Portal submission
- Submissions are agent limited (you can only have a certain amount at a time, 7 at the start)
- The number of submission can change from an agent to another.
It is controlled by niantic: perhaps those that abuse submission will be blocked, while those providing good portals will get a number increase.
- As you submit, the portal will enter in the OPR system where you can receive only 10 reviews (to prevent abuse)
- To submit a portal you have to be L11 or more
- The Seer medal will not increase
