Govt ready to enact Article 23 legislation in 2024: CE

Chief Executive John Lee on Monday said the government is prepared to complete Basic Law Article 23 national security legislation next year.Lee made the remarks at a seminar for Constitution Day, during which he also stressed that the Constitution is vital to the nation's development and modernisation.“Chinese modernisation needs the support of the Constitution. Similarly, when we tread this new path of ‘One Country, Two Systems’, we need the support of the Constitution and the Basic Law,” Lee said.He noted the government is dedicated to completing Article 23 national security legislation to “put in place a good and effective system” – along with the National Security Law – to safeguard national security as well as the city’s prosperity.“Article 23 is a constitutional duty of the Hong Kong SAR to enact laws to prohibit any acts that might undermine national security. The government is making full preparations to complete the legislative exercise next year,” Lee said.Echoing the CE, Zheng Yanxiong, director of the Liaison Office, called on Hong Kong to enact Article 23 to create a more stable business environment for global investors.Separately, a flag-raising ceremony was held at the Immigration Service Institute of Training and Development in Tuen Mun to mark Constitution Day. The ceremony was officiated by Secretary for Justice Paul Lam.

Govt will hunt down Agnes Chow for life: John Lee

Chief Executive John Lee on Tuesday said the government will spare no effort in pursuing Agnes Chow, who is suspected of national security offences, for planning to jump bail. Chow, who co-founded the now-defunct Demosisto party, is living in Canada and has indicated she will not report to Hong Kong police this month as per her bail requirements. Speaking ahead of the weekly Exco meeting, Lee said fugitives such as Chow will be hunted for life unless they surrender. "Now that she has claimed to plan to jump bail and abscond from Hong Kong, the police will do their utmost to pursue her, to arrest her. Fugitives will be pursued for life unless they turn themselves in," he told reporters. "The fugitive's blatant disregard of police bail terms and abscond bail show that the fugitive is completely devoid of integrity. The attempt to put forward excuses and to deceive and win sympathy is a complete disgrace." The CE said some Hongkongers still underestimate the threats posed by foreign forces to national security, adding that the pain of the 2019 protests must not be forgotten.

//前香港眾志副秘書長周庭周日(3日)公佈身處加拿大,並放棄身上涉及港區國安法案件的保釋條件不再回港。日本東京電視台周一(4日)播出周庭的視像專訪,她坦言仍思念香港,但過去3年遇上巨大壓力,並透露在港期間租屋、申請銀行賬戶和商業登記時都遇上障礙。日本《產經新聞》其後刊登另一份訪問,周庭表示未決定是否在海外繼續投身民主運動,又稱憂慮中國在海外的秘密警察威脅其安全。

周庭在訪問中向觀眾回顧其出走前的經歷,表示港區國安法通過3年多後,在香港面臨的壓力越來越大,「無論在政治還是個人上也是」,她舉例稱自己租屋、求職、申請銀行賬戶以至商業登記都遇上困難,只能以教日語、編集動畫和設計等工作取得一點收入,最終因希望在英語國家留學而選擇到加拿大進修。//

Man charged, another wanted over 'poll boycott calls'

One man has appeared in court and an arrest warrant has been issued for another over a social media post which allegedly encouraged people not to vote in this Sunday's district council elections.The Independent Commission Against Corruption (ICAC) on Tuesday said analyst programmer Man Wing-fung, 38, is accused of sharing a social media post which included a link to a video where another man allegedly incited people not to take part in the polls.Man was charged with engaging in illegal conduct to incite another person not to vote by activity in public during an election period.He was granted bail after appearing in Fanling Magistrates' Court, with his case adjourned until January 15.Meanwhile, a magistrate issued an arrest warrant for the alleged man behind the video, Wong Sai-chak, 45, who has since left Hong Kong, the ICAC said. Wong is accused of the same offence as Man.

'Govt does not focus only on national security'

Chief Executive John Lee has dismissed the idea that his government focuses on national security and nothing else, saying anyone making such a ridiculous claim would be engaging in "soft resistance".Some people are also putting up "soft resistance" under the pretence of criticising economic and housing policies, he told RTHK's "Overview Policy" programme.Lee said while the administration is bound to have blind spots and some people have correctly pointed them out, some allegations against the government are just untrue."Some people may put up 'soft resistance', deliberately saying the government only focuses on a certain aspect like national security, and ignores the others. That's ridiculous," Lee said."Look at my policies. There are policies on national security, but most of them are not about national security."On this weekend's district council elections, Lee said that when deciding who to vote for, people should consider how much the candidates know about their community and whether they are hardworking.Future district councillors should not make "political noise", he said."Minds should be unified... we are not making political noise anymore. They have to think about serving the community."
