by the Federation Council of the Federal Assembly of the Russian Federation
on the Necessity of Ending the Economic, Commercial and Financial Embargo Imposed by the United States of America
against the Republic of Cuba
The Federation Council of the Federal Assembly of the Russian Federation welcomes the adoption of the United Nations General Assembly resolution “Necessity of ending the economic, commercial and financial embargo imposed by the United States of America against Cuba” on 3 November 2022.
Similar resolutions, confirming unwavering solidarity of the international community with the people of Cuba, have been supported by the overwhelming majority of the UN Member States since 1992.
The Federation Council of the Federal Assembly of the Russian Federation strongly condemns the sanctions imposed by the United States of America against the Republic of Cuba and considers them as a systematic crude violation of principles and norms of the international law established by the UN Charter, a challenge for the entire international relations system undermining the foundations of the global and regional stability.
The voting results on the above resolution reaffirm an almost unanimous disapproval of Washington's policy of unilateral restrictions by the international community.
The Members of the Federation Council are expressing their unwavering solidarity with the leadership and people of the Republic of Cuba in their justified and legitimate demands to immediately end the trade, economic and financial embargo imposed by the USA.
The Federation Council of the Federal Assembly of the Russian Federation speaks in support of repealing the Helms–Burton Act of 12 March 1996 and similar acts that bring about extraterritorial consequences and make a negative impact on the free trade as well as violate lawful rights and interests of legal entities and individuals.
The over-60-year-long economic, commercial and financial blockade of the Republic of Cuba is a manifestation of the neo-colonial policy aimed at using the force pressure, making a sovereign state give up its independence and own path of development for the sake of Washington's uncovered dictate.
The actions by the USA and their allies towards imposing sanctions that bypass the UN Security Council, fomenting conflicts between independent states, encouraging the so-called “colour revolutions” and separatist movements in various countries are increasingly gaining the character of a destructive policy to promote exceptionally opportunistic interests of a small group of “privileged” states under the disguise of the concern over democratic values.
International relations are currently going through a crucial period. The USA and its allies are attempting with all their might to preserve the unipolar world order formed after 1991 and to impose on the international community some kind of a "rules-based order" aimed at establishing the unlimited dictate of the States of the so-called "collective West" with complete disregard for genuine democratic values and common moral norms.
Against this backdrop the willingness of the Russian Federation and the Republic of Cuba to jointly move towards building a multipolar world based on a balance of interests, principles of equality and justice, and respect for each other gains particular importance.
The Federation Council of the Federal Assembly of the Russian Federation expresses its gratitude to the leadership and people of the Republic of Cuba for the continued support of the efforts of the Russian Federations for the protection of peace, security and universally recognized principles of international law enshrined in the UN Charter.
Relations between Russia and Cuba can be characterised as a strategic partnership and are based on long-standing traditions of friendship and mutual respect. The consistently high level of trust between the peoples of the two States allows us to continue working together to strengthen and develop multifaceted cooperation, including through the parliamentary channels.

Rusia y China trabajan en la creación de un sistema de pago sin el uso de SWIFT
Durante su intervención en el IV Foro Empresarial de Energía Ruso-Chino, el vice primer ministro ruso, Alexánder Nóvak, recordó que los pagos del suministro del gas ya empiezan a realizarse en sus respectivas monedas nacionales —rublos y yuanes— sobre la base de la paridad.
Al mismo tiempo, los cobros por el petróleo y sus productos derivados, así como por el carbón, también se están cambiando activamente a las monedas nacionales de Rusia y China, señaló.

Rusia y Cuba apuestan por un mundo multipolar
Viacheslav Volodin, el presidente de la Cámara Baja del Parlamento ruso, se ha reunido este miércoles con el presidente de la Asamblea Nacional del Poder Popular de Cuba, Esteban Lazo Hernández.
"Nos posicionamos a favor de un mundo multipolar, de la justicia y las relaciones igualitarias entre los países. Creemos que esta es una condición básica para que las relaciones se desarrollen", afrimó Volodin.
Según sus palabras, Washington intenta imponer su forma de vida, "robando a otros países, utilizando sus capacidades y recursos naturales". En contraposición, Rusia y Cuba necesitan desarrollar su cooperación, que incluye la colaboración interparlamentaria.

Stéphane Dujarric, portavoz del secretario general de la ONU, anunció este martes que el primer barco cargado con fertilizantes rusos donados partió desde Países Bajos hacia África. En total, Rusia planea donar 260.000 toneladas de fertilizantes ahora bloqueados en puertos europeos, para abordar la inseguridad alimentaria mundial.

Rusia y China "abogan por la formación de una arquitectura multipolar de las relaciones internacionales"
El primer ministro ruso, Mijaíl Mishustin, mantuvo una reunión por videoconferencia con su homólogo chino, Li Keqiang. Subrayó que las relaciones entre Moscú y Pekín se basan en la alianza estratégica conjunta.
El primer ministro se refirió a la cooperación bilateral en materia de inversiones, señalando que hay 79 proyectos importantes en los ámbitos de la minería, la producción industrial, la construcción y la agricultura. Precisó que las promesas relacionadas con inversiones ascienden a 160.000 millones de dólares.
