Japan and France agreed on a new road map for collaboration in the Indo-Pacific region which emphasizes the importance of maintaining peace and stability in the Taiwan Strait and support for Taiwanโ€™s meaningful participation in international organizations.

The agreement was announced following a telephone conversation between Japanese Prime Minister Fumio Kishida and French President Emmanuel Macron in the United Arab Emirates.

The two countries also said that they oppose any action that would increase tensions and endanger regional stability, freedom of navigation or the international order.

The national security advisers of the United States, South Korea and Japan are set to meet in Seoul on Friday and Saturday to discuss North Korea and other global issues as they step up trilateral cooperation.

Seoul's national security adviser, Cho Tae-yong, will hold bilateral talks with the White House's Jake Sullivan and Japan's Takeo Akiba on Friday, followed by a trilateral meeting on Saturday.

The meetings come after the three countries condemned North Korea's launch of its first reconnaissance satellite last month for violating multiple UN Security Council resolutions.

The United States, South Korea and Japan agreed new initiatives on Saturday to respond to North Korea's threats in cyberspace, including cryptocurrency abuses and space launches, White House National Security Adviser Jake Sullivan said.

His Japanese counterpart Takeo Akiba said North Korea's "illicit cyber activities" had emerged as most recent challenges, calling them "a source of funds" for the isolated state's nuclear missile development.

The three countries' coordinated efforts will target potential threats of economic coercion, having completed work on a supply-chain early warning system, agreed to at Camp David, in critical minerals and rechargeable batteries.

China and Japan accused each other of maritime incursions after a confrontation between their coast guards in waters around disputed islands in the East China Sea.

China's coast guard said on Sunday that a Japanese fishing boat and several patrol vessels intruded the previous day into waters around the tiny islands, called Diaoyu in China and Senkaku in Japan.

Japan's coast guard said on Saturday that two Chinese maritime patrol boats left Japan's territorial waters around the islands after receiving warnings. It said its patrol vessels were protecting a Japanese fishing boat that had been approached by the Chinese ships.

The defense ministers of Japan, Britain and Italy agreed to establish a coordinating body to proceed with their plan to jointly develop a next-generation fighter jet, a key step to putting the project into practice.

Japanese Defense Minister Minoru Kihara and his British and Italian counterparts, Grant Shapps and Guido Crosetto, signed the treaty as they held talks in Tokyo to reaffirm the schedule for the warplane's deployment in 2035.

Under the coordinating entity's supervision, a consortium formed by Japan's Mitsubishi Heavy Industries Ltd., Britain's BAE Systems Plc, and Italy's Leonardo S.p.A. aims to finish the design work by 2027.

Japan and Malaysia signed a security assistance deal on Saturday including a grant of $2.8 million to boost Malaysia's maritime security.

Japan will provide equipment such as rescue boats and supplies under the official security assistance deal, signed by the two countries' foreign ministers on the sidelines of a Tokyo summit marking 50 years of ties between Japan and the Association of Southeast Asian Nations.

Japan's aid to Malaysia follows similar deals with the Philippines and Bangladesh this year and is part of a plan announced in April for Japan to provide developing countries with financial assistance to bolster their defenses.

Last Monday, the ambassadors from the NATO countries โ€“ the US, Britain, Italy, Denmark, the Netherlands, the Czech Republic, Romania and Poland โ€“ met Japanese foreign minister Yoko Kamikawa, with the NATO partners saying the deepening of Japan-Nato cooperation was โ€œnaturalโ€.

In the same press release Kamikawa was quoted as saying: โ€œThe security of the Euro-Atlantic and Indo-Pacific is indispensable; therefore, coordination between Japan and NATO members sharing values and principles is getting more and more importantโ€.

Natoโ€™s cooperation with the Asia-Pacific region will be more โ€œinstitutionalizedโ€ over time, threatening to have a โ€œdetrimentalโ€ impact on Beijing, analysts said.

South Korea and Japan will hold high-level economic talks on Thursday for the first time in eight years, Seoul's foreign ministry said, in a further sign of improving ties.

The talks, which first began in 1999, had been stalled since 2016 as relations between the two North Asian US allies took a hit over historical disputes stemming from Japan's 1910-1945 occupation of Korea.

The South Korean side will be represented by Kang Jae-kwon, deputy foreign minister for economic affairs, who will assess bilateral economic cooperation and discuss economic security policy with his Japanese counterpart Keiichi Ono, senior deputy foreign minister.

The announcement comes as Japan, which had long adopted a stance of not allowing exports of deadly weapons, seeks to boost its defense industry amid an increasingly tense security environment in the Indo-Pacific.

Japan should continue to loosen its restrictions on military exports to allow its own technology to be sold overseas, a former defense minister said as the country prepares to export missiles to the US in the first transaction of its type.

Itsunori Onodera, who is spearheading the move to enable defense exports from the long-pacifist country, said he would press ahead with ruling coalition discussions on broadening the scope of allowable exports.

While the loosening of the restrictions in the short term could help the US and European nations in providing arms to Ukraine, in the long term it could widen the opportunities for Japan to sell arms overseas.

A move by Japan to provide Patriot air defense systems to Ukraine will have "grave consequences" for Russia-Japan ties, Russian foreign ministry spokeswoman Maria Zakharova said.

Although Japan's new export controls still prevent it from shipping weapons to countries that are at war, it may indirectly benefit Ukraine as it gives the United States extra capacity to provide military aid to Kyiv.

"The Japanese side loses control over the weapons with which Washington can now do whatever it wants," Zakharova told a weekly briefing. "It cannot be ruled out that under an already tested scheme Patriot missiles will end up in Ukraine."

China plans to keep its ships near the Japan-controlled Senkaku Islands in the East China Sea for 365 days in 2024 as leader Xi Jinping has called for bolstering Beijing's sovereignty claim over the islets, Kyodo sources said.

During a rare visit by Xi on November 29 to the command office for the East China Sea area of the China Coast Guard in Shanghai, the president pointed out the need for Beijing to "constantly strengthen" its efforts to safeguard the sovereignty of the islands, which China calls Diaoyu, the sources said.

The coast guard has subsequently drafted a plan to keep the presence of its ships near the islets every day next year and conduct inspections of Japanese fishing boats in the sea area, if necessary, to boost Beijing's sovereignty claim.

Japan and NATO are in talks to establish a secure dedicated communication line for quickly sharing sensitive security information. The new mechanism under consideration is intended to respond to possible cyberattacks and disinformation plots by China and Russia.

Japan and NATO will likely implement a system similar to one used by NATO members, called BICES. That system is said to have high security capabilities and can share information from remote locations. Tokyo and NATO will consider multiple options, including connecting the hotline to BICES.

The new communication line would be used for discussions on security-related information from the staff level up to government heads. The two sides do not have a fixed time frame for setting up the hotline but will move forward as soon as possible.

The Japanese Defense Ministry is examining a video that purports to show a Maritime Self-Defense Force vessel in port, suspecting it may have been taken by an unauthorized drone.

The video, which was posted on a Chinese social media platform, stirred controversy earlier this year as it appears to provide a clear shot from above of the deck of the helicopter carrier Izumo.

According to the sources, the ensuing analysis led the ministry to believe the video was possibly taken from a drone that flew without permission above the vessel while it was anchored at an MSDF base in Yokosuka, south of Tokyo. Unauthorized drone flights are prohibited there.
