمنية والبنك المركزي اليمني في عدن بوجه خاص، للبناء على التحسن الملحوظ في قيمة العملة خلال الفترة الأخيرة.
