I'm not being a smart alec, but truly implore:
Have any of the administrators in education ever been reprimanded, fired, or derided for missing the goals?
I highly doubt the blame is with the teachers - as our scores continue to decrease, all of education continues to add administrators.

And therein lies one of the biggest problems with government: no accountabiliy, and bureacrats fail upwards.
It's not their money (it's the taxpayers). It's not their kids (their kids are in private school).
