Any SIGINTer knows that you can’t do a complete BDA (battle damage assesment) or morale assessment from communications intelligence alone. It needs to be supplemented by overhead/aerial imagery and by the keystone source, human intelligence, which (when done honestly) gets the closest of any intelligence disciplines to the adversary’s command thinking.
