The American publication reports that Donald Trump's administration grossly underestimated the impact of a war with Iran on the global oil market. The USA has temporarily eased sanctions against Russian oil.

The Treasury Department has allowed the transportation and unloading of oil loaded onto tankers before March 12 - even if the vessels are under sanctions. The license is valid until April 11.
