Yes!
Many foreign citizens believe that it is impossible to obtain Russian residency without grounds: the presence of a child or spouse who is a citizen of the Russian Federation. But this is not quite correct.
The Russian government allocates a certain number of temporary residence permit quotas every month.
Temporary residence permit is issued for 3 years and after living for 1 year on this document you can get Permanent Residence Permit in Russia.
Any foreign citizen has the right to apply for a quota. The quota is issued in the format of a lottery, similar to the American lottery "greencard".
The application for the quota is submitted monthly from 01 to 05 of the month.
To apply for the quota it is necessary to have a Russian visa and personal presence of the applicant.

A grandmother named Babita from Greater Noida, Uttar Pradesh, kidnapped her grandson on May 10, 2023. The newborn's mother, Shivangi, said that on that day she went with her husband to get medicine and asked a relative to babysit the baby. When the couple returned, neither their son nor their grandmother were at home.
Babita handed over the boy to the woman, who then gave him to the doctor. With the help of accomplices, the child was sold to a man named Amarvir for 200 thousand rupees (211 thousand rubles). Babita received 50 thousand rupees (52 thousand rubles) for the crime.
