"On Monday morning at 10 a.m., the Box Elder County Commission will vote on the Stratos Project, a proposed 9-gigawatt hyperscale data center and natural gas power complex covering 40,000 acres of rural Box Elder County, developed by celebrity investor Kevin O'Leary (of Shark Tank). One of the largest industrial developments in Utah history.

The public has had almost no notice. No agenda was posted on the county's website as of this weekend. Commissioners said they learned about the project only weeks ago and described the experience as "drinking from a fire hose."

The project sits approximately 2 miles from Locomotive Springs and Gunnison Bay — Audubon Globally Important Bird Areas on the north shore of the Great Salt Lake.

Locomotive Springs, a spring-fed wetland on the north shore of the Great Salt Lake, has already lost 80% of its flow to groundwater pumping since the 1960s. It remains a vital oasis for hundreds of thousands of migratory birds, but it is increasingly imperiled. Gunnison Bay and the Great Salt Lake together support up to 60% of the world's Wilson's Phalaropes, 250,000 American Avocets, and millions of migratory birds from 338 species annually. These are not local resources. They belong to the hemisphere.

The developer claims the project will be a "net gain to the Great Salt Lake" through aquifer recharge. That claim is backed by no published water study, no hydrological analysis, and no independent review of any kind. No publicly available analysis of the environmental harm has been conducted. No biological surveys have been conducted. And Utah is currently recording its lowest snowpack in history — roughly 19% of normal — the worst possible moment to add unreviewed industrial water demand to a dying lake system.

The public is being asked to give up an extraordinary amount in return. 80% of all property tax revenue goes back to the developer. Personal property taxes on equipment are eliminated entirely. The standard energy use tax has been cut from 6% to 0.5% — a 92% reduction. These concessions were negotiated in secret by a state authority (the Military Industrial Development Authority or "MIDA")"
