ofer2, from Niantic, addressed the issue in a comment under the forum post lamenting the server problems. We're reporting a brief summary here.
Niantic currently scales servers up or down manually in anticipation of high usage periods (First Saturdays, Events, etc). The team is looking into a few different possible ways to mitigate the effect of this practice on the game itself:
• always scaling up servers on the weekend
• optimizing the routing servers to be able to handle more traffic overall
• make it so that the servers automatically scale up and down
• separate out the components exerting the most load on the servers to make sure that links/linking doesnt bring down the game for everyone else
On a side note, ofer2 stated the latest downtime to be his own fault due to an incorrectly configured notification (the event occurred at night for him) which didn't wake him up, and that he has since made sure this won't happen again on his part.

- The Nemesis Sequence remains on hold, and will resume with the final Requiem Anomaly at a future date, yet to be determined. The Anomaly Points earned from Umbra and Myriad Anomalies will be factored into the Nemesis Sequence scoring, and its Key Advantages will be identified and selected in advance by each Faction to be used in the final competition.
- A new competitive season of Ingress will begin with the Eos Protocol, that is a 3-stage event, spanning November to December, with one Faction winner:

Earlier this year, we postponed our planned live events because of the COVID-19 pandemic.
Niantic shared the release notes for the new Ingress Prime version, v2.58.1!
In this update, a fix for COMM jumping to the oldest message was introduced (although some Agents report it not having any effect, ed.).
In addition, the team fixed the "NHLDNMECGPG" error concerning drones and insufficient XM and the bug that loaded codename selection if the app was restarted during the initial onboarding of a new agent.
Some potential fixes are also part of this update: one attempts to fix the location whenever the app is returned to from background, the other focuses on the inability for some agents to create a Link until restarting the app.

Niantic has released additional details about Eos Protocol, the previously annouced new Event series which will span to December.
The first phase of the three annouced is entitled "Light Up the Portal Network” and will last from Nov 9th @ 17:00 UTC to Nov 17th @17:00 UTC.
This will be a Global Challenge with the objective of capturing unique portals while neutralizing enemy Portals.
• Each unique Portal captured per Agent will award 3 points to their Eos Medal count
• Each unique Portal neutralized per Agent wil award 1 point to their Eos Medal count
• Portals already captured will still count for the challenge, all measurements are unique to the event
Threshold:
• 5,000,000 points
If the threshold is met by the members of a faction, the respective faction will earn 1 Victory Point. Points gained by Faction X will not count towards the threshold of Faction Y.
During this First Phase, the following bonuses will be active:
• 2x AP (for Ingress' Anniversary, ed.), which can be 4x with an Apex
• Double L8 Resonator deployable

In this release, evaluation criteria have been reworked into 4 categories to reframe around the concept that Niantic products should "encourage us to explore the world, exercise and be social with each other".
• Eligibility Criteria - if a Nomination supports the vision mentioned above, it meets these criteria and is eligible for consideration by the community
• Acceptance Criteria - a Nomination must meet all of these to be accepted as a Wayspot
• Rejection Criteria - if the Nomination meets even one of these it must be rejected.
• Content Guidelines - additional guidance on how to craft and evaluate Nominations and edits.
