Main Objectives of this Position:
1-Local (Government) Reporting
· Ensure Compliance with Local legislation, SRD and donor requirements.
· Ensure accurate and timely submission of tax, social security and other mandatory reports required by local governmental bodies.
· End Results Expected: All reports required by local legislation ( Income tax, social security and other reports) are prepared and submitted within deadlines set by Legislation
2- Accounting, Compliance and Monitoring
· Ensure review of the source documents/ payment packages before processing the payments to ensure alignment with local legislation and SRD and donor regulations.
· Ensure accurate and timely financial data into the standard registers as required.
· Ensure payments are processed within 3 working days after complete supporting documents submitted to the Finance Department
· Ensure all bank accounts balances reconciled monthly
· Ensure all submitted EERs are reviewed timely and there are no outstanding advances to the staff.
· Assist Finance Manager in audit preparation to provide required information
· Prepare projects financial reports and Budget vs Actual analysis as required Perform site and partner monitoring visits
End Results Expected:
· Source documents and payment packages are reviewed and all outstanding issues are addressed before processing
· All cash and bank transactions are made into standard register on a daily basis
· All payments processed within 3 working days after complete supporting documents submitted to the Finance Department.
· Bank balances per books are the same with balances in Bank statement.

3-Perform other duties as required
· Keeping proper archiving both in hard and soft copies

Position Summary: The PM will be responsible for overall management of the NW Syria funded health program (OFDA, ECHO and others as applicable). The PM will be responsible for the direct implementation of the program, working under the supervision of the deputy hub team leader to ensure objectives are on track, work plans in place and program progress is on track. This will require him/her to work constructively with colleagues across his/her country team, within the Middle East Region and with the Global Emergency Response Team. This position requires an individual who is accustomed to the pace of emergency response programming, has experience in successfully leading a diverse team, does not require close supervision or direction, is flexible and highly responsive, and can work well under pressure. This position reports directly to the Deputy Hub team leader, with close coordination with the most senior position of the health technical unit and other support units within RI-Turkey office.
Position Responsibilities and Duties:
Program Management
Overall supervision and successful implementation of the NW Syria program, currently funded by ECHO and OFDA
Lead program and implementation plans under the overall guidance from the Deputy Hub team Leader and in coordination with the Hub team leader (based in Turkey) and Area manager (based in Syria) as needed.
Overall supervision of deputy program manager and health under program coordinator and regularly review work plans and implementation plans to ensure successful implementation of project activities.
In coordination with the deputy hub team leader, ensure that there are necessary and appropriate operating procedures in place for the projects to implement their activities that fall under one program.
Hold weekly meetings with Deputy Program Manager and health under program coordinator and bi-weekly meetings with the program teams to ensure that teams understand how their projects contribute to each other and ensure synergies are in place, and ensure that the deputy hub team leader is kept informed/participate as needed.
Evaluate activity progress (mobilization plans, action plans, on track/off track assessments etc.) and determine necessary actions to course correct in collaboration with the relevant program and support units focal points.
Hold monthly BVA meetings with budget holders to review program spending, update spend down plan accordingly and mitigate any potential under/over spending

Share methods, approaches and tools with RI colleagues across the region, and contribute toward RI’s regional response strategy by ensuring programmatic coherence, innovation and responsiveness.
Lead the proposal development/budget modification process, in consultation with the Grants Unit, technical leads and M&E, by creating proposal development plan, assigning tasks to relevant RI team members, overseeing the proposal process and adherence to deadlines, and seeking the relevant verification from RI management; in coordination with the deputy hub team leader, act as focal point for RSO and GSO on proposal process and to answer any questions arising, including issues letters. These activities are to be undertaken in consultation with the Grants Unit to ensure adherence to donor guidelines and compliance.
Qualifications & requirements:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
Master’s degree or equivalent years of experience in development studies, social sciences or related field;
Minimum of five years professional experience leading, managing, and implementing emergency response programs, preferably in a conflict setting;
Demonstrated background and knowledge of major humanitarian donors particularly, OFDA.
Demonstrated experience in management of health, WASH, FSL, education, cash or other relevant sectors is highly desirable;
Excellent interpersonal, communication, public speaking, and strategic planning skills required;
Fluent English and Arabic speaking and comprehension skills required. Turkish language skills preferred;

The training should focus on improving participants’ writing skills. It should also equip participants with the skills and techniques needed to write clear and high quality narrative reports.

Assignment:

Global Communities is seeking a Senior FSL Technical Advisor (Sr FSL TA) who will play a key role in providing direction and technical support in the design, implementation, and monitoring and evaluation of FSL interventions for the Turkey/Syria mission. The Sr FSL TA will also support the FSL strategy, and establish/maintain strong relationships with the FSL Cluster (Turkey hub and WoS) and other relevant FSL entities.
Responsibilities
The Senior FSL Technical Advisor is responsible for the following:
General
Direct management of FSL activities in NWS
Ensure quality FSL programming through direct management/support and strategic guidance to NWS and other areas as needed; ensure implementation of interventions are relevant and in line with the agro ecological zones and planting/harvest seasons of Syria
Establish and manage a deliverable tracking system for all FSL activities, monitor performance and provide feedback regularly
Ensure quality programming per established systems, and continuously improve implementation systems where possible
Develop short and long term FSL strategy in accessible areas of Syria, and in areas that under conflict but are expected to become accessible
Assist business development activities as needed
Identify new/prospective FSL opportunities based on assessments, market analysis, and coordination with other agencies
Ensure strong collaboration and coordination with other actors in the sector, especially the FSL cluster and its members
Ensure FSL technical teams incorporate gender and protection mainstreaming in all FSL programs and activities
Review FSL assessments, reports, and technical documents related to procurements
Regularly communicate with FSL teams and engage team members in key decision making
Travel to field to assess, monitor, and provide training to FSL teams and/or partner organizations as needed
Representation, Advocacy, and Organizational Learning
Identify opportunities and material to contribute to communications
Liaise with regional and HQ FSL specialists as needed
Represent or ensure Global Communities has a presence at and contributes to relevant cluster meetings and other FSL focused coordination forums
Ensure strong collaboration and coordination with other actors in the sector, especially the FSL cluster and its members
Identify program areas for improvement and work with all departments to design appropriate solutions
Identify talent and provide on the job learning and other growth opportunities to develop new FSL leaders for the Turkey/Syria teams
Identify FSL-related training opportunities for FSL staff
Education and Training
A master’s degree in Agronomy or another agricultural field is required
A post graduate degree is highly preferred
Experience
Total of ten years of experience in an agricultural field, four of which must be NGO/INGO experience
At least two years of supervisory experience
Prior experience in remote management strongly preferred
Farming experience and/or practical application of farming techniques
Proven track record of implementing quality FSL projects
Previous experience creating and managing budgets and procurement plans
Demonstrated experience managing and strengthening partnerships
Experience working with disaster-affected and/or war-torn populations
Excellent analytical and organizational skills, innovative thinker
Experience developing and leading trainings, workshops, etc.
Ability to create a team environment and coordinate with other departments
Excellent communication, inter-personal, and problem solving skills
