Statement by the UN Special Envoy on recent escalation


Amman, July 23, 2026 - I am alarmed by the resumption of attacks by Ansar Allah on commercial shipping and the renewed disruption of maritime navigation in the Red Sea.

Over the past weeks, I have engaged intensively with Yemeni, regional and international stakeholders. Amid deepening tensions, my priority remains to preserve the gains of the 2022 truce, prevent a return to wider conflict, and create the conditions for an inclusive political process.

Escalatory actions risk putting Yemen on a path toward further confrontation, drawing the country deeper into an already volatile regional environment, and deepening the suffering of the Yemeni people. It is still possible to change course and move towards negotiations that address Yemen’s political, economic and security challenges and put the interests of its people at the centre. A negotiated political settlement in Yemen would also contribute to greater stability in the region.

Statement attributable to the Spokesperson for the Secretary-General - on the renewed threats to maritime navigation in the Red Sea

The Secretary-General is deeply alarmed about the resumption of Houthi attacks on commercial vessels transiting the Red Sea and the renewed threats to maritime navigation.

The attack on commercial vessels, claimed by the Houthis, risks further heightening regional tensions and widening the current cycle of escalation with the potential to draw Yemen deeper into regional conflict. Further hostilities in Yemen will undermine prospects for peace, and cause serious economic, humanitarian and environmental consequences across and beyond the region.

The Secretary-General calls for immediate de-escalation and urges Houthis to refrain from any further attacks or other escalatory actions, in line with Security Council resolution 2722 (2024) and subsequent relevant resolutions concerning attacks against commercial vessels and freedom of navigation in the Red Sea. International navigational rights and freedoms in and around Bab al-Mandab must be fully restored.

They exchanged views on the latest developments in Yemen and the wider, including the importance of shielding Yemen from being drawn further into regional tensions. They also discussed priorities for advancing a just, comprehensive political solution that serves the interests of all Yemenis. The Special Envoy reaffirmed his commitment to supporting a political process to achieve sustainable peace in Yemen.

Amman, 7 August 2026 - Yemen today faces a greater risk of renewed large-scale conflict than at any point since the UN-brokered truce of April 2022. The latest attacks by Ansar Allah in Ma’rib and Hadramawt, which reportedly caused significant casualties, including civilians, add to the renewed attacks on commercial shipping in the Red Sea and the Gulf of Aden. I am also concerned by strikes on civilian infrastructure, including airports, and heightened regional tensions. Taken together, these developments risk jeopardizing the gains of the 2022 truce, reflected in the relative calm that has held inside Yemen in recent years, while also drawing the country into a broader regional confrontation, with devastating consequences for its people.

Over these past weeks, I have engaged intensively with the Yemeni parties, regional actors and international partners to explore concrete options for de-escalation and reversing the current trajectory. I remain convinced that a diplomatic path remains available. It will require political will, difficult choices and genuine engagement from the parties. This approach offers the only realistic path to addressing the core concerns of the parties, while delivering tangible benefits for Yemenis: military de-escalation; improved economic stability, including with regard to freedom of movement for people and goods; and steps toward an inclusive political process that can comprehensively end the conflict.

I call on the parties to exercise maximum restraint, stop actions that encourage military retaliation, and engage in good-faith negotiations under United Nations auspices. With the support of regional actors and international partners, such a path preserves the opportunity for a negotiated way out. The United Nations will continue to support the parties and stand with the Yemeni people in the pursuit of a peaceful resolution to the conflict.

I am deeply concerned by the recent attacks by Ansar Allah on Mokha, which reportedly resulted in civilian and military casualties and caused damage to infrastructure, including at the port.

These attacks come amid the most significant intensification of military activity since the 2022 UN-brokered truce, sharply increasing the risk of a return to full-scale conflict in Yemen. The recent Ansar Allah attacks have also put civilians at grave risk in Mokha, Marib, and beyond. This escalation must stop, and civilians and civilian infrastructure must be protected.

I call on the parties to exercise maximum restraint,and to work with my Office on concrete steps to de-escalate and prevent the further erosion of what the truce achieved for Yemeni civilians. This conflict can only end sustainably through an inclusive political process, and escalation is taking Yemen in the opposite direction.

⚪ The UN Special Envoy warned that Yemen today faces a more serious risk of a return to large-scale conflict than at any point since the 2022 UN-mediated truce. He cautioned that four years of relative calm could be lost in only a few weeks of escalation.

⚪ The UN Special Envoy warned that Yemen now risks losing the relative calm ushered in by the 2022 truce, which endured for years beyond its formal expiry. He stressed that the truce was intended as a means, not an end: to open the way for negotiations toward a comprehensive settlement of the conflict.

⚪️ Despite the perilous moment, the UN Special Envoy stressed that a negotiated off-ramp remains possible. He has been engaging intensively with the Yemeni parties, with the support of regional actors, including through several visits to Riyadh and Muscat, proposing ways to reverse the escalation and forge a credible path toward a political solution.

⚪️The UN Special Envoy stressed that any way forward must address the priorities of the parties and the wider Yemeni public. He noted that the Government of Yemen and Ansar Allah have already identified many of the elements needed: immediate de-escalation and progress toward a robust ceasefire, economic de-escalation, and sustained engagement with the United Nations to consolidate these gains and relaunch an inclusive, Yemeni-owned political process.

⚪️ On economic de-escalation, the UN Special Envoy called for arrangements in which the parties have more to gain from cooperation than confrontation, including resuming oil exports with appropriate security guarantees, commercial flights to and from Sana’a, continued access for commercial vessels to Yemeni ports, payment of civil servant salaries, and restoration of essential services.

⚪️The UN Special Envoy stressed that mediation cannot substitute for political will and urged the Yemeni parties to choose dialogue, warning: “No party controls where escalation leads; the only certainty is that the Yemeni people will pay the price.”

⚪️ The UN Special Envoy underscored the critical role of international leverage in preventing further escalation in Yemen: “I am not asking this Council today merely for statements of support. I am asking every member with influence over the parties to use it to steer Yemen away from the battlefield and back to the negotiating table.”

Statement by the UN Special Envoy for Yemen on recent escalation

Ansar Allah’s latest attacks across several frontlines have triggered increasingly intense clashes, threatening to further expand the conflict. This is an extremely alarming development.

Reports of civilians killed and injured, families displaced and civilian infrastructure damaged are deeply troubling. Yemen has already endured more than a decade of conflict, and a return to sustained large-scale fighting will carry grave consequences for civilians and make an already difficult path toward a political settlement even harder.

Yemenis’ demands for security, functioning institutions and a future beyond this conflict require a credible political path capable of addressing the political, security and economic issues at the core of the conflict.

I call on the parties to cease all hostilities, exercise maximum restraint, and make full use of existing channels, including the UN’s Military Coordination Committee, to prevent further escalation. All parties must uphold their obligations under international humanitarian law and protect civilians and civilian infrastructure.

I will continue engaging directly with the parties with the aim of containing the current escalation and preserving space for dialogue. I also call on regional and international actors to use their influence toward these objectives, and to support a return to political negotiations.
