Another thing to note is that, just like every other drug cartel in Mexico, CJNG is a business more than anything. There was always going to be a retaliation after the death of their leader, but they don't fight for any social or political cause. Extended chaos would invite a broader crackdown on their business, which obviously means less money. CJNG does not want a prolonged confrontation with the Mexican government for this reason.
