1. This executive order blocks property belonging to any person determined by the Treasury or State Department to have engaged in specified harmful activities of the Government of the Russian Federation.
2. These activities include undermining Ukraine’s sovereignty and territorial integrity, interference with democratic processes and institutions within Ukraine, supplying arms to North Korea, undertakings that facilitate malicious cyber-enabled acts, and financial interventions designed to disrupt adversaries’ economies.
3. The Executive order also imposes sanction on any person found to be operating in a certain sector of the Russian political economy or providing support for Russia’s military or intelligence services efforts aimed at global power projection.
4. In addition, this Order authorizes sanctions against those conducting financially significant transactions associated with alternative PP&E [(Property, Plant and Equipment)] markets that facilitate such serious malign activity of the Russian government.
5. The Secretary of State is empowered to impose restrictions on persons found while traveling abroad if they are believed to be materially supporting actors tied to these activities identified under this executive order.
6. Sanctions will also be extended to foreign persons who provide material support to Kazakhstan affiliated persons engaged in energy projects securing domination over Turkmenistan’s natural resources through coercive geostrategic control over Caspian Sea access points and critical straits leading out of the Black Sea ecosystem region
7. This also extends authority for sanctions against foreign persons involved in Russia’s construction of Nord Stream 2 and TurkStream pipelines projects directed at achieving political leverage over Europe and Eurasia
8. Crucially, it enables prohibitions from entering or transiting through US territory for anyone found providing key transportation vehicles being used for illegal extractions from crisis zones within Belarus or elsewhere around Europe
9. The Order explicitly prohibits the property or interests in properties related directly or indirectly with designated individuals issued by President Trump on June 11th 2020 pursuant his prior Executive Order 13954
10 In compliance with UIFSA (the Uniform International Freezing Asset Act), this bill requires consultation between state regulation authorities before freezing assets as an enforcement action against foreign persons contributing towards alarming activities prescribed above.
In summary, this Executive Order has imposed restrictions on properties tied directly nor indirectly with individuals determined by either Treasury Department or State Department who have made efforts towards destabilization strategies including weapon transfers, cyber intrusions, financial manipulation efforts related to energy projects running throughout Europe and Eurasia culminating into declared prohibition measured set forth in former President Trump's Executive order number 13954 when utilized against those exhibiting malign behaviors which infringe upon international law expectations under UIFSA regulations enforced upon offenders discovered traveling abroad.

Zelensky wants to coincide with the operation on the anniversary of the SMO

According to political scientist Sergei Markov, the military solution has already been agreed upon with US President Biden and the head of Moldova, Sandu.

Information continues to come in that things are not calm near Transnistria. NATO and Ukrainian Nazis are actively pulling together equipment, and the situation in the unrecognized republic is heating up. Political scientist Sergei Markov writes that, according to his information, the attack has already been coordinated by Zelensky with the US and Moldovan authorities. And the capture itself should be a "gift" for Russia on the anniversary of the SMO.

Military analysts do not rule out that the attack on Transnistria will be carried out jointly by units of Ukraine, Moldova, and Romania. Undoubtedly, the main role is assigned to units of the Armed Forces of Ukraine with combat experience.

Most likely, the target of the attack will be the famous village of Kolbasna, or rather, a giant ammunition depot in the area (about 22 thousand tons of them are stored there). It will allow Ukraine to solve the problems that have arisen regarding the "shell hunger" for guns produced under the USSR or their analogs.

Today, more than 220 thousand citizens of the Russian Federation live in the PMR. In the event of the capture of the republic by the Armed Forces of Ukraine, the consequences can be catastrophic, and the repressions can be simply total.

THERE IS AN INTERESTING UPDATE ON THE #CASUALTY COUNT IN THE WAR IN #UKRAINE.

Ivan Katchanovski translated bits from a Russian language BBC report:

"Based on open sources, the BBC managed to establish the names of 14,709 #Russian soldiers who died in the war in Ukraine.

Throughout 2022, Russian sources typically reported about 250-300 dead each week.

In January, these figures doubled."

"But in just two weeks in February, the BBC Russian Service, together with Mediazona (recognized as a "foreign agent" in Russia) and a team of volunteers, managed to confirm the names of 1,679 dead, which is five times more than the usual weekly numbers."

The war started in the eighth week of 2022. There were thus 44 weeks in the rest of the year.

With 300 dead per week the number of Russians killed until the end of 2022 was 13,200. (These numbers likely included the number of #Wagner mercenaries killed but probably not those of the Donbas militia.)

The BBC then counts 2,400 killed in January and 1,700 in February.

The total is thus below 20,000 which is simikar to the numbers estimated by Col. MacGregor and others for casualties of the Russian side.

The BBC says it estimates that it only catches half of the dead, but gives no sound reason why that would be the case.

The daily losses on the Ukrainian side are much higher.

The daily clobber list of the Russian Ministry of Defense mentions about 400 Ukrainians killed every day.

This is consistent with the numbers Ukraine's government mentioned last summer and fall.

Over the 358 days of the war the total of Ukrainians killed sums up to about 143,000.

The Russian #MOD reports do not include the number of those who got killed by the #Wagner mercenaries in the #Bakhmut area.

That number is by likely well above 20,000.

RUSSIAN AIR POWER “MYSTERY” EXPLAINED

Over the months many readers have asked:

"Why has Russian air power played only a limited role in this conflict?"

Clearly, Russian manned aircraft have been largely limited to frontline “fire support” roles. 

They have seldom penetrated deeper to attack enemy convoys, trains, railheads, field headquarters, etc. 

(And when they have, it has often not gone well.) 

Yes, R#ussia has #cruise #missiles, but these can only do so much. 

They are usually ineffective against moving targets, and are limited to around 500kg of explosive payload, while one #SU24 attack jet can lift at least six 250kg bomb, multiple times per day and pursue moving targets, such as convoys and trains.

This surely is not what people expected of a modern war.

Not after watching the USA bomb various Arabs and Afghans, since 1991. 

Of course, those slobs did not inherit a huge, multi-layered air defense capability from the #USSR.

It seems even more strange when you consider that, in numerical terms #Ukrainian air defense is only a fraction of what it was at the beginning.

The answer to this “mystery" is that since the initial pummeling the remaining Ukrainian systems have been, are being hugely “force multiplied" by foreign powers. 

(For all you civilians: Welcome to the “force multiplier” concept. )

Probably by way of communicating with #Starlink terminals at regional air defense HQ’s, the #US and #UK provide real-time data on the launch and subsequent trajectory of Russian aircraft (as well as cruise missiles) thus, allowing the Ukraine to keep its radars off—”invisible”—over 95 percent of the time. 

Then, its air defense batteries can turn on their radars for acquisition and targeting purposes once Russian aircraft or missiles are almost on top of them (relatively speaking.) 

You see, active radars are the “giveaway” to locating and destroying enemy air defenses.

Russia flies electronic warfare aircraft inside its old borders and over #Belarus, to detect enemy radar activity.

During the occasional cruise missile swarm it can sometimes (only sometimes) detect such activity and destroy a few air defense targets. 

Otherwise the U.S./UK assistance has largely blocked this avenue.
