If the Israeli enemy launches an operation in Rafah, we will impose sanctions on all ships of companies related to supplying and entering the occupied Palestinian ports of any nationality.
We announce the start of the fourth phase of escalation, which is the targeting of all ships violating the Israeli navigation ban and heading to the ports of occupied Palestine in the Mediterranean Sea in any area within our reach.

What this could indicate to is that we are facing a casefire agreement and the dismantling of the Netzarim axis (currently taken by IDF cutting gaza strip in two halfs). The Israelis do not accept a floating port outside its control. It had previously accepted it during the past months on the basis of its control over Netzarim and the coast that will receive the portโs resources.
When their withdrawal became a matter of time, they were forced to withdraw the floating port of Ashdod and supply goods under Israeli control through land crossings or through the port that will be managed by the United Nations.
