Donald Trump may refuse to defend a NATO partner country if it does not fully meet its defense spending obligations, NBC reports.

President Donald Trump is considering major changes to U.S. participation in the North Atlantic Treaty Organization, according to three current and former senior U.S. officials and a congressional official.

Trump has discussed with aides the possibility of adjusting America's participation in NATO to favor alliance members that spend a certain percentage of their gross domestic product on defense, officials said.

Under a potential policy change, the United States might not defend another NATO member under attack unless the country meets a defense spending threshold, officials said.

If Trump does make this change, it would mark a significant departure from the alliance's core principle, known as Article 5, which states that an attack on any NATO country is an attack on them all.

Italian Prime Minister Giorgia Meloni said Ukraine should be given NATO security guarantees without actual membership in the military alliance, Bloomberg reports.

Speaking on the sidelines of a meeting of European Union leaders in Brussels on Thursday, she stressed that "we need to think about more sustainable solutions" than sending European peacekeepers to Ukraine.

She said extending NATO's Article 5, which obliges member states to protect each other, would be far more effective. "It's not the same as joining NATO, but it would extend the protection that NATO member states enjoy to Ukraine," Meloni said.

The publication notes that this is the first time Meloni has so clearly expressed support for the idea. Although the Italian prime minister is seen as a potential mediator between Europe and Trump, her proposal is unlikely to find support in the United States.
