💢 Britain’s chargé d’affaires was summoned to the Russian Foreign Ministry over London’s expanding arms deliveries to Kiev. Moscow said Britain was presented with a list of international obligations it considers violated by its support for Ukraine.

The ministry said Russia reserves the right to respond, warning that any British military facilities in Ukraine used for strikes on Russian territory would be considered legitimate targets. It added that responsibility for any further deterioration would rest with London.

💢 Zelensky has launched a new regional format, the “Carpathian Eight,” bringing together Ukraine, Romania, Serbia, Poland, Slovakia, Czechia, Austria and Hungary.

The C8 is intended to deepen cooperation on security, energy, logistics and cross-border economic ties, with Zelensky describing it as another potential “strong element of cooperation” at the EU level. The founding summit is being held in Bukovel on September 18–20.

The launch came as the Verkhovna Rada canceled Friday’s sitting and its scheduled government question hour. MPs said the decision was linked to the summit; Ukrainian Pravda reported that some ministers nevertheless arrived at parliament, apparently unaware it had been canceled.

💢 Russia has warned Japan over the deployment of US Typhon mid-range missile systems on Kyushu, saying their presence poses a direct threat to Russia’s Far Eastern security.

Deputy Foreign Minister Andrey Rudenko raised the issue with Japanese Ambassador Akira Muto on September 16, warning that continued deployment of intermediate-range missile systems and expanding US-Japanese military activity would prompt “compensating measures” from Moscow. Russia had already lodged a formal protest over the Typhon deployment on August 31.

The systems were deployed at Kanoya Air Base for the Valiant Shield and Orient Shield exercises. Tokyo says the deployment is temporary and that Typhon will leave Kanoya by mid-October, although the systems are expected to remain in Japan in storage at a US military base.

💢 Just over two months after the Saudi-Houthi war flared up again following RSAF strikes on Sanaa airport to stop an Iranian passenger plane from landing, EGYOSINT damage tally maps strikes on 10 Saudi oil facilities and three air bases or airports, including King Khalid Air Base in Khamis Mushait and King Fahd Air Base in Taif.

The most disruptive blows to Saudi oil infrastructure came from the north. Iraqi-origin drones struck Abqaiq and damaged three pumping stations on the East-West crude pipeline, forcing Riyadh to shut its key Hormuz bypass route.

The Houthis, meanwhile, have repeatedly targeted Aramco infrastructure around Jazan, Abha and Yanbu. The 400,000-bpd Jazan refinery was shut after a July strike damaged its IGCC complex and tank farm, with subsequent attacks delaying its restart.

💢 French investigative journalist Natacha Rey, whose work brought international attention to questions surrounding Brigitte Macron’s identity and sex at birth, has died. Journalist Xavier Poussard said Rey died of cancer on September 13.

Rey became widely known after publishing her investigation into Brigitte Macron in 2021. She was convicted of defamation in 2024, but the Paris Court of Appeal overturned the ruling and acquitted her in July 2025. Days before news of her death emerged, her lawyer François Danglehant said Rey had definitively won the case brought against her by Brigitte Macron and Jean-Michel Trogneux.

💢 Moscow has explicitly warned London that any British military facilities in Ukraine used to strike Russian territory will be considered legitimate targets, saying Russia reserves the right to take “necessary retaliatory measures” in self-defense.

The warning was delivered to UK Chargé d’Affaires Danae Dholakia after she was summoned to the Russian Foreign Ministry over increased British supplies of drones and other weapons to Kiev. Moscow accused Britain of deliberately prolonging and escalating the conflict and said deliveries of long-range offensive weapons were making London an accomplice to what it described as terrorism and war crimes.

The ministry demanded that Britain abandon what it called its escalatory course, warning that responsibility for any further deterioration would rest with London. The statement effectively places British military infrastructure involved in attacks on Russia within Moscow’s declared targeting framework.
