Animals have a membrane in their eyes called tapetum lucidum. It reflects light at night allowing them better night vision, and also making their eyes shine in the dark.

Red-eye effect
Humans don't have the tapetum lucidum, but their eyes also reflect some amount of light, mostly red (and infrared), although it needs special equipment to be seen, like an ophthalmoscope or a camera when you use a flash (red-eye effect).

Leukocoria
When, instead of the red reflex, the pupil appears white (a condition called leukocoria), this could indicate an eye problem like retinoblastoma.
