And the European Union has largely turned down new loans to the United States as the bloc struggles to find hundreds of billions of euros to build up its military capabilities over the next five years.

Given the size of the American defense industry, which is the world’s largest arms exporter, European officials acknowledge that they will continue to buy off-the-shelf American weapons while they build up their own lagging capabilities.
