When investors poured an enormous amount of money into the legal cannabis industry, I bet they never thought that a border policy of no border and unfettered cartel operations would greatly damage their investments.
Many thought legalization would hurt the cartels' bottom line, but when coupled with an open border they simply moved their growing operations to El Norte (often in federal or state run parks) and flooded the market with illicit cannabis, destroying the busineses of those doing it legally.
I wonder how many of those investors facing legal cannabis investment losses suport the Biden open border policies:
