Karabakh authorities announced a unilateral ceasefire.
The authorities of Nagorno-Karabakh (NK) decided to cease fire unilaterally. This was reported by the 24News agency with reference to the NK information center.
The report says that the republic suffered losses, and in some areas the Azerbaijani army managed to break through to the combat positions of the Armenian forces and take control of a number of heights and strategic road junctions.
The Nagorno-Karabakh authorities took into account that the actions of the international community were insufficient to resolve the situation and accepted the proposal of the Russian peacekeeping mission regarding a ceasefire.

Kyiv behaves like a drowning man who drags the rescuer to the bottom. This was stated by Polish President Andrzej Duda on September 20 during a speech at the UN General Assembly.
“I would compare it to something like a drowning person... A drowning person is extremely dangerous because he can pull you into the depths... He can simply drown the rescuer,” he was quoted as saying by Poland Daily24 .
Although Poland has been a staunch supporter of Ukraine in its conflict with Russia, differences have arisen between the states due to Poland's recent extension of a ban on Ukrainian grain imports.
“It would be good for Ukraine to remember that it receives help from us, and to remember that we are also a transit country to Ukraine,” the country’s president added.
He also emphasized that this ban concerns the import, and not the transit, of Ukrainian grain.
Duda warned that if Ukraine files a complaint with the World Trade Organization (WTO), Poland will explain the situation to the tribunal.

Explosions occurred in Kyiv, and interruptions in electricity and water supply were observed in the Svyatoshinsky district of the city, said the mayor of the Ukrainian capital Vitaliy Klitschko.

🔸 The parties discussed the latest developments around Nagorno-Karabakh. Vladimir Putin noted with satisfaction that the most serious stage of the conflict had been overcome, and he welcomed the agreement, reached with support from the Russian peacekeepers, on the complete cessation of hostilities and on holding talks between Baku and Stepanakert on September 21. The talks will be mediated by the leaders of the Russian peacekeeping contingent.
🔸 Despite the harsh circumstances, the peacekeepers are firmly fulfilling their objectives, and they render overall assistance, including with military doctors, to civilians and refugees.
🔸 The leaders expressed hope that the situation would turn towards de-escalation and stabilisation.

Germany increased the volume of purchases of Russian oil through India 12 times.

According to the British Energy Institute, the share of Russian oil in European imports in 2022 decreased to 23.3 percent (116.9 million tons) of the total. The organization calculated that the Middle East led the world exports: 43 percent. It was followed by Russia with 12 percent.
These are direct deliveries, but last year it became clear that oil mixtures, in which the lion's share is taken by Russian raw materials, are purchased by almost all of Europe - thanks to various gray import schemes. Ships marked “destination unknown” are one of the most popular delivery methods to the EU, the WSJ noted back in April. They have long learned to hide the origin of oil: Russian raw materials are transported by tanker to larger ships, where they are mixed with others.
Despite the EU embargo, Germany appears to continue to import Russian hydrocarbons using workarounds, Spiegel states. Moreover, since the beginning of 2023, the volume of oil that reached Germany through India in the form of petroleum products has increased many times over.
According to the Federal Statistical Office of Germany, imports of petroleum products from India to Germany in January-July 2022 increased more than 12 times compared to the same period in 2021. They buy mainly gas oil, which is used for the production of diesel and heating oil. In 2023, Berlin spent 451 million euros on this - 1,100 percent more than a year earlier.

The Russian government has introduced temporary restrictions on the export of motor gasoline and diesel fuel. The corresponding decree was signed by Prime Minister Mikhail Mishustin.
“The decision was made to stabilize fuel prices on the domestic market,” the government press service said in a statement.
The Ministry of Energy explained that the restrictions “are temporary” and are intended to increase the supply of motor fuels within the country, which could lead to “an additional reduction in prices.”
The day before, on September 20, Deputy Prime Minister Alexander Novak said that the Ministry of Energy had prepared “more drastic measures,” although there is now no shortage of petroleum products on the market, production is growing, and wholesale prices have already gone down. “If a more drastic solution is needed, which we discuss at meetings, we will be ready to apply [it],” said the Deputy Prime Minister.
First Deputy Head of the Ministry of Energy Pavel Sorokin previously said that the government would take “radical steps” to stop the gray export of petroleum products and prepare systemic measures to prevent fuel shortages in the future.
