In his briefing to the UN Security Council, UN Special Envoy Hans Grundberg reported on recent economy escalation, a fragile military situation, and a constricted mediation space. He also outlined his efforts towards a nationwide ceasefire and an inclusive political process under UN auspices. But he started with directing the Council’s attention to Ansar Allah’s crackdown on international organizations, national civil society organizations, and the United Nations.
He reported the detention of 13 UN personnel, five staff members of international NGOs and many more from national civil society organizations by Ansar Allah, in addition to four more UN personnel who were detained since 2021 and 2023. He echoed the Secretary-General’s call for the immediate and unconditional release of UN personnel, and for Ansar Allah to refrain from the arbitrary detention of civilians. Grundberg emphasized that such actions aren’t an expected signal from an actor who seeks a mediated solution to the conflict.
Grundberg stressed the need for continued engagement to achieve a ceasefire and an inclusive political process despite complications arising from regional escalation. He warned about the severe economic challenges facing Yemen, including the halt in oil exports and the fragmented banking sector. In particular, he briefed on a recent escalatory cycle in the banking sector that threatens to disrupt imports of basic goods and remittances, and to deepen the economic fragmentation of the country. He outlined his efforts to address this issue through extensive meetings in Riyadh, Aden, and Sana’a, and his recent invitation to the parties to meet face-to-face without preconditions under the UN auspices to address the unfolding situation.
Despite frustrations with the regional situations and concern about the parties’ escalation, Grundberg reported on positive developments in relation to opening roads in Ma’rib and Taiz that demonstrate the power of mediation and negotiations, commending the role of local mediators.

The Supervisory Committee on the Implementation of the Detainees’ Agreement concluded its ninth meeting on Saturday, 6 July, in Oman. Co-chaired by the Office of the Special Envoy of the Secretary-General for Yemen (OSESGY) and the International Committee of the Red Cross (ICRC), the Supervisory Committee convenes negotiation delegations from the conflicting parties in Yemen to support them in fulfilling their obligations to release all conflict-related detainees per the Stockholm agreement following the “all for all” principle.
The negotiations led to a significant breakthrough, where the parties reached an understanding on releasing Mohamed Qahtan, a matter that has been contentious for years. They additionally agreed to a follow-up meeting to finalize the names of detainees to be released and arrangements pertaining to the release of Qahtan.
“Thousands of Yemenis are waiting to be reunited with their loved ones. Despite the positive progress, much more needs to be done, and faster, to provide relief to the suffering families,” said Hans Grundberg, the UN Special Envoy for Yemen. He called on the parties to continue working with his Office to finalize the implementation plan for this understanding, including names of detainees to be released, as well as to agree on more release operations. He thanked the Sultanate of Oman for hosting the meeting and commended their continued support for UN mediation efforts in Yemen.
Grundberg also reiterated the United Nations repeated calls for the parties to refrain from the arbitrary detention of civilians and to respect Yemenis’ rights under international law. He specifically repeated the demand for the immediate and unconditional release of UN personnel and aid, and civil society workers who were arbitrarily detained in Sana’a and continue to be held in incommunicado detention.
“The United Nations remains committed to the important work of reuniting Yemeni families with their loved ones who are detained in relation to the conflict. As we continue this mission, we must also speak against the arbitrary detention of all civilians and lament the agony of their families and loved ones. Nothing short of their immediate and unconditional release will suffice.”

أسفرت المفاوضات عن انفراجة مهمة حيث توصلت الأطراف إلى تفاهم حول إطلاق سراح محمد قحطان، وهو الأمر الذي كان مثار خلاف لسنوات، كما اتفقوا على عقد اجتماع لاحق لاستكمال الاتفاق حول أسماء المحتجزين الذين سيتم إطلاق سراحهم وترتيبات إطلاق سراح السيد قحطان.

وأضاف: "تظل الأمم المتحدة ملتزمة بهذا العمل المهم لإعادة لم شمل العائلات اليمنية مع ذويهم المحتجزين على خلفية النزاع. وبينما نواصل هذه المهمة، يجب علينا أيضًا أن نندد بالاحتجاز التعسفي لجميع المدنيين والتعبير عن أسفنا على معاناة عائلاتهم وأحبائهم. إطلاق سراحهم بشكل فوري وغير مشروط هو الخيار الوحيد المقبول."

• Initial reports indicate a number of fatalities and over 80 people injured in this attack, and that there has been considerable damage to civilian infrastructure. The Secretary-General calls on all concerned to avoid attacks that could harm civilians and damage civilian infrastructure.

Statement by the Office of the UN Special Envoy for Yemen
Last night, Monday , 22 July, the Government of Yemen and Ansar Allah, informed the Special Envoy of the Secretary-General for Yemen, Hans Grundberg, that they agreed on several measures to de-escalate in relation to the banking sector and Yemenia Airways in accordance with a written text that includes the following: (the below is an informal translation of the text received from the parties):
“1. Cancelling all the recent decisions and procedures against banks by both sides and refraining in the future from any similar decisions or procedures.
2. Resuming Yemenia Airways’ flights between Sana’a and Jordan and increasing the number of flights to three daily flights, and operating flights to Cairo and India daily or as needed.
3. Meetings are convened to address the administrative, technical, and financial challenges faced by the company.
4. Initiating the convening of meetings to discuss all economic and humanitarian issues based on the roadmap.”
The parties requested the support of the United Nations in implementing their commitments.
Grundberg recognized the significant role of the Kingdom of Saudi Arabia in bringing this agreement about.
He expressed the United Nations’ readiness to work with the parties to implement the measures they agreed. He additionally offered that his Office supports communication with the authorities of Jordan, Egypt, and India.
Grundberg stressed the need for the parties to collaborate towards an economy that benefits all Yemenis and supports the implementation of a nationwide ceasefire and the resumption of an inclusive political process.
