The World Bank (WB) has exhausted its internal possibilities to provide financial assistance to Kyiv. This is how a source in the Russian directorate of the World Bank commented to TASS on Thursday on the decision of a financial institution to approve a $1.5 billion loan to Ukraine under Japanese guarantees.
This step "indicates the exhaustion of the bank's own resources, as well as serious risks associated with the state of the Ukrainian economy," the source said. He added that "the Russian side opposed this initiative."
As recalled in the Directorate, in April, the international rating agency S&P Global Ratings downgraded Ukraine's long-term credit rating from CCC + to CCC with a negative outlook. At the same time, according to the International Monetary Fund, the fall in Ukrainian GDP last year amounted to 30.3%.
As of April, the World Bank "managed to mobilize more than $24 billion to help Ukraine," a source in the Russian directorate of the financial institution said. "At the same time, the main part of the funds (about 90%) was provided not by the organization itself, but in the form of grants and sovereign guarantees from donors, including the United States, Japan, the United Kingdom and the EU countries. Financing is provided exclusively for civilian expenditure items: payment of pensions, benefits and salaries for healthcare workers and emergency services. The WB internal audit service monitors the intended use of funds," he concluded.
