ofer2, developer for Ingress, has commented under an old Forum post regarding the high latency the game has been experiencing for quite a while now.
In their intervention, they firstly acknowledge that experiencing this latency in-game makes it much harder and unpleasant to play, they say that the development team has been working on solving this issue "for... god know how much time" and that the issue is not solvable just by having more people working to fix it.
ofer2 states that, so far, the development team has discovered at least three completely separate issues which have all contributed to the increased latency experienced by Agents - some are client-side and some are server-side - and the problem likely won't be fixed until all these issues are taken care of.
The developer has assured that the team is still working on the issue and has mentioned to have taken a meeting regarding it just yesterday but, being the cause so complex, they don't have a timeframe for when it will be solved. They apologize for the situation being difficult as it is.

Recently, the cooldown on hacks has been modified by Niantic to return to the pre-COVID values on enemy and neutral Portals and a reduced rate on same-faction Portals.
The community immediately got to work updating their tools for calculating these new cooldowns with the various combinations of Portal Mods and we would love to present to you a handy website that does just that!
This tool was created by @filecc based on an idea by @Danynad and using it is easy as 1-2-3!
1) Select the faction owning the Portal
2) Select the combination of installed mods
3) Let the application calculate the cooldown time between hacks, the maximum number of hacks before burnout and the minimum time to burnout!
