For years the regime would offer to transport rebel forces from all over the country to Idlib in order to take out rebellious cities one by one.

This created a situation where tens of thousands of rebels & their families were gathered in a small convined area where they could gather again, rebuild their strength en join ranks.

Assad believed for almost a decade he could contain them all in Idlib. We now see the results.
