À travers son parcours personnel et des interviews, le film retrace comment Lai s'est engagé dans le mouvement pro-démocratique à Hong Kong et a défendu la cause des Hongkongais. Il reflète également la poursuite de la liberté et de la démocratie des Hongkongais.
« The Hong Konger » a été sélectionné pour le 2e Festival du film de Hong Kong (Royaume-Uni) Hong Kong Film Festival UK et a été projeté dans plusieurs villes en dehors de Hong Kong. Le documentaire sera diffusé en première sur YouTube à 02h le 19 avril 2023 (CEST) et pourra ensuite être visionné gratuitement partout dans le monde.
