የኢትዮጵያ ብሔራዊ ምርጫ ቦርድ የቴክኒክ ቡድን አዋቅሮ አንድ ዓመት በወሰደ ጊዜ ያስጠናውን የፆታዊ ትንኮሳ ፓሊሲ እና የማስተግበሪያ ሥነ-ሥርዓት (procedure) በፌደራል እና በክልል ለሚሰሩ የቦርዱ ጏላፊዎችና ሠራተኞች የግንዛቤ ማስጨበጫ አውደ ጥናት አስተዋወቀ።
በአውደ ጥናቱ በዋንኛነት የፆታዊ ትንኮሳ ፓሊሲ እና የማስተግበሪያ ሥነ-ሥርዓት አስፈላጊነት፣ የፆታዊ ትንኮሳ ባህሪያት እና መገለጫዎች፣ የፆታዊ ትንኮሳ ክስ የሚቀርብበት ሥነ-ሥርዓት፣ የፓሊሲው የተፈፃሚነት ወሰን እና ፆታዊ ትንኮሳ በሚያስከትለው ችግሮች ላይ ገለፃ ተሰጥቶ ሰፊ ውይይት ተደርጓል።
በአውደ ጥናቱ የመክፈቻ ንግግራቸው የኢትዮጵያ ብሔራዊ ምርጫ ቦርድ ሙያዊ ሥነ-ምግባራቸውን ጠብቀው የሚሰሩ ባለሙያዎች እና ጏላፊዎች ያሉበት ጠንካራ የዲሞክራሲ ተቋም ነው ያሉት የቦርዱ ሰብሳቢ ወ/ሮ ሜላትወርቅ ጏይሉ ይህ የፆታዊ ትንኮሳ ፓሊሲ እንዲወጣ የወሰንበት ዋንኛ ምክንያት በማወቅም ሆነ ባለማወቅ ሊፈጠሩ የሚችሉ የፆታዊ ትንኮሳዎችን ለመከላከል ብሎም ደህንነቱ የተጠበቀ የስራ ከባቢን በአስተማማኝ መደላድል ላይ ለመፍጠር ያለመ ነው ብለዋል።
