Overview
Syria Relief -SR- is requesting for a three-days training session that enhance the capacity of its team to design, write, and deliver high quality project proposals and reports.
Participants should learn about proposal development according to the regulations of top institutional donors and how to use analytical and design tools such as context/situational analysis, theory of change and log-frames and terms such as value for money and crosscutting themes mainstreaming.
The training should focus on improving participants’ writing skills. It should also equip participants with the skills and techniques needed to write clear and high quality narrative reports.
This course should focus on the aspects that make proposals effective and successful, and should provide participants with best practices in proposal development, and help them to improve the knowledge and skills needed to enhance their efficacy in writing, presenting, and defending proposals.

· Elements of proposals and reports: structure and components

Dünya Doktorları Derneği (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty and exclusion.
Our organization collaborates with partners and key stakeholders to implement projects that facilitate access to primary and secondary-level healthcare services to respond to the medical needs of displaced population.
DDD is the 16th member of the Doctors of the World International Network that is committed to meeting the health needs of vulnerable people globally.
Mission
Since 2015, DDD implements programs in both Turkey and Syria providing refugee and IDP communities with free access to healthcare services. DDD works with a range of humanitarian professionals and technical experts to provide Primary Healthcare (PHC), Mental Health and Psychosocial Support (MHPSS)services as well as sexual and reproductive health (SRH).
Since the beginning of the Syria and Iraqi crises, Turkey has become host to over 3 million refugees, migrants and asylum seekers which led to an increasing demand for health services. In this context, DDD’s intervention aims to assist local public health systems in providing and improving access to health and health related services to vulnerable populations among refugees and migrants in Turkey, specifically in Hatay, Izmir and Istanbul. In Syria, DDD runs health facilities in Idlib and Afrin provinces to deliver health-related services to IDPs.

Based in Antakya, the Finance Manager is technically under the Finance Coordinator and directly responsible to Field Coordinator.

Liaise with program field for reception of validated accountancy,
Updates monthly Budget Follow-up:
Integrates validated accountancy and updates commitments,
Ensure respective Field Coordinators end their field teams understand the BFU tool, and how to update it, provide guidance when needed
Ensure accuracy of the forecasts received from the different bases.
Support in preparation of external or internal audit.
Ensure internal financial procedures, systems, policies and controls are applied and complied with throughout the operations by all staff.
Participate to the improvement and development of financial tools currently in use in the mission.
Supervise of safe movements in SAGA and update of compliant supporting documents, send the archives to HQ
Elaborate monthly cash requests with the team for the program and support services; and communicate to the Finance coordinator
Ensure cash security rules for the mission are implemented and procedures and tools are being used for cash flow management (safe, cash box, advances);
Ensure the transfer of funding.

Plan shipments of materials and coordinate with related institutions including the written and verbal communication.
Closely monitor transportation activities and related documentations.
Ensure the safety and the security of the shipping materials from ELAF warehouse to the final destination.
B. Procurement
Make sure that ELAF procurement policies and formats are properly used.
Assists program and support staff on creating clear and understandable Procurement requests (PR) and other documentation;
Collects quotations and bids from the market for PR-s as assigned by manager(s) – as per ELAF standards and formats;
Compilation and preparation of status reports on deliveries for Programs, office Management and recipient of supplies
Receive the goods as per the description on the supplies request/purchase order.
Inspects goods upon delivery and rejects inadequate, broken, lower quality and other items not meeting the requirements of the order;
Knows the local market and available suppliers. Selects the best suppliers to request quotes from as per price, quality, and availability.
Uses all means of communication available in the most efficient manner to contact the suppliers and request the quotes.
Presents the procurement documents to the Finance Office and participate that payment is completed in a timely manner
Make copy of completed procurement documents scanned / hard copy.
C. Vehicle Management
Functional supervision of drivers ensuring daily vehicle checks are conducted, log books are used correctly, cars are kept clean and tidy, all relevant safety measures are taken before and during driving, and all duties are completed as per their Job Descriptions
Ensure equal training opportunities for drivers and implementation of the ELAF PDR (Performance Development Review).
Together with the Logistics Manager, plan weekly vehicle movements ensuring efficient use of vehicles.
Closely monitor fuel consumption and manage fuel supply.
Identify needs for tools, spare parts, vehicle contents, and regular maintenance of vehicles with a reputable mechanic
Ensure vehicle insurance, licensing and documentation are in place and correct
Actuate and ensure proper application of ELAF Turkey’s SOP Travel with Logistics Manager.
D. Other Duties
Receives all supplies and equipment and ensures correct documentation into ELAF records as per the ELAF Logistics manual.
Maintains the ELAF asset register
Ensure all ELAF equipment remains in good condition (including power supply, communication equipment, computers etc.).

QUALIFICATIONS:
University degree in Logistics, Engineering or any other relevant field.
Experience in documentation and record management is a distinct advantage.
Excellent written and spoken English and Arabic, and excellent communication skills.
Knowledge of Turkish is an advantage.
Computer literate with good MS Office skills particularly Excel.
Ability to work under pressure and to deadlines.
Ability to negotiate.
Flexibility to travel and work in remote areas if it is needed.
