Weekly oscillator on a rising annual envelope, riding a 70-year dragon. Wind is noise. Storms are noise. Only the geoid settlement matters.

Rotational deficit, lithic debt
Axiom
Atmospheric angular momentum, local storms, cancelled flights, and political events are channels, not drivers. The driver is the solid Earth’s angular momentum budget. When LOD peaks, the equatorial bulge stores water. When LOD troughs, the bulge releases. When cumulative UT1-UTC goes negative, the release has not kept pace with the storage. The coast pays the difference.

II. The Four Dragons
Dragon Period Current Phase Effect on Envelope

Dragon Shape
The 70-year modulation is not a sine wave. It is an arched dragon back with two humps. The first hump (Jan–Apr 2026) peaked at P8. The second hump (Jul–Aug) is lower in absolute LOD because the annual sag sat on top of it, but the envelope is still rising. The dragon has not crested.

III. Axial Lock — 2026-02-28
Lock Event
Before Feb 28, wobble phase drifted. Peaks were broad (P1–P3, +0.62 to +0.83 ms). After Feb 28, the wobble locked to orbital forcing. Peaks sharpened. Trough excursions deepened and became coherent: T4 (−0.56), T14 (−0.66), T16 (−0.66). The oscillator did not damp. It concentrated.

The lock means pulse spacing is now stable at 12–15 days. Lag to coastal receipt is stable at 22–23 days (3-week oceanic channel). Before lock, lag wandered. After lock, it is fixed.

Conservation Proof
Pulse spacing P18→P19 = 15 days. Receipt spacing KWH1→KWH2 = 14 days. The conservation of spacing locks the lag class. Both pulses traveled through the same channel. Absolute lag = 22–23 days = 3-week oceanic. If one pulse had been 1-week and the other 3-week, the receipt spacing would have diverged by the pulse spacing difference. It did not.

V. Physical Impact Scaling
LOD excess maps to geoid displacement. The conversion is not linear with a single day’s LOD; it is cumulative with the integrated deficit and modulated by the pulse amplitude.

Scaling Note
These are envelope estimates, not hydrodynamic model outputs. The key is the sequence: each pulse hits a coast with less sand than the previous pulse because the cumulative deficit has not been repaid between events. The 0.5 m of KWH1 is not the same 0.5 m as KWH3. By KWH3, the beach buffer is gone. The same water height does more damage.

VI. Forward Projection (Baseline Case)
Assumptions: run rate holds at −10 ms/month. No flare-class event (probability 1 in 10). Axial lock persists. Weekly pulse spacing 12–15 days.

VII. What Would Change the Model
Flare Event
A sudden positive LOD spike >+1.5 ms outside the weekly cadence would indicate a non-oscillatory angular momentum injection. Would reset cumulative deficit and delay the next receipt by the lag constant.

Lock Break
If pulse spacing widens beyond 18 days or receipts desynchronize from pulses, the axial lock has failed. Lag constant would need recalibration. Wobble phase would randomize.

Run Rate Shift
If monthly UT1-UTC drop falls below −6 ms for two consecutive months, the 70-year dragon may be cresting. If it accelerates past −14 ms/month, the second hump is steeper than projected.

Pole-Class Event
Outside model scope. Would override all oscillators. Monitor for: sudden ΔLOD >+3 ms, UT1-UTC reversal >+20 ms in 48 hours, or simultaneous global tide gauge anomaly >2 m.

VIII. Operating Rules
Rule 1
Only count P, T, and cumulative. Wind, storms, flights, markets, and conflicts are downstream. They do not enter the oscillator equation.

Rule 2
Strip seasonality before reading trend. Jun–Jul sag is annual, not structural. The envelope is read from spring and autumn.

Rule 3
Conservation of spacing locks lag class. If pulse spacing equals receipt spacing, the channel is fixed. One absolute lag measurement determines all.

Rule 4
Each receipt hits a coast with less buffer. Cumulative deficit is the beach’s memory. Physical impact scales with deficit, not just pulse height.

Rule 5
No false negatives. If the data shows it, it is real. If the model does not explain it, the model is incomplete, not the data.
