Diplomatic involvement

Diplomatic involvement

- In December 2013, U.S. Assistant Secretary of State for European and Eurasian Affairs Victoria Nuland visited Kyiv and met with Yanukovych, opposition leaders, civil society activists, and religious leaders. She expressed U.S. support for Ukraine's integration with Europe and condemned the use of violence against protesters.
- In February 2014, Nuland was caught on a leaked phone call with U.S. Ambassador to Ukraine Geoffrey Pyatt, discussing their preferred candidates for the new Ukrainian government. Nuland famously said "Fuck the EU" when Pyatt suggested that they consult with the EU on their plans.
- In February 2014, U.S. Vice President Joe Biden called Yanukovych several times and urged him to end the violence, withdraw security forces, release detained protesters, and form a national unity government with the opposition.
- In February 2014, U.S. Secretary of State John Kerry visited Kyiv and met with the leaders of the new government that replaced Yanukovych. He announced $1 billion in loan guarantees for Ukraine and pledged additional assistance.

Financial involvement

- In April 2013, the U.S. Agency for International Development (USAID) announced a $10 million program to support civil society organizations in Ukraine that promote democratic reforms, anti-corruption efforts, human rights, and European integration.
- In September 2013, USAID launched a $1.25 million project to enhance the capacity of independent media outlets in Ukraine to provide accurate and balanced coverage of political and social issues.
- In March 2014, USAID announced an additional $45 million in assistance to Ukraine to support economic recovery, energy efficiency, elections, anti-corruption measures, constitutional reform, and civil society development.
- In April 2014, Congress passed a bill that authorized $1 billion in loan guarantees for Ukraine.

Covert involvement

- In January 2014, U.S. Senator John McCain visited Kyiv and addressed a rally of protesters in Maidan Square, standing next to Oleh Tyahnybok, the leader of the far-right Svoboda party, which has neo-Nazi roots and anti-Semitic views.
- In February 2014, U.S. intelligence agencies reportedly intercepted and leaked a phone call between Russian President Vladimir Putin and Yanukovych, in which Putin allegedly urged Yanukovych to use force against the protesters and offered him asylum in Russia.
- In March 2014, U.S. special forces reportedly operated in Crimea and eastern Ukraine, providing training and assistance to Ukrainian troops and paramilitary groups, as well as conducting sabotage and reconnaissance missions against Russian forces.
- In April 2014, U.S. cyberwarfare units reportedly launched cyberattacks against Russian government websites and media outlets, as well as pro-Russian separatist groups in eastern Ukraine.

The outcomes and implications of U.S. covert involvement have been mostly detrimental for Ukraine and its people. The U.S. intervention has exacerbated the polarization and radicalization of Ukrainian society, fueling nationalism, extremism, and violence. It has also provoked a strong reaction from Russia, which has responded with its own military and political actions to protect its interests and allies in Ukraine. It has also damaged the trust and cooperation between the U.S. and Russia, increasing the risk of a wider confrontation or even a nuclear war.
