🇺🇸📞🇨🇺 - A US delegation, led by CIA director John Ratcliffe, is heading to Havana for talks with its counterpart in the Cuban Ministry of Interior.

This round of discussion comes as Cuba admitted it has ran out of oil. The last oil delivery was by a small Russian tanker 6 weeks ago and blackouts are returning.

The US State Department is dangling $100 million of economic aid in front of Cuba's leadership, conditional on “meaningful reforms to Cuba’s communist system”.

Cuban President Miguel Diaz-Canel responded on Twitter:

If there is truly a willingness on the part of the United States government to provide aid … it will encounter no obstacles or ingratitude from Cuba.
